1 TO: City Council
FROM: Andrew Vialpando, City Manager
MEETING DATE: May 20, 2025
SUBJECT: Port of Los Angeles Waterfront Red Railcar Project Offered to the City of Lomita
RECOMMENDATION
Discuss and consider options for the Waterfront Red Railcar offered to the City by loan, and provide City staff with direction.
BACKGROUND
In 2023, the Port of Los Angeles informed the City of Lomita of its interest to loan one of its replica Waterfront Red Trolley Railcar (Red Car) built in 2003 to be displayed at the Lomita Railroad Museum for an indefinite period of time. On November 7, 2023, the City Council directed staff to engage with the Port of Los Angeles (Port) to negotiate the terms of a Lease Agreement to receive the Red Car. Staff has been in communication with the Port to discuss general terms for Lease Agreement since then.
At its meeting on January 21, 2025, the City Council appointed a two-member ad-hoc committee to review progress and provide input to the City Council on the project. The Red Car ad-hoc committee conducted a site visit of the replica Red Cars at the Port of Los Angeles to inspect the condition of the trolley cars on February 3, 2025, and staff subsequently met with the Parks and Recreation Commission to present site options and cost estimates associated with receiving the Red Car. Staff received feedback from the Commission and presented the information to the ad-hoc committee on April 1, 2025.
At its meeting on April 15, 2025, the City Council was presented with options to consider in determining the next steps, however no consensus was reached. The lack of consensus required that the City Council vote to add the discussion to a future meeting if it wanted the project to be considered further. At its meeting on May 6, 2025, the City Council voted to discuss and consider options for the Red Car at this evening’s meeting agenda.
DISCUSSION
CITY OF LOMITA
CITY COUNCIL REPORT
Item No. 8a
Tuesday, May 20, 2025 Reg CC MTG, Page *136
2 At its meeting on March 25, 2025, the Parks and Recreation Commission was presented with an update on the Red Car, including new information regarding terms and conditions that the Port requires as part of a Lease Agreement.
Terms and Conditions of the Port of Los Angeles
The following are some of the general terms and conditions the Port has shared with the City that would need to be included in a Lease Agreement:
• Although the Port will coordinate and pay for transportation of the Red Car to Lomita Railroad Museum, the City will be responsible for placement of the Red Car to its final resting spot.
• The City cannot charge admission to view the Red Car. • The City is responsible for the security (i.e. vandalism), care and maintenance (i.e. weathering) of the Red Car for the duration of the lease. • The Port may terminate the Agreement at any time with negotiated notice and take back the Red Car at its discretion.
• The Red Car will need to be returned in a reasonably similar condition in that it was delivered.
Parks and Recreation Commission Preferred Option
Staff presented three options developed by staff for the Commission to consider for placement of the Red Car at the Lomita Railroad Museum (Attachment A). It was explained to the Commission that their selection of the preferred option would provide valuable feedback for the City Council when considering the approval of a Lease Agreement for the Red Car with the Port.
The Commission selected Option 1 as its preferred option if the City Council approves the project and Lease Agreement.
Option 1 involves placement of the Red Car towards the front-center of the Irene Lewis Field adjacent to the Railroad Museum, construction of a base made of decomposed granite, placement of rail lines, and the purchase and assembly of an atrium structure to protect the asset. Staff analyses took into consideration a number of factors in order to prepare the site, including grading the field, relocation of underground utilities and irrigation.
The breakdown of estimated costs is as follows:
Expenditure Estimated Cost
Protective atrium $117,000.00
Installation $25,000.00
Geotechnical Engineering $50,000.00
Relocation of underground storm drains & inlets $85,000.00 Tuesday, May 20, 2025 Reg CC MTG, Page *137
3 Grading of the field $150,000.00
Base (decomposed granite) $25,000.00
Path (decomposed granite) $25,000.00
Rail track relocation/installation $10,000.00
Lighting (inside atrium & panel upgrade) $15,000.00
** Crane and labor for placement of trolley
Contingency (20%) $100,400.00
Estimated Total $602,400.00
New Ad Hoc Committee Alternative Option
The Red Car Ad Hoc Committee met on April 28 to discuss alternative options. The Ad Hoc committee requested that staff provide analysis into the feasibility of placing the Red Car along the west wall of Irene Lewis Park, constructing a storage barn around the trolley, and rolling the Red Car in and out of the barn when it was to be displayed. This added as the “Ad Hoc Committee Alternative Option.”
The breakdown of estimated costs for this option is as follows:
Expenditure Estimated Cost
Barn Structure (w/fabrication) $53,000.00
Relocation of underground storm drains & inlets $45,000.00 Grading smaller portion of the field $50,000.00
Base (decomposed granite) $25,000.00
Path (decomposed granite) $15,000.00
Rail track relocation/installation $20,000.00
Lighting (inside atrium & panel upgrade) $15,000.00
** Crane and labor for placement of trolley
Contingency (20%) $44,600.00
Estimated Total $267,600.00
Other Feedback and Considerations
Community Input
The Parks and Recreation Commission expressed concern that the project option would permanently alter the landscape and footprint of Irene Lewis Park. Given the significant lack of park open space in the City, the City Council should strongly consider seeking broader community input for how the park should be utilized and planned before making such a long-term and costly investment.
Railroad Museum Foundation
Staff consulted with Foundation Board Member Susie Dever on the Foundation’s Tuesday, May 20, 2025 Reg CC MTG, Page *138
4 interest in the project and its financial position. The Foundation is very interested in bringing an attraction such as the Red Car to the Lomita Railroad Museum. She advised that the Foundation’s financial strategy is not capable of paying for projects in perpetuity, rather for one-time expenses to improve the look and experience of the Museum. The Foundation makes about $30,000 per year in revenue through donations, fundraisers, and sponsorships, and has about $250,000 in the bank, which includes a modest investment portfolio.
Staff believes that it is more practical for the Foundation to continue funding enhancements to the Museum facility through minor improvements to ensure its sustainability. Any contributions towards the Red Car project would be nominal and only weaken the Foundation’s financial position.
Graduated Fees for Early Lease Termination
An early lease termination provision that does not provide reimbursement to the City would be unacceptable. The City stands to invest a significant amount of one-time and ongoing funding toward the Red Car project if the City Council decides to proceed. A provision that allows the Port to end the lease at any time and take the Red Car back poses a significant threat to the City’s investment. It would be prudent to safeguard the taxpayers’ investment by negotiating an Early Lease Termination Penalty that would require the Port to pay back the City a percentage of costs on a graduated schedule. For example, the City may negotiate a 90% refund of costs to install the Red Car if the Port ends the lease within five years, 80% within 10 years, etc.
Staff strongly advises that if the City proceeds with the project, it does so only if the Port can agree to such a provision.
New Party Interested in Receiving the Trolley
During a recent phone call with the Port, staff learned that there is a fourth party interested in taking possession of the final Red Car should any of the parties currently in negotiations with the Port decline the project.
FISCAL IMPACT
The City’s currently adopted budget does not include funding for this project. Any funding commitment would require a budget appropriation and would come from the City’s General Fund reserves.
With the uncertainty arrival of the Red Car and rising costs from federal imposed tariffs, the cost of the project is likely to increase. More specific cost estimates will be developed should the City Council recommend we proceed with the project of accepting the Red Car.

5 OPTIONS
Options for the next steps have been revised to reflect the information gathered from the City Council during its discussion on this item on April 15.
1. Select a preferred option for staff to further analyze; Provide staff with further direction with consideration to the following:
a) A Budget Appropriation is not needed now, but the project will require a budget amendment using General Fund reserves if the City Council moves forward with the project.
b) The final cost for placement of trolley (i.e. crane, preparation of the area) is not known currently.
c) Staff needs guidance on desired terms and conditions (i.e. early termination penalty, cost sharing, etc.).
d) If cost sharing is requested, instruct staff to prepare correspondence from the Mayor on behalf of the City to the Port of LA requesting financial assistance.
e) Staff will return with a proposed MOU with Port of LA for the City Council’s consideration, which is when a budget appropriation can occur.
2. Reject the project and end discussions with the Port of LA.

SUBJECT: Fiscal Year 2024-2026 Mid-Cycle Adopted Budget Amendments
RECOMMENDATION
Approve the Fiscal Year FY 24-26 Mid-Cycle Adopted Budget amendments contained in Attachment 1, and direct staff to make necessary expenditure and revenue budget amendments to implement the recommendations.
BACKGROUND
Staff develops the biennial budget based upon estimated revenues and expenditures.
Upon completion of the annual financial statements and final audit, staff analyzes the impact of the closing information, current revenue and expenditure trends, and economic data, and recommends amendments to be approved by the City Council during the midbudget review process. Revenues are adjusted based on this analysis and other sources to provide revised projections for the fiscal year. The City’s accounting staff continually monitors actual revenues received and compares them to the projected revenues approved in the annual budget; this information is then used to develop revised revenue projections to more accurately reflect the impacts of the current economic climate and any uncertainties and delays in receiving revenues.
DISCUSSION
Fiscal Year 2024-2026 Adopted Biennial Budget
In June 2024 the City Council adopted the annual operating and capital improvement budgets. The adopted biennial budget contains general fund expenditures and revenues of $14,990,643 and $14,990,643 respectively, reflecting a balanced budget in the general fund for Fiscal Year 2024-2025, and $15,143,186 and $15,143,186 respectively,

2 reflecting a balanced budget in the general fund for Fiscal Year 2025-2026. This budget continues to provide the service levels that the Lomita community expects. In addition, the budget contains financial data for all the City’s operating and capital funds.
Attachment A is a summary of the revenue and expenditure adjustments, which are described in more detail below.
Revenue Amendments
Staff reviewed the status of the City’s major revenue sources to identify potential anomalies between budgeted and actual revenues, and to make recommendations for revenue budget adjustments. The City’s primary revenue sources include property, sales, and motor vehicle in lieu taxes. The other major revenue source is development related revenue. Property and motor vehicle in lieu taxes are not expected to exceed the original projected revenue. A review of other revenues found several variances in the budget versus actual amounts at mid-year. As a result, the following revenue account amendments are being recommended:

3 Expenditure Amendments
Staff reviewed the status of the City’s expenditures to identify potential anomalies between budgeted and actual expenditures, and to make recommendations for expenditure budget amendments. A review of the expenditures found several variances in the budget versus actual amounts at mid-cycle. A majority of these amendments are carried over from FY 24/25 Capital Improvement Projects. Also, Included in the FY 25/26 proposed amendments is an allocation for an additional 2 full-time position for Public Safety Manager and Human Resources Analyst. 3 ALL FUNDS
The City’s originally adopted budget was $32,06 million for Fiscal Year 2025-26. At Mid-Cycle, budgeted spending has increased to $39.76 million, primarily due to the adjustments to reflect increase costs to utilities, general maintenance, negotiated employee compensation and benefit changes, and increase costs of capital improvement projects that were not completed in Fiscal Year 2024-25.
Most of the money budgeted for spending for Fiscal Year 2025-26 will be for operating the Water Utility (21%), Capital Projects (23%), and other special revenue funds (15%). The balance will be for general government services (41%) such as the Sheriff’s, City Manager, Finance, City Clerk, and Innovation and Technology.

More than 70% of the Fiscal Year 2025-26 spending will be funded with Charges for Services and Taxes.
Charges for Services include revenues collected through park rentals, recreation programs, and development fees. The balance of revenue comes from license fees, permit fees, fines, forfeitures, revenues collected from previous years, and other miscellaneous revenue such as interest.

4 HOW IS THE FISCAL YEAR 2025-26 BUDGET FUNDED?
GENERAL FUND
General Fund Spending
The most complex City fund is the General Fund. It receives most of the City’s taxes (such as Property and Sales taxes) and pays for services provided by 19 different departments. Some of the core services paid for using the General Fund are sheriff’s, parks, recreation, and street maintenance. The Water Utility of the City has its own distinct revenue sources and are accounted for in Enterprise funds. Total budgeted spending for the General Fund is $16 million for 2025-26. The Sheriff’s contract budget reflects 31% of General Fund spending.

5 Personnel expenses (comprised of salaries and benefits) make up more than 42% of the budgeted costs for 2025-26. Non-Personnel costs such as public safety (Sheriff’s contract) reflect the next largest spending category representing about 31% of the budget. Contract services and supplies represent about 25% of the budget. Equipment purchases, debt service, operating transfers, and other costs such as special program expenditures make up the balance of General Fund spending (2%).
General Fund Revenue
More than 79% of 2025-26 General Fund Spending is funded by Sales and Use taxes (includes Measure L), Vehicle License Fee, Property Tax, Business License Tax, Franchise Tax, Building and Safety Fee, and other taxes and fees.
For FY 2025-26, budgeted (anticipated) General Fund revenue and expenditures are balanced, and General Fund reserves are estimated to be at $7,927,752 at the end of the FY 2025-26 fiscal year.

6 CAPITAL IMPROVEMENT PLAN
Based on the City’s needs and funding priorities, City staff developed an updated Capital Improvement Plan (CIP) for annual approval by the City Council. Most of the projects in the CIP are related to street improvement, facility enhancements/repairs, and water projects.
Historically the City’s proposed CIP budget has had minimal impact on the City’s General Fund. In recent years the City has been funding the Street Improvement Fund to fund additional projects as needed. This trend continues for the Mid-Cycle Amended FY 2023-24 CIP Budget. The majority of the funding sources for the proposed CIP are related to special revenue funds such as Gas Tax and Measure R for street repairs, enterprise funds for water projects. Most of these projects are carried over from the prior fiscal year, as these have not been completed yet.
