SUBJECT: Consideration for Authorization to Advertise Requests for Construction Bids for the Narbonne South Water Main
Replacement and Street Reconstruction Project
RECOMMENDATION
Authorize the advertisement for requests for construction bids for the Narbonne South Water Main Replacement and Street Reconstruction Project.
BACKGROUND
The City of Lomita’s 2022-2027 CIP Master Plan includes replacing the water main pipeline and reconstructing the street along Narbonne Avenue, south of Pacific Coast Highway (PCH) to the border with the City of Rolling Hills Estates. This portion of the 6- inch and 8-inch cast iron water main, originally installed in 1928, was identified for replacement in the City’s 2015 Water Master Plan. Additionally, the 2020 Pavement Management Program (PMP) update identified this stretch of Narbonne Avenue for rehabilitation due to its low Pavement Condition Index (PCI) rating of 22.
On July 18, 2023, the City Council discussed restriping this segment of Narbonne to match the striping configuration north of PCH on Narbonne Avenue which features one driving lane in each direction, a center turn lane, and bicycle lanes in both directions.
DISCUSSION
The design of both the street reconstruction and water main replacement portions of the projects was developed by David Evans and Associates Inc. (DEA) as authorized by the City Council in December 2022. These two components of the project are being paired together as a best management practice, since the water main runs beneath the

2 pavement on Narbonne Avenue. This approach reduces costs and helps to extend the pavement’s service life.
The project involves replacing approximately 1,600 linear feet of existing 6-inch and 8- inch cast iron pipeline with a new 8-inch PVC water main to improve flow, pressure, and fire protection. The new pipeline will extend along Narbonne Avenue from PCH to the City’s southern border.
The project also includes rehabilitation of the pavement by grinding and removing the top
4.5 inches of asphalt and overlaying it with new asphalt. This work covers Narbonne Avenue between PCH and the City’s southern border. The pavement rehabilitation includes the whole width of Narbonne Avenue between PCH and the southern border of the City. It also includes a minimal patch of pavement extending into Rolling Hills Estates to match newer pavement and extend the pavement’s service life. The design also incorporates restriping to enhance public safety and to add bike lanes.
The Narbonne South Water Main Replacement and Street Reconstruction Project design was completed in April 2025. Staff recommends City Council authorize Staff to advertise for construction bids for the Narbonne South Water Main Replacement and Street Reconstruction Project.
FISCAL IMPACT
There is no immediate fiscal impact associated with advertising the request for construction bids. The estimated cost of this project is $2,904,000. Funding sources include Federal Community Grant, State Water Board Grant, City Water Fund, City Streets Fund, Gas Tax, and Measure M. Staff will return to the City Council with a report and recommendation to award the contract after a contractor is selected.
