1 TO: City Council
FROM: Andrew Vialpando, City Manager
PREPARED BY: Andres Gonzalez, Public Works Director
MEETING DATE: July 1, 2025
SUBJECT: Repurposing of the Street Sweeping Ad Hoc Subcommittee to the Street Improvement Ad Hoc Subcommittee

RECOMMENDATION
Authorize repurposing the Street Sweeping Ad Hoc Subcommittee to the Street Improvement Ad Hoc Subcommittee.

BACKGROUND
The Street Sweeping Ad Hoc Subcommittee was established in June 2020 to provide recommendations to the City Council on the Citywide street sweeping schedule and route changes. With the completion of its initial goals and a shift in City priorities, there is now a need to reallocate resources and focus towards the City’s Pavement Management Program.

The City updates its Pavement Management Program (PMP) every three years to meet requirements set by the Los Angeles County Metropolitan Transportation Authority and to maintain eligibility for Proposition C funding. For the 2024 update, the City retained Bucknam Infrastructure Group, Inc. (Buckman) to assess pavement conditions. Bucknam surveyed all City streets and alleys to determine the City’s Pavement Condition Index (PCI) score. The score, along with recent maintenance records, were analyzed by Buckman to forecast future pavement needs and to develop the City’s 2024 Pavement Management Program (PMP). The PMP report developed by Buckman serves as a strategic roadmap to help the City budget and plan projects more efficiently, ensuring a targeted and cost-effective approach to pavement maintenance and improvements.

Item No. 7g
2 DISCUSSION
The City’s Pavement Management Program serves as a strategic guide for planning pavement projects; however, modifications have been deemed necessary to better reflect community needs and shifting infrastructure priorities, as maintaining and improving the condition of City streets is essential to ensuring safe and efficient mobility for residents and visitors.

Staff recommends that the street Sweeping Ad Hoc Subcommittee be repurposed to the Street Improvement Ad Hoc Subcommittee, maintain Mayor Pro Tem Cindy Segawa and Councilmember Bill Uphoff as its members, and set an expiration date for the Subcommittee of June 30, 2026. The repurposed Subcommittee will assist staff in reviewing pavement condition data and community feedback to help identify and prioritize streets that may warrant accelerated scheduling in the City’s Pavement Management Program timeline.

FISCAL IMPACT
There are no financial implications resulting from this recommendation.
