BACKGROUND
Water Division Updates
Staff and the Hazen and Sawyer teams have a meeting on a weekly basis to discuss updates on the status of part ordered, shipment dates, and overall next steps to get the plant back online. During the January 21 testing with all parties on deck, it was discovered that the booster pump that provides water to Zone 2 did not turn on and the part has been ordered. The electrical that operates our main water well valve wasn’t getting power to the VFD has now been addressed. Also, it was recently discovered that the Variable Frequency Drive (VFD) that runs our water well needs to be upgraded to keep up with the new pumping capacity. This is a custom device that needs to be built-to-order and is backordered, but fortune was on our side and installation is almost complete. Everything outside of the well pump, including the main SCADA computer operating system, replacing defective valves, booster pump troubleshooting and testing the VFD is all getting done. The meeting with representatives from the Division of Drinking Water is being rescheduled to reengage conversations to finalize the permit on schedule for Spring 2025.
Staff continues to participate in weekly meetings with West Basin, MWD, and LA Department of Water and Power (DWP) regarding the new emergency connection with LADWP to support a request for a shutdown of a West Basin connection, WB-08A.
Additional system analysis has revealed other options for MWD to continue with their

2 project no longer requiring the new emergency connection construction at Alta Vista.
Once a final determination is made, staff will revisit the Alta Vista project in the list of CIP priorities.
Lomita staff met with representatives from Cal Water to resume discussions from 2001 about the possible installation of a new interconnection in the Harbor Hils area. A meter connection is being explored as a phased approach that would involve less time, resources and permitting to move this project along. A records search for mutual aid agreements is underway and if none exists, will be brought before the City Council in the future.

External Funding
The request for Federal Community Project (CPF) funding was processed during the 118th Congress. Congress only passed a short-term funding bill prior to ending the session on January 2, 2025. CPFs cannot be included in short-term funding bills, therefore it has not been funded as of yet. CPFs could be brought back in the 119th Congress, however the process and outcome remains uncertain. Staff received a $15,000 grant from the South Coast Air Quality Management District's (SCAQMD) Commercial Lawn and Garden Equipment Exchange Program. Furthermore, two additional Concerts on the Lawn were approved for the current year by the City Council in November 2024 due to popular demand.
