1 TO: City Council
FROM: Andrew Vialpando, City Manager
PREPARED BY: Andres Gonzalez, Public Works Director
Joe Vida, Management Analyst
MEETING DATE: July 1, 2025
SUBJECT: Authorize Submittal of Grant Application to the Los Angeles County Safe Clean Water Program Regional Program

RECOMMENDATION
Authorize staff to submit a grant application to Los Angeles County’s Safe, Clean Water Program (SCWP) Regional Program.

BACKGROUND
The Safe, Clean Water Program (SCWP) was created in 2018, when Los Angeles County residents approved Measure W. The Program works directly, providing funding, expertise, and partnership to community groups, municipalities, and individuals looking to capture and clean stormwater. This results in helping to increase local water supply and safeguard water quality.

The Infrastructure Program, a subprogram of the (SCWP) Regional Program, focuses on funding large-scale, multi-benefit stormwater capture and management projects across Los Angeles County. These projects aim to improve water quality, increase local water supply, and provide additional environmental and community benefits, such as green space and flood management. The Infrastructure Program supports regional efforts to build sustainable infrastructure that addresses stormwater pollution, enhances ecosystem health, and increases water resilience in response to climate challenges.

DISCUSSION
The City of Lomita received partial funding from the SCWP for the design of the Downtown Lomita Multi-Benefit Stormwater Project. On December 20, 2022, the City Council authorized the City Manager to execute the Transfer Agreement for this funding, and the agreement was fully executed on May 18, 2023. On December 19, 2023, the City Council

CITY OF LOMITA

CITY COUNCIL REPORT
Item No. 7d
2 approved the award of a professional services agreement to Hazen and Sawyer to perform design services for the City’s Downtown Lomita Multi-Benefit Stormwater Project.

Staff has identified the Infrastructure Program as a potential source of full or partial funding for the Downtown Lomita Multi-Benefit Stormwater Project. To be eligible, projects must first be included either in an approved water management plan, watershed or stormwater compliance plan as described by a municipal separate storm sewer system permit, or in the integrated regional water management plan. The Downtown Lomita Multi-Benefit Stormwater Project is eligible for SCWP funding because it is included in an Enhanced Watershed Management Plan that was developed by the Dominguez Channel Watershed Management Group. Project costs are estimated at $12,000,000.

The City is requesting authorization to submit the application requesting $12 million for project costs. The City would contribute $120,000 in match funding. The City’s grant application will request funding to cover the remaining costs of this project.

To apply for construction funding through Safe, Clean Water, it is recommended that the design be at least 60% complete. Hazen and Sawyer is finalizing the 60% design, and it will be included in the City’s grant application. Additionally, Hazen and Sawyer is assisting the City with preparation of the grant, which is due on July 31, 2025.

Staff recommends authorizing the submittal of the grant application to Los Angeles County’s SCWP Regional Program.

FISCAL IMPACT
There is no immediate fiscal impact in applying for the grant. If selected, the City would contribute $120,000 in matching funds, contingent upon the City entering into a grant contract. Staff will present the grant contract and match requirements to the City Council for approval at a later date.
