SUBJECT: Amendment to Compensation Plan for Non-Represented Employees and the Part-time and Temporary Employment Policy and
Compensation Plan and revise the full-time employee list and salary schedule
RECOMMENDATION
Adopt Resolution No. 2025-01 amending the City’s compensation plan for nonrepresented employees as described; adopt Resolution No. 2025-02 amending the City’s Part-time and Temporary Employment and Compensation Plan as described; and appropriate an additional $65,650 to the FY 24-26 Adopted Budget from the corresponding Fund available balance sources to reflect the proposed changes as described.

In accordance with the City’s policies and Municipal Code, the budget as adopted by the City Council can be amended as needed during the fiscal year in response to unforeseen circumstances, events, or changes to operations. City staff regularly reviews the City’s needs for operational needs and from time to time, the City Manager may request adjustments to the Adopted Budget as needed.
DISCUSSION
Changes to Position Classifications
Until recently, the multiple employees handled clerical and secretarial duties for the City Manager and City Council along with other assigned responsibilities. To maximize efficiency and operational priories, the City Manager is creating an Executive Assistant position with new specifications and duties to handle executive clerical and secretarial duties for the City Manager’s Office (Attachment A). Based on experience and qualifications, the City Manager has promoted a City employee currently serving as an

Administrative Assistant. This change will require that the Administrative Assistant assigned to the City Manager’s Department/City Clerk Division be eliminated, and a new Executive Assistant classification be added to the City’s full-time employee list and compensation plan for non-represented employees (Attachment B).
The secretarial duties formerly handled by various City employees, including the Deputy City Clerk, will be reassigned to the Executive Assistant. This position will report directly to the City Manager and be solely responsible for all secretarial duties for the City Manager’s Office and City Council. The Administrative Assistant position will be removed from the Lomita City Employee Association (LCEA) and assigned to the Non-represented Compensation Plan as Executive Assistant, confidential, exempt, and at-will. Moreover, to offset any additional duties left over from the former Administrative Assistant position, a part-time City Clerk Office Assistant position will be added to the City Manager’s Office, and one additional Human Resources Office Assistant in the Administrative Services Department. The part-time Office Assistant classification will be assigned to the Part-time and Temporary Employment Compensation Plan.
Staff met and conferred with LCEA as prescribed by law and they concurred with the recommended changes. The creation of an Executive Assistant to replace one Administrative Assistant results in an increase of $9,977, and the addition of two parttime Office Assistants will cost $38,888.
Administrative Services Director
In response to the retirement of the Assistant City Manager, the Human Resources Division has been transferred from the City Manager’s Office to the Administrative Services Department, under the direction of the Administrative Services Director. The Director currently serves as the City’s financial officer, treasurer, and chief fiduciary.
Additional duties will involve overseeing all Human Resources in addition to current duties, including labor negotiation, recruitments, trainings, and personnel development.
These additional duties will require additional time and attention to detail.
To appropriately compensate the Administrative Services Director for the additional responsibilities in alignment with industry market conditions, it is recommended that the position classification compensation be adjusted from salary range 69 to 72. This change represents a 7.5% salary increase in the amount of$16,785.
FISCAL IMPACT
The first-year cost of proposed changes is $65,650 inclusive of salaries and benefits as described above. These positions are funded through the General and Water Funds.
