1. OPENING CEREMONIES
a. Call Meeting to Order
The special meeting of the Lomita City Council was called to order by Mayor Waronek at 1:31 p.m. on Tuesday, May 13, 2025, in the Commission Conference Room, City Hall, 24300 Narbonne Avenue, Lomita, California.
b. Roll Call
PRESENT: Councilmembers: Gazeley, Uphoff, Waite, Mayor Pro Tem Segawa, and Mayor Waronek
ABSENT: None
STAFF PRESENT: City Manager Vialpando, City Attorney Rusin, Assistant City Manager Hernandez, Administrative Services Director Kamada, City Clerk Gregory
2. PUBLIC COMMENTS
There were no persons present wishing to give public comment.
3. STUDY SESSION
a. DISCUSS AND CONSIDER FY 2025-2026 OVERNIGHT TRAVEL FOR
CONFERENCES AND MEETINGS
City Manager Vialpando presented the report on the proposed out-of-town travel policy for the City Council. The proposed policy updates are as follows:
• The City will only reimburse up to the economy airfare rate using the most reasonably priced airline for the desired date and time. • The City shall review and approve destinations for members of the City Council.
The City Council shall review and approve a list of conference and meetings eligible for out-of-town area travel as part of the biennial and mid-cycle budget approval process. The City Council shall determine specific members who may attend/or implement a limit on the number of members who attend specific conferences. As with all City business matters, travel is subject to adopted budget limits as determined by the City Council. Unapproved destinations or travel that exceeds adopted budget limits need to be reviewed and authorized pursuant to City Council budget amendment action.

Staff presented the fiscal year 2024-25 actuals for review and discussion. It was noted that the budget amendment increased from $40,000 to $44,173 on May 20, 2025.
The Council reviewed and discussed the cost estimates and travel destinations considered by the Finance Subcommittee at their previous meeting.
The City Council then discussed alternatives for travel destinations and the associated budget. After review and discussion of alternative options for travel destinations and Councilmembers who will attend, Councilmember Uphoff made a motion to approve the list of designated Councilmembers who will travel to select destinations, and to approve the proposed FY 25-26 travel budget in the amount of $53,000. The motion was seconded by Councilmember Waite.
MOTION CARRIED by the following vote:
AYES: Councilmembers Uphoff, Waite, and Mayor Waronek
NOES: Councilmember Gazeley and Mayor Pro Tem Segawa
ABSENT: None
4. ADJOURNMENT
There being no further business to discuss, Mayor Waronek adjourned the meeting at 2:30 p.m.
