Andrew Vialpando
City Manager
City of Lomita

Lomita, CA 90717
Attention: Joe Vida
Dear Mr. Vialpando,
LA COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT NONDISCRIMINATION POLICY This letter is to notify the City of Lomita (City) of its current noncompliance with the LA County Regional Park and Open Space District’s (RPOSD) Non-discrimination Policy. This policy applies to all properties or facilities acquired, developed or improved using funds from RPOSD’s Proposition A and Measure A grant programs.
Non-discrimination Policy
“Any beach, park, or other public facility acquired, developed, rehabilitated, or restored with funds derived under Measure A/Proposition A shall be open and accessible to the public without discrimination as to race, color, sex, sexual orientation, age, religious belief, national origin, marital status, physical or medical handicap, medical condition, or place of residence. The recipient shall not discriminate against, or grant preferential treatment to, any person or organization seeking to use such facility based upon the place of residence of such person or the members of such organization.” Upon review of the recreational facility reservation policies posted on the City’s website, RPOSD has identified a differential fee structure between residents and non-residents. This practice constitutes a violation of the nondiscrimination policy, specifically the clause prohibiting preferential treatment based on place of residence.
To resolve the issue, the City must revise recreational facility reservation fee structure so that all members of the public—regardless of residency—are charged the same fees for facility use. Please provide written confirmation and evidence of this policy change as soon as it has been adopted, no later than 120 days from the date of this letter. Failure to comply may affect the City’s Good Standing status with RPOSD and its eligibility for future funding.
