RESOLUTION NO. 2025-19

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LOMITA,

CALIFORNIA, AMENDING THE MASTER FEE SCHEDULE (RESOLUTION NO. 2024-02) TO ADJUST FEES FOR RECREATIONAL PROGRAMS AND

FACILITY RENTALS AND REMOVE ALL DISTINCTIONS BETWEEN

RESIDENT AND NON-RESIDENT FEES FOR PARK RECREATIONAL

PROGRAMS AND PARK FACILITY RENTALS

THE CITY COUNCIL OF THE CITY OF LOMITA DOES HEREBY RESOLVE AS FOLLOWS:

Section 1. Recitals:

A. On February 6, 2024, the City Council adopted Resolution No. 2024-02 adopting a new Comprehensive Master Fee Schedule.

B. The City of Lomita provides services including, but not limited to, parks and recreation facility rentals, youth sports and adult exercise classes. The existing Master Fee Schedule requires non-residents to pay higher fees for these services, compared to City residents.

C.On April 11, 2025, the Los Angeles County Regional Park and Open Space District notified the City that it believed the City’s non-resident fees do not comply with Proposition A and Measure A grant fund requirements to allow County residents access to recreational spaces and activities regardless of the city they reside in.

D.On June 3, 2025, the City Council held a duly noticed public hearing and accepted public testimony to remove the non-resident fees from the Master Fee Schedule.

Section 2. The City Council of the City of Lomita hereby amends the City of Lomita’s Fee Schedule to remove fees for non-residents for recreational programs and facility rentals with the schedule attached hereto as Exhibit A.

Section 3. This Resolution will become effective immediately upon its adoption.

Section 4. The City Clerk shall certify the passage and adoption of this resolution and enter it into the book of original resolutions.
