1 TO: City Council
FROM: Andrew Vialpando, City Manager
PREPARED BY: Lina Hernandez, Deputy City Manager/Public Works Director MEETING DATE: March 4, 2025
SUBJECT: Approve funds to install an Automatic Transfer Switch at Appian Way Pressure Reducing and Pump Station
RECOMMENDATION
Approve a change order to the Agreement with AEPC Group for the installation of an Automatic Transfer Switch at Appian Way Pressure Reducing and Pump Station in the amount of $72,746.40, plus a 15% contingency of $10,912 for unexpected costs, for an amount not to exceed $83,658.40.
BACKGROUND
On July 19, 2022, the City Council awarded a Professional Services Agreement to AEPC Group, LLC, for architectural, engineering, design and construction of the emergency generator at Appian Way Pressure Reducing and Pump Station in an amount not to exceed $75,365. The purpose of the project is to fully power and compensate the City’s existing water pump facilities in the event of an emergency. Currently the existing vertical water pumps at the station are driven by electrical motors operating on commercial external power sources through Southern California Edison (SCE). An assessment of the facility identified a need for a minimum 180kW backup emergency generator, as identified and recommended per the 2015 Capital Improvement Program Master Plan.
DISCUSSION
AEPC Group, LLC, began work on architectural, engineering, design, purchase, construction and installation of an Emergency Generator Power Backup System (EGPBS) for the City’s existing water pump facility located at 26255 Appian Way. The project is almost complete. The delivery of the actual generator and the two final components that were each back-ordered for a number of months have been installed. The new generator
CITY OF LOMITA
CITY COUNCIL REPORT
Item No. 7d

2 is fully functional at the site, however in its current state, the generator can only be turned on manually on-site.
The recent catastrophic wildfires in the greater Los Angeles Metropolitan Area and surrounding communities have brought a new focus on the need for resilient water system infrastructure to mitigate disasters. For this reason, Automatic Transfer Switches (ATS) are in high demand to convert manual emergency power generators into an uninterrupted power supply system. Currently the lead time is 16 to 18 weeks, however AEPC Group and their suppliers have an ATS available that can be delivered and installed in a matter of a few weeks. In an emergency due to an unforeseen power outage or should SCE call for a Public Safety Power Shutoff (PSPS) by shutting off electricity in high fire risk areas during extreme weather conditions, it could take on-call City staff up to 20 minutes to respond and manually turn on the generator, potentially costing critical time before the water pump is functioning to respond in an emergency.
AEPC Group has provided the attached turnkey proposal for the ATS. They will provide drawings, purchasing, installation, testing, and training of City staff to maintain the system. In addition to allowing for uninterrupted water service and pumping during power outages and emergencies, the new generator with the ATS will achieve energy savings and functionality that is in the best interest of the City. Should the City Council approve, the ATS is the final component of the Appian Way Pressure Reducing and Pump Station Project.
FISCAL IMPACT
The City budgeted $125,000 in the Water Capital fund for this project. A change order for $72,746.40, plus a 15% contingency of $10,912 for unexpected costs, for an amount not to exceed $83,658.40 would be processed for AEPC Group, LLC to proceed with the ATS.

PREPARED BY: Susan Kamada, Administrative Services Director MEETING DATE: March 4, 2025
SUBJECT: Discussion and Consideration of Resolution 2025-05, a Resolution to Initiate the Process to Amend the Contract with CalPERS to Remove Cost Sharing for the Unrepresented Executive
Management Group
RECOMMENDATION
Adopt Resolution No. 2025-05 to initiate the process to amend the contract with CalPERS to remove cost sharing for the Unrepresented Executive Management Group.
BACKGROUND
At its meeting on April 2, 2024, the City Council approved an employment agreement to retain Andrew Vialpando as its City Manager, with a term beginning May 1, 2024. The Agreement addresses various employment terms including salary, benefits, and retirement provisions. A key provision of the City Manager Employment Agreement addresses the City’s and Employee’s required pension contributions for the CalPERS retirement system. The terms of Agreement provide that the City and City Manager will pay their respective equal shares of the required CalPERS contributions, consistent with the Tier II retirement formula approved for all other “Classic” City employees.
In the weeks following the approval of the Agreement by the City Council, staff discovered that pursuant to its contract with CalPERS all Tier II classic members of the Unrepresented Executive Management Group are subject to a 1% cost-share of the employer contribution rate payable to CalPERS. This obligation extends to Mr.
Vialpando. In order to eliminate the 1% cost share obligation, the City must amend its CalPERS contract to remove the cost share for the Unrepresented Executive Management Group, of which Mr. Vialpando is the only member. Resolution 2025-05 initiates the process by requesting that CalPERS prepare a contract amendment eliminating the cost-share which is to be brought forward to the Council at a future date.
CalPERS requires this initial step.
CITY OF LOMITA
CITY COUNCIL REPORT
Item No. SCH 8a
March 4, 2025, Reg CC Mtg. Page 37
2 DISCUSSION
Some years ago, the former City Manager voluntarily agreed to contribute an additional 1% over and above the member’s normal contribution towards the City’s share of CalPERS. This cost sharing provision was memorialized by City Council Resolution and recorded in Section 10e. of the CalPERS Amendment to Contract with the City of Lomita (attachment 1). The CalPERS Amendment transcends the City Manager classification, not the individual, meaning that unless an amendment to the contract with CalPERS is approved by the City Council, any Lomita City Manager must pay an extra 1% over and above the member’s normal contribution towards the City’s share of CalPERS. The extra 1% of the City’s share equates to about $2,400 per year. Mr. Vialpando has paid the extra 1% of EPMC since May 1, 2024, totaling approximately $1,846.20 as of the writing of this report.
No changes to the City Manager Employee Agreement are proposed. If approved, Resolution No. 2025-05 will initiate the process to amend the contract between the City of Lomita and CalPERS to eliminate the 1% cost-share for Tier II classic members of the Unrepresented Executive Management Group. This must be done on a group basis and cannot be applied solely to the City Manager classification. The actual contract amendment will be prepared by CalPERS and will be brought forward for Council approval at a later date. The elimination of the 1% cost-share will not be effective until the contract amendment is approved and becomes effective. Furthermore, if approved, the City will reimburse Mr. Vialpando a lump sum of the total in extra CalPERS contributions retroactive to May 1, 2024.
OPTIONS
1. Adopt Resolution No. 2025-05; or
2. Provide alternative direction.
FISCAL IMPACT
There is no fiscal impact. The salary, benefit, and retirement terms of the approved City Manager Employee Agreement were included in the FY 24-26 Adopted Budget.
