FROM: Andrew Vialpando, City Manager
PREPARED BY: Lina Hernandez, Assistant City Manager
Susan Kamada, Deputy City Manager / Administrative Services Director
MEETING DATE: August 19, 2025
SUBJECT: Classification Specifications for Community Safety Supervisor and Assistant Public Works Director

RECOMMENDATION
Adopt Resolution No. 2025-30 to amend the Memorandum of Understanding – LCEA and the FY 25-26 Authorized Full-Time Positions to retitle and reclassify Parking Enforcement Supervisor to Community Safety Supervisor and set the salary schedule at 34; and approve the Community Safety Supervisor and Assistant Public Works Director class specifications.

BACKGROUND
A system of position classifications creates an understanding of the roles, responsibilities and relationships of each job classification within the City. Classification descriptions identify the essential duties, responsibilities, level of authority, knowledge, skills, education, experience, and certifications required to meet the minimum performance standards for each position at the City.

The City Council is responsible for adopting the position classifications and authorizing the number of City positions through Resolutions. As the City’s Personnel Manager, the City Manager, or designee, is responsible for ensuring that accurate class descriptions exist for all positions. From time to time, creations and changes to position classification specifications are needed as the City Manager determines necessary to accomplish City's mission, purpose and programs.

CITY OF LOMITA

CITY COUNCIL REPORT
Item No. 7g
2 DISCUSSION
Reclassifying Parking Enforcement Supervisor to Community Safety Supervisor On June 6, 2023, the City Council approved a full-time Parking Enforcement Supervisor position to improve operational effectiveness and support the City’s dedication to maintaining safe and orderly streets. Nearly two years later at its meeting on May 20, 2025, the City Council approved the creation of a new Community Safety division under the City Manager’s Department to oversee a variety of public safety initiatives, oversight of the City’s Master Law Enforcement Agreement with the Los Angeles County Sheriff’s Department, emergency preparedness, park patrol, homelessness programs, community nuisance issues, as well as community building programs, services, and events in collaboration with our public safety partners.

The Parking Enforcement Supervisor role was created to manage day-to-day parking enforcement operations that were previously handled by the Management Analyst. The position has organically evolved to participate in various community safety activities, collaborating regularly with Los Angeles County Sheriff Department, and plays a vital role in implementing City-wide safety monitoring.

Reclassifying the Parking Enforcement Supervisor position to Community Safety Supervisor aligns with the City’s top Strategic Initiative of maintaining a safe and secure City. The additional responsibilities included in the Community Safety Supervisor classification enables the City to address a wider range of quality-of-life concerns in coordination with law enforcement and regional public safety agencies for a coordinated response to community needs; build opportunities for more face-to-face interactions with residents, schools, and businesses on safety education and prevention; and provides a holistic approach to the City’s commitment to public safety services.

The Community Safety Supervisor will report directly to the Community Safety Manager created in May 2025 in the City Manager’s Department.

There is no change in staffing levels associated with this change in title and broader range of responsibilities, nor does it have any negative impact on current employees. There is no change in salary, as this change strictly updates the classification to more accurately reflect the work performed. Staff met and conferred with the Lomita City Employee Association (LCEA) American Federation of State, County, and Municipal Employees (AFSCME) on July 2, 2025, and August 7, 2025, who supported the change.

Creation of the Assistant Public Works Director Classification The Public Works Department is the City’s largest department with four divisions and over 30 employees, representing over 50% of the City Full-Time workforce. The divisions include Engineering who are responsible for the City’s Capital Improvement Projects, Street and Park Maintenance, Water Treatment and Distribution, and Facilities. The administration of the Department is currently conducted by the Public Works Director, a 3 Management Analyst, and a Water Quality and Environmental Specialist. The need for a high-level manager to assist in the direction of the Department is critical to ensure succession of the Department in the Director’s absence, and delegation of assignments and authority to ensure effective day-to-day operations.

It is recommended that the Assistant Public Works Director Classification be approved but not budgeted at this time. With this action, the City Council is only approving the roles and responsibilities described in the position classification for the new Assistant Public Works Director position. The position will not yet be added to the City’s Authorized FullTime Positions and the position will remain dormant until funds are appropriated to the Adopted Budget at a future City Council meeting.

FISCAL IMPACT
There is no fiscal impact with these changes.
