PREPARED BY: Juan Ibarra, Senior Management Analyst
MEETING DATE: April 1, 2025
SUBJECT: Public Health Services Contract with Los Angeles County Department of Public Health
RECOMMENDATION
Authorize the City Manager to execute a public health services contract with the County of Los Angeles Department of Public Health effective when signed by all parties through June 30, 2029, followed by ongoing automatic five-year renewals, unless terminated by either party.
BACKGROUND
The County of Los Angeles Department of Public Health (DPH) recently notified City staff of an updated Public Health Services contract. The County of Los Angeles has long-standing contracts with numerous cities for the provision of public health services.
Most of these contracts date back to the 1960s. Many of these contracts have become outdated due to changes in the Health and Safety Code. To address these issues, the County is requesting new agreements be signed by the 85 cities currently under contract to receive public health services.
DISCUSSION
California law authorizes contracts for local public health administration between counties and cities. These contracts allow the County’s Health Officer to serve as the local health officer within the jurisdictions of the contracted cities. The County has performed these services through Public Health on behalf of the contracted cities for approximately 60 years. Many of these existing contracts were executed during the 1960s and have not been updated since they were originally executed. DPH is offering these updated contracts to the 85 contracted cities, to replace the existing and outdated contracts, in
CITY OF LOMITA
CITY COUNCIL REPORT
Item No. 7d

2 order to better align the language of the contracts with current County public health practice and modernize the agreements with current statutory citations.
The City seeks to continue its partnership with the County for the provision of public health services, including designating the County’s Health Officer to serve as the local health officer and the County’s Department of Public Health to serve as the City’s Environmental Health Department. This contract would continue the existing authorization for the County, along with the County’s Health officer to enforce State and County statues related to public health, regulations and orders issued by the California Department of Public Health, and the provisions of Los Angeles County Code, Title 11 and any amendments thereto, as adopted by City ordinance or resolution.
FISCAL IMPACT
In general, the City does not directly pay for the services provided by DPH unless the City requests very specific services as outlined in the contract. There is no other direct fiscal impacts associated with this contract.

PREPARED BY: Lina Hernandez, Assistant City Manager
MEETING DATE: April 1, 2025
SUBJECT: Additional funding for the 247th Street Area Water Main Replacement Project and Revised Match Commitment Letter to FEMA
RECOMMENDATION
Appropriate an additional $930,517 in addition to the previously approved $1,499,846, plus 20% contingency of $486,073 for unexpected costs, for a project total not to exceed $2,916,436 for the City of Lomita’s 247th Street Area Water Main Replacement Project; and authorize the City Manager to execute a revised Match Commitment Letter to FEMA.
BACKGROUND
In July 2019, the City of Lomita submitted a subapplication for Federal Emergency Management Agency’s (FEMA) Hazard Mitigation Grant Program (HMGP) to obtain grant funding for the 247th Street Area Water Main Replacement Project as part of its efforts to implement improvements outlined in the 2018 Local Hazard Mitigation Plan. The project consists of constructing 3,300 linear feet of 6-inch PVC water pipeline and appurtenances (fire hydrants, valves, and fittings) in the public right of way on the 1700 and 1800 blocks of 246th Street, 247th Street, 247th Place, and 248th Street to the eastern City limits and abandon the water main located on private property between 246th and 248th Street.
These water mains are over 90 years old, making them particularly at risk for main breaks and leaks, especially in the event of an earthquake. The project aims to reduce the risk of water damage to private properties in the event of a main break and improve fire flow by replacing the existing four inch to six-inch diameter pipes to increase capacity and allow emergency response to more effectively fight fires.
FEMA’s HMGP is a reimbursement-based program with FEMA providing funding for up to 75% of eligible project costs. The grant application package requires a local funding match of at least 25% and the City submitted a Match Commitment Letter for $374,961.50 based on best estimates in 2019.
CITY OF LOMITA
CITY COUNCIL REPORT
Item No. 8a
Tuesday, April 01, 2025 Reg CC MTG, Page *74
2 On May 18, 2021, the City received FEMA approval for its funding application for a total project cost of $1,499,846. The project was expected to be completed by March 18, 2023.
However, due to unforeseen delays, the project completion and grant close out date has been extended three times, with a current approved close out date of December 31, 2025.
DISCUSSION
While the scope of the project has remained unchanged, the cost of production has increased significantly from the initial $1,499,846 total project cost estimate submitted with the July 2019 grant application. Increased permit fees from third party agencies, skyrocketing inflation, supply chain disruptions, increased material costs, labor shortages and other unforeseen challenges were brought on by the COVID-19 pandemic have significantly increased project estimates.
In May 2024, the City awarded the construction contract for this project in the amount of $1,245,740. By this time, the total cost estimate for the project had increased to $2,430,363 and staff began working extensively with CalOES to submit revised cost estimates to FEMA and request a budget modification for this project. The City’s request was added to the queue behind a significant line of other HMGP projects also requesting additional funding. A Benefit Cost Analysis was performed at the time confirming a ratio above 1.0, indicating the project’s cost effectiveness and maintaining its eligibility for funding consideration.
On March 12, 2025, the City was advised that funding had become available and was invited to submit a formal budget increase request for this project. Attached to this staff report for the City Council’s consideration is the budget increase request package to FEMA, including an updated Match Commitment Letter. The City’s updated 25% funding match under the current total project cost estimate is $607,590.75. As FEMA will cover 75% of this new cost estimation, final costs beyond the estimates will need to be absorbed by the City.
This water line replacement project is almost complete. Caltrans needs to approve the bus pad on Western Avenue and additional striping to conclude construction. The City has until December 31, 2025 to complete the project and submit for reimbursement of eligible project costs. Street improvements in the area will be addressed in phases as part of Zone G Street Improvement Project.
FISCAL IMPACT
Should FEMA approve the budget increase request based on the most recent total project cost estimate of $2,430,363, the City’s updated 25% local match share for this project would be $607,591, to be paid from the Water Capital Fund. As FEMA only funds up to 75% of eligible project costs based off the latest estimate, any final project costs above FEMA’s 75% share of $1,822,722 would have to be absorbed by the City.
Tuesday, April 01, 2025 Reg CC MTG, Page *75
3 Should FEMA not award the additional funding request, the City will need to bear an additional estimated $930,517 to complete the project, in addition to the original 25% cost share of $374,962 for an estimated total of $1,305,479. FEMA would only reimburse the original 75% share of $1,124,885 from the 2019 total project cost estimate.

SUBJECT: Discussion and Consideration to Adopt a Resolution Directing the Public Works Director to Prepare the Engineer's Report for Landscape Maintenance District No. 1
RECOMMENDATION
Adopt a resolution directing the Public Works Director to prepare the Engineer’s Report for Landscape Maintenance District No. 1.
BACKGROUND
Landscape District Landscape Maintenance District No. 1 (District) was first formed in 1979 as the result of an effort by a group of homeowners in the Rolling Ranchos Tract (Tract 25201 as recorded with the County of Los Angeles) wanting a well-maintained scenic entrance to their development.
The District was established to defray the maintenance and operating costs of maintaining landscaping improvements within the District and was to be financed by the adjacent Rolling Ranchos Tract. A state grant financed the construction of the bike path on Palos Verdes Drive North in conjunction with the City of Rolling Hills Estates. The rest of the landscaping and irrigation system was constructed by force account utilizing city and California Conservation personnel.
The District's boundaries remain unchanged and include all of the residential area known as the Rolling Ranchos Tract, all within the City of Lomita, as well as the landscaping area between the northerly curb along Palos Verdes Drive North and the southerly property line of the Rolling Ranchos Tract. The median on Palos Verdes Drive North is not part of the District.
CITY OF LOMITA
CITY COUNCIL REPORT
Item No. 8b

2 DISCUSSION
Under the provisions of the Landscaping and Lighting Act of 1972, Part 2, Division 15 of the California Streets and Highways Code (commencing with Section 22500), the City Council must pass a Resolution of Intent and schedule a public hearing date if it desires to levy and collect annual assessments to pay for the ongoing maintenance and servicing of the existing landscape improvements, trails (pathways) and appurtenant improvements and facilities within the District.
Based on the premise that all properties within the Rolling Ranchos Tract would benefit equally from District improvements, it was determined at the time of forming the District that all properties be assessed equally.
