c. 2024 ANNUAL GENERAL PLAN AND HOUSING ELEMENT PROGRESS REPORTS RECOMMENDED ACTION: Receive and file the City's 2024 Annual General Plan and Housing Element Progress Reports.
Director Fernandez presented the progress reports per the agenda material. These reports must be submitted annually to both the State Department of Housing and Community Development (HCD) and the Governor's Office of Planning and Research (OPR). The Annual Progress Report covers the calendar year 2024. The Housing Element was initially adopted in December 2021, and it was revised and certified in October 2022. Phase II of the Zoning Code Updates will address the remaining code updates to implement the outstanding programs including objective design standards and lot consolidation incentives.
Director Fernandez stated that Lomita is still short of meeting its housing goals per the Regional Housing Needs Assessment (RHNA). The General Plan Update was adopted in October 2024, and it includes updates to the Land Use, Mobility, Resource Management, Noise, and Economic Development elements. The General Plan Annual Progress Report for this year was updated to incorporate all the goals for each updated element and the City's efforts to implement each goal; Safety and Housing elements were previously updated.
City Manager Vialpando added that the State forced the requirements for meeting RHNA housing numbers and while the report may indicate underperformance, most California cities would be deemed underperforming because of the unreasonable standards placed on cities by HCD. The next RHNA Cycle will start in 2030.
Brief Council discussion took place relative to KAlA's units not counting toward the City's RHNA numbers.
As there was no further Council discussion, Mayor Waronek invited public comment.
George Kivett, Lomita resident, spoke in support of the City's Housing Element and most of the General Plan, adding that he is not in favor of mixed use on Pacific Coast Highway.
