1 TO: City Council
FROM: Andrew Vialpando, City Manager
PREPARED BY: Montserrate Gastelum, Administrative Analyst MEETING DATE: July 1, 2025
SUBJECT: Approval of a Professional Services Agreement with Graffiti Protective Coatings (GPC) for Graffiti Removal Services

RECOMMENDATION
Authorize the City Manager to execute an Agreement with Graffiti Protective Coatings, Inc. (GPC) for Graffiti Removal Services in an annual amount of $24,000 for a three-year term with the option for two additional one-year extensions, for a total amount not to exceed $72,000.

BACKGROUND
The City of Lomita receives approximately 200 graffiti reports each year, signaling a persistent challenge with vandalism in public areas. The City responds to graffiti reports as they are received. Given the City’s limited resources, this approach has made it difficult to regularly monitor high-impact areas or respond to new cases in a timely manner. The visible presence of graffiti can undermine community pride and deter investment or public use of these spaces, making the need for a more effective strategy increasingly important.

DISCUSSION
In April 2025, the City of Lomita released a Request for Proposals (RFP) seeking a qualified contractor to provide Graffiti Removal Services. The intent of the RFP is to secure a vendor capable of delivering a comprehensive program that includes routine graffiti removal, emergency response, and proactive patrols of high traffic and historically impacted areas to help deter and minimize recurring graffiti incidents.

The RFP for Graffiti Removal Services was posted on the City’s website https://lomitacity.com/current-bids-rfps/ in April 2025 and the deadline for responses was in May 2025. In addition to posting on the City’s website the RFP was sent out to vendors

CITY OF LOMITA

CITY COUNCIL REPORT
Item No. 7h
2 for their review.

The City of Lomita received four proposals from the following companies:
• Urban Graffiti Enterprises, Inc
• Superior Property Services, Inc
• Graffiti Protective Coatings (GPC) Inc
• Graffiti Pros LLC
Graffiti Protective Coatings (GPC) submitted the most competitive proposal, offering a flat monthly fee of $2,000 for unlimited graffiti removal and three days per week of proactive patrols. The agreement would be for a three-year term, with the option for two additional one-year extensions.

GPC has extensive experience in graffiti abatement and currently serves a great number of clients including the neighboring Cities of Torrance, Carson, and Rancho Palos Verdes.

GPC is familiar with Lomita’s needs, having provided graffiti removal services to the City for several years.

Services will focus on City-owned properties, right-of-ways, and commercial business corridors aligning with the City Council’s goal to maintain clean and vandalism free public spaces. Service hours are Monday through Friday between 6:00 a.m. and 2:00 p.m. GPC will be available to City staff 24 hours a day, seven days a week with a local satellite office in Torrance. After-hour response times will be as follows:
• Emergencies – within 90 minutes
• Routine sightings – same day or within 24 hours
• Reports received by 2:00 p.m. will be addressed same day or the following business morning if received after 2:00 p.m.

In addition, GPC will provide a mobile reporting app for residents (available on iOS and Android), allowing the community to report graffiti directly and immediately.

FISCAL IMPACT
The proposed agreement is for an annual not-to-exceed amount of $24,000 for each of the next three years. The total cost of the agreement will be $72,000 for Fiscal Years 2025-2028. If approved, $24,000 will be appropriated from the Community and Economic Development Available Balance each year for the duration of the Agreement.
