1 TO: City Council
FROM: Andrew Vialpando, City Manager
PREPARED BY: Andres Gonzalez, Public Works Director
MEETING DATE: October 21, 2025
SUBJECT: Consideration of Authorization to Release a Notice Inviting Bids (NIB) for the Lomita Park Playground Replacement Project

RECOMMENDED ACTION
Authorize the release of a Notice Inviting Bids (NIB) for the Lomita Park Playground Replacement Project.

BACKGROUND
Lomita Park provides valuable spaces where community members can gather to play and stay active. Lomita Park has two playgrounds that serve as a vital attraction for children and families. In the 2023 resident survey, 78% of participants expressed support for modernizing public facilities such as the Lomita Park Playgrounds.

Most commercial playgrounds are typically replaced every 8 to 10 years. Installed in 2000, the Lomita Park playground structures are now 25 years old and have exceeded their expected service life.

DISCUSSION
This project consists of the complete removal and replacement of the playground equipment, existing play structures, and rubberized safety surfacing at Lomita Park. As part of the bid solicitation, the City is seeking comprehensive design proposals that include two distinct play areas for children ages 2 to 5 and 5 to 12. These areas should feature new, developmentally appropriate playground equipment, modern play structures, and durable, impact-absorbing rubberized surfacing. The intent is to incorporate inclusive design elements, improved accessibility, and engaging features that reflect contemporary recreational trends and community needs.
