FROM: Andrew Vialpando, City Manager
PREPARED BY: Adrian Fernandez, Community and Economic Development Director
MEETING DATE: August 19, 2025
SUBJECT: Amendment No. 2 to Agreement No. 2021-28 with Michael Baker International

RECOMMENDATION
Approve the Second Amendment to Agreement No. 2021-28 with Michael Baker International for Fiscal Years 2024-2025 and 2025-2026 in an annual amount not to exceed $100,175.

BACKGROUND
On July 6, 2021, the City of Lomita entered into an agreement with Michael Baker International for the federal Housing and Urban Development (HUD) CDBG consulting services. The initial term of this agreement was due to expire on July 6, 2024. Prior to the expiration, the parties entered into the first contract amendment to extend the term until June 30, 2027 and modify the annual compensation for FY 2024-2025 not to exceed $63,873. The agreement outlined a compensation structure for the services provided by Michael Baker International.

Michael Baker International has been responsible for administering the Residential Rehabilitation, Lifeline Personal Response Service, and Job Creation & Business Incentive Loan Programs. Michael Baker International is requesting an increase of $2,911 to the FY 2024-2025 task budget for administering the Lifeline Personal Response Service Program due to unanticipated increased work with Los Angeles County Development Authority (LACDA), which included a subrecipient monitoring, a programmatic and financial monitoring, and coordination between the City and LACDA on their insurance requirements from the City in addition to our anticipated tasks such as monthly funding requests, responding to participants and quarterly performance reports.

The main change to FY 2025-2026 is the elimination of the Job Creation and Business Incentive Loan Program and the addition of a new task to Assist with Americans with

2 Disabilities Act (ADA) Retrofit Project for City Hall. The amendment would also increase the services they have provided on-call assistance and general administration of the Permanent Local Housing Allocation (PLHA) program. The proposed second amendment increases the compensation to reflect the expanded scope of services and the continued support required for the City's programs.

FISCAL IMPACT
Actual impacts of the agreement are dependent on funding amounts per year. The amendment increases the estimated amount for FY 2024-2025 from $63,873 to $66,781 and sets a compensation amount for FY 2025-2026 not to exceed $100,175. LACDA fully reimburses the City for these costs.
