MEETING DATE: November 4, 2025
SUBJECT: Resolution Authorizing the Submittal of Grant Applications and Related Authorizations for Grant Programs with The Department of Resources Recycling and Recovery (CalRecycle)
RECOMMENDED ACTION
Adopt Resolution No. 2025-37 authorizing the submittal of grant applications and related authorizations for grant programs with The Department of Resources Recycling and Recovery (CalRecycle).
BACKGROUND
The Department of Resources Recycling and Recovery (CalRecycle) administers the Beverage Container Recycling City/County Payment Program pursuant to Public Resources Code (PRC) Section 14581(a)(3)(A) of the California Beverage Container Recycling and Litter Reduction Act. The purpose of the program is to reach and maintain an 80% recycling rate for all California Refund Value (CRV) beverage containers. This includes aluminum, glass, plastic, and bi-metal materials. Through this program, cities and counties may receive funding to implement projects that expand recycling opportunities, reduce litter, and increase public awareness of beverage container recycling.
For fiscal year 2025-26, $10.5 million is available and each city is eligible to receive a minimum of $5,000 or an amount calculated by CalRecycle on per capita basis, whichever is greater. Funding under this program is non-competitive and is distributed annually to eligible cities and counties. The goal of the program is to support California jurisdictions to develop and improve recycling infrastructure and related programs.
Eligible projects/activities include but are not limited to:
• New or existing curbside recycling programs
CITY OF LOMITA
CITY COUNCIL REPORT
Item No. 7c

2 • Neighborhood drop-off recycling programs
• Public education promoting beverage container recycling • Litter prevention and clean-up where the waste stream includes beverage containers that will be recycled
• Purchase of water refill stations, including installation, replacement of current infrastructure, plumbing, maintenance, additional attachments or modifications, or related educational outreach activities/materials promoting water refill stations • Supporting AB 341 Mandatory Commercial Recycling (MCR) requirements o Infrastructure for businesses to recycle beverage containers o Support for new or existing beverage container recycling programs for multifamily residential dwellings o Public education and outreach that includes a beverage container recycling component
DISCUSSION
The City of Lomita previously participated in this program, last receiving funding in Fiscal Year 2014–2015. Recently, staff rediscovered the availability of this program and its recurring annual funding opportunity. In alignment with the City’s sustainability goals, staff plans to apply for the Beverage Container Recycling Program and continue seeking other grant opportunities from Cal Recycle.
The attached resolution authorizes the City to apply for and administer funds from the Beverage Container Recycling City/County Payment Program, as well as other CalRecycle grant opportunities. Establishing the authorization will streamline future applications and ensure the City can take advantage of annual non-competitive funding opportunities without delay. If approved the authorization is valid for five years.
The deadline to submit the grant is November 18, 2025. Payments are expected to be distributed in March or April 2026 and the deadline to expend the funds is January 5, 2028. Staff is currently researching the cost to install a water refill station at the City Hall lobby and at the Marc Fosnaugh gym at Lomita Park. Installing a water refill station will help reduce single-use plastic waste and encourage sustainable community practices.
The installation of these stations aligns with CalRecycle’s program objectives and supports the City’s broader commitment to environmental stewardship.
FISCAL IMPACT
The City of Lomita is eligible to receive a payment of $5,389 from the Beverage Container Recycling City/County Payment Program for the current fiscal year 2025-2026. The funds will be utilized for eligible program expenses such as the possible installation of a water refill station.

FROM: Andrew Vialpando, City Manager
PREPARED BY: Andrew Vialpando, City Manager
MEETING DATE: November 4, 2025
SUBJECT: Approval of the Fifth Amended and Restated Joint Powers Agreement for the South Bay Cities Council of Governments
RECOMMENDED ACTION
Authorize the Mayor to execute the Fifth Amended and Restated Joint Powers Agreement (JPA) of the South Bay Cities Council of Governments (SBCCOG), which allows the City of Los Angeles to designate a non-elected senior staff member as an alternate to the SBCCOG Governing Board representative.
BACKGROUND
The South Bay Cities Council of Governments (SBCCOG) is a joint powers authority composed of 16 cities and the County of Los Angeles that collaborate on regional and subregional issues, including transportation and land use, energy and sustainability, homelessness, and more. The SBCCOG was originally formed in 1995 through a JPA which has since been amended four times to reflect evolving membership and governance needs.
On August 21, 2025, Los Angeles City Councilmember Tim McOsker (Council District 15) submitted a request to amend the Joint Powers Agreement to allow the City of Los Angeles to designate a non-elected alternate representative. Under the existing JPA, only another elected official could serve as an alternate for city members of the SBCCOG. Council District 15 is the only Los Angeles City Council district within the SBCCOG’s jurisdiction. Council District 11 has historically served as the alternate representative, but has no jurisdictional ties to the South Bay subregion.
The SBCCOG Steering Committee reviewed this request and recommended approval, with the stipulation that the language mirror the provision for the Los Angeles County

2 Board of Supervisors’ alternates, allowing either the chief of staff or a senior staff person to serve in this role.
At its meeting on October 23, 2025, the SBCCOG Board of Directors voted to recommend member agencies adopt the Fifth Amended and Restated Joint Powers Agreement incorporating this amendment.
DISCUSSION
The proposed amendment updates Section 5(a)(2) of the JPA to read:
"The 15th Council District Representative of the City of Los Angeles shall designate their chief of staff or a senior staff person from their office as the City of Los Angeles’s Alternate Governing Board Representative."
This change ensures consistent representation of the City of Los Angeles within the SBCCOG Governing Board, even when the elected Councilmember is unavailable to attend meetings. The amendment also maintains parity with the alternate designation provision for the County of Los Angeles. A red-lined version of the JPA is included in this item.
Per the terms of the JPA, amendments require approval by two-thirds (2/3) of all SBCCOG member agencies before they become effective. Each member city’s governing body must therefore take formal action to approve the amended agreement.
FISCAL IMPACT
There are no financial implications resulting from this recommendation.
VISION, MISSION, VALUES, AND STRATEGIC OUTCOMES
The City’s Vision, Mission, and Values set the standard for the organization, establish priorities, uniformity and guidelines; and provide the framework for policy decision making. The Strategic Outcomes were implemented to provide a pathway to achieving the City’s Vision. This item aligns with Strategic Outcome No. 3: Community Engagement & Communications - Building trust through open, inclusive communication.

Executive Director

RE: City of Los Angeles, Council District 15: Alternate Member Request Dear Ms. Bacharach:
As the representative of the 15th Council District of the City of Los Angeles, I represent the communities of Watts, Harbor Gateway, Harbor City, San Pedro, and Wilmington. My district is the only one in the City of Los Angeles that falls within the jurisdiction of the South Bay Cities Council of Governments (SBCCOG). As the City’s sole voice within this body, it is imperative that a representative of my district is always present at proceedings to advocate for the residents I serve.
The 15th Council District encompasses five distinct neighborhoods and is home to over 260,000 residents. Due to its size and geographic scope, my ability to attend every meeting of the SBCCOG is sometimes limited. Under the current Joint Powers Authority rules, I would be required to have another member of the Los Angeles City Council attend in my place when I must be absent. Still, given that my colleagues’ districts are equally large and complex, this is difficult to accomplish.
The responsibilities and scope of my role, as well as the size of my district, are more akin to those of a Los Angeles County Supervisor than my Council counterparts in the other cities on the SBCCOG. To ensure my district has consistent representation on the SBCCOG Board of Directors, I respectfully request that Council District 15 of the City of Los Angeles be allowed to designate a non-elected alternate to attend and vote on matters on my behalf, similar to the system used by the County Supervisors.
I hope that you will consider my request to amend Joint Powers Authority Section 5(a)(2), which governs the South Bay Cities Council of Governments, to allow Council District 15 to appoint a non-elected alternate to the Board of Directors to represent me as the Councilmember when I am not available to attend. Should you have any questions or require further information, please contact Aksel Palacios, my Director of Port & Capital Projects, via email at [email protected].
Sincerely,
Tim McOsker

For the purpose of determining the restrictions to be imposed on the Council in its manner of exercising its powers pursuant to Government Code Section 6509, reference shall be made to, and the Council shall observe, the restrictions imposed upon the City of Lomita.
Section 5. Creation of Governing Board and General Assembly. a. Creation of Governing Board. A Governing Board for the Council ("Governing Board") is created to conduct the affairs of the Council. The Governing Board shall be constituted as follows:

FROM: Andrew Vialpando, City Manager
PREPARED BY: Andrew Vialpando, City Manager
MEETING DATE: November 4, 2025
SUBJECT: Authorization to Proceed with Public Works Paint Projects at the Lomita Railroad Museum and Lomita Park
RECOMMENDED ACTION
Approve Purchase Orders to Evans Painting, CertaPro Painting, and California Banner Co. for painting of the Railroad Museum buildings and train cars, and Taylor Tennis Courts resurfacing and painting of the current Tennis and Basketball Courts and new Pickleball Courts, in a cumulative amount not to exceed $131,340; and authorize the City Manager to execute the Purchase Orders.
BACKGROUND
The Lomita Railroad Museum features two building structures that house a variety of railroad artifacts and heirlooms of special interest to the City of Lomita. The Museum complex also includes train displays that consists of a black Southern Pacific train, yellow Union Pacific train, red Santa Fe train, and a white Union Oil tanker. The exterior of the Museum and trains are in poor condition and require restoration to ensure they last many more years.
Following two trial years of Pickle Ball programming at Lomita Park, the Parks and Recreation Commission voted in favor of permanently converting one tennis court to Pickle Ball at its meeting in April 2025. For efficiency and to capitalize on economy of scale for cost savings, staff will also repair and resurface the adjacent basketball and tennis courts as part of the Pickle Ball painting project.
DISCUSSION
Staff obtained quotes from several vendors to perform work on both projects. For the Railroad Museum project, stenciling (labels and markings) is also included in the

2 repainting of the buildings and trains. There are no apparent structural deficiencies to the buildings, so staff is not expecting any additional costs for structural repairs.
For the Pickle Ball paint project, four courts will be painted on the far east tennis court at Lomita Park, replacing the layout of the east tennis court permanently.
FISCAL IMPACT
The total amount for each project is shown in the table below and includes 10% contingency amounts for unexpected costs. The table below summarizes the recommended contractors, their estimates and project details:
Contractor(s)/Description(s) Appropriation Quoted
Estimate(s)
Evans Painting/Red, Yellow, Black and White Trains $ 46,970 $ 42,700 CertaPro Painting/Tom Rico Building $ 21,703 $ 19,730
California Banner Co./Train and Building Stenciling $ 18,667 $ 16,970 Taylor Tennis Courts/Resurface and Stripe Courts $ 44,000 $ 40,000 Total $ 131,340.00 $ 119,400.00
The Railroad Foundation has agreed to contribute $33,000 towards the painting project at the Railroad Museum, which translates to about 50% of the total project cost. Funds for these projects were appropriated in the current Adopted Budget.

SUBJECT: Agreement with Bob Murray and Associates to Provide Executive Recruitment Services
RECOMMENDED ACTION
Authorize the City Manager to enter into an agreement with Bob Murray and Associates for Executive Recruitment Services for Public Works Director.
BACKGROUND
From time to time, the City utilizes the services of an executive recruitment firm to recruit for high level executive positions in the organization. Executive recruitment firms offer resources that are beyond what the City can provide, such as access to a nationwide pool of qualified candidates, 24/7 access to candidates for questions, and executive-driven advocacy for the City’s interests.
The position of Public Works Director is currently vacant and should be filled as soon as possible.
DISCUSSION
Staff recommends that the City retain the services of a consulting firm with executive recruiting experience to attract, evaluate, and recommend top candidates for the Public Works Director position. After receiving and reviewing several proposals from various recruiting firms, staff is confident that Bob Murray and Associates have the necessary skills and expertise to successfully recruit a new Public Works Director. Bob Murray is a recruitment firm with over 34 years of experience in recruiting executive level talent.
Bob Murray and Associates has successfully filled various executive level positions for over 100 local government agencies and special districts throughout the state. Their work

Bob Murray and Associate’s recruiters possess the knowledge and experience to assist the City in identifying, targeting, and recruiting highly qualified candidates for the City of Lomita. Their team is composed of experienced executive recruiters and former public-sector executivesprofessionals who are passionate about public service and attuned to current trends in government leadership. With over 34 years of experience and a network of more than 40,000 professionals and organizations, they’ve built a strong reputation for delivering exceptional candidates and achieving repeat success with their clients.
Should the City Council approve the attached agreement, Bob Murray and Associates is ready to commence the process of searching for a Public Works Director immediately. It is anticipated the recruitment process will take approximately 13 to 16 weeks to complete.
If the City is unsuccessful in finding a replacement candidate, Bob Murray and Associates will work to find a new slate of candidates at no added cost, except reimbursable expenses as described in the pricing proposal. Additionally, should the incumbent leave the position or be terminated from employment within 12 months of hire due to performance issues, Bob Murray and Associates will commit to conducting an additional one-time executive search to identify a replacement and only charge reimbursable expenses as described in the pricing proposal would be incurred.
FISCAL IMPACT
Consultant costs to conduct an executive recruitment for the Public Works Director are not to exceed $27,000. This fee includes all professional services and expenses, including brochure development and design, advertising, printing and shipping, associated consultant travel if required, and background. Sufficient funding is appropriated in the Adopted Budget.

12. TERMINATION.
A. Except as otherwise provided, CITY may terminate this Agreement at any time with or without cause. A ten (10) day notice of termination shall be in writing.
B. CONSULTANT may terminate this Agreement. Notice will be in writing at least 30 days before the effective termination date.

D. Should the Agreement be terminated pursuant to this Section, CITY may procure on its own terms services similar to those terminated.
13. INDEMNIFICATION.
A. CONSULTANT shall indemnify, defend with counsel approved by CITY, and hold harmless CITY, its officers, officials, employees and volunteers from and against all liability, loss, damage, expense, cost (including without limitation reasonable attorneys fees, expert fees and all other costs and fees of litigation) of every nature arising out of or in connection with CONSULTANT's performance of work hereunder or its failure to comply with any of its obligations contained in this AGREEMENT, excepting such loss or damage which is caused by the sole active negligence or willful misconduct of CITY. Should CITY in its sole discretion find CONSULTANT’S legal counsel unacceptable, then CONSULTANT shall reimburse CITY its costs of defense, including without limitation reasonable attorneys fees, expert fees and all other costs and fees of litigation. CONSULTANT shall promptly pay any final judgment Tuesday, November 04, 2025 Reg CC MTG, Page *59
rendered against CITY (and its officers, officials, employees and volunteers) covered by this indemnity obligation. It is expressly understood and agreed that the foregoing provisions are intended to be as broad and inclusive as is permitted by the law of the State of California and will survive termination of this Agreement.
B. The requirements as to the types and limits of insurance coverage to be maintained by CONSULTANT as required by Section 17, and any approval of said insurance by CITY, are not intended to and will not in any manner limit or qualify the liabilities and obligations otherwise assumed by CONSULTANT pursuant to this Agreement, including, without limitation, to the provisions concerning indemnification.
14. ASSIGNABILITY. This Agreement is for CONSULTANT’s professional services.
CONSULTANT’s attempts to assign the benefits or burdens of this Agreement without CITY’s written approval are prohibited and will be null and void.
15. INDEPENDENT CONSULTANT. CITY and CONSULTANT agree that CONSULTANT will act as an independent CONSULTANT and will have control of all work and the manner in which is it performed. CONSULTANT will be free to contract for similar service to be performed for other employers while under contract with CITY. CONSULTANT is not an agent or employee of CITY and is not entitled to participate in any pension plan, insurance, bonus or similar benefits CITY provides for its employees. Any provision in this Agreement that may appear to give CITY the right to direct CONSULTANT as to the details of doing the work or to exercise a measure of control over the work means that CONSULTANT will follow the direction of the CITY as to end results of the work only.
16. AUDIT OF RECORDS.
A. CONSULTANT agrees that CITY, or designee, has the right to review, obtain, and copy all records pertaining to the performance of this Agreement.
CONSULTANT agrees to provide CITY, or designee, with any relevant information requested and will permit CITY, or designee, access to its premises, upon reasonable notice, during normal business hours for the purpose of i inspecting and copying such books, records, accounts, and other material that may be relevant to a matter under investigation for the purpose of determining compliance with this Agreement. CONSULTANT further agrees to maintain such records for a period of three (3) years following final payment under this Agreement.
B. CONSULTANT will keep all books, records, accounts and documents pertaining to this Agreement separate from other activities unrelated to this Agreement.
17. CORRECTIVE MEASURES. CONSULTANT will promptly implement any corrective measures required by CITY regarding the requirements and obligations of this Agreement. CONSULTANT will be given a reasonable amount of time as Tuesday, November 04, 2025 Reg CC MTG, Page *60
determined by CITY to implement said corrective measures. Failure of CONSULTANT to implement required corrective measures shall result in immediate termination of this Agreement.
14. INSURANCE REQUIREMENTS.
A. CONSULTANT, at CONSULTANT’s own cost and expense, shall procure and maintain, for the duration of the contract, the following insurance policies:
1. Workers Compensation Insurance as required by law. CONSULTANT shall require all subconsultants similarly to provide such compensation insurance for their respective employees. Any cancelled or non-renewed policy will be replaced with no coverage gap and a current Certificate of Insurance will be provided to the CITY prior to the expiration of the previous policy. The insurer shall agree to waive all rights of subrogation against CITY, its officers, agents, employees, and volunteers for losses arising from work performed by CONSULTANT for CITY.
2. General Liability Coverage. CONSULTANT shall maintain commercial general liability insurance in an amount of not less than one million dollars ($1,000,000) per occurrence for bodily injury, personal injury, and property damage. If a commercial general liability insurance form or other form with a general aggregate limit is used, either the general aggregate limit shall apply separately to the work to be performed under this Agreement or the general aggregate limit shall be at least twice the required occurrence limit.
3. Automobile Liability Coverage. CONSULTANT shall maintain automobile liability insurance covering bodily injury and property damage for all activities of CONSULTANT arising out of or in connection with the work to be performed under this Agreement, including coverage for owned, hired, and non-owned vehicles, in an amount of not less than one million dollars ($1,000,000) combined single limit for each occurrence.
4. Professional Liability Coverage. CONSULTANT shall maintain professional errors and omissions liability insurance for protection against claims alleging negligent acts, errors, or omissions which may arise from CONSULTANT’S operations under this Agreement, whether such operations be by CONSULTANT or by its employees, subconsultants, or subconsultants. The amount of this insurance shall not be less than one million dollars ($1,000,000) on a claims-made annual aggregate basis, or a combined single-limit-per-occurrence basis. When coverage is provided on a “claims made basis,” CONSULTANT will continue to renew the insurance for a period of three (3) years after this Agreement expires or is terminated.
Such insurance will have the same coverage and limits as the policy that was in effect during the term of this Agreement, and will cover CONSULTANT for all claims made by CITY arising out of any errors or omissions of CONSULTANT, or its officers, employees or agents during the Tuesday, November 04, 2025 Reg CC MTG, Page *61
time this Agreement was in effect.
B. Endorsements. Each general liability, automobile liability and professional liability insurance policy shall be issued by a financially responsible insurance company or companies admitted and authorized to do business in the State of California, or which is approved in writing by CITY, and shall be endorsed as follows. CONSULTANT also agrees to require all CONSULTANTs, and subconsultants to do likewise.
1. “The CITY, its elected or appointed officers, officials, employees, agents, and volunteers are to be covered as additional insureds with respect to general and automobile liability arising out of work performed by or on behalf of the CONSULTANT, including materials, parts, or equipment furnished in connection with such work or operations.”
2. This policy shall be considered primary insurance as respects CITY, its elected or appointed officers, officials, employees, agents, and volunteers.
Any insurance maintained by CITY, including any self-insured retention CITY may have, shall be considered excess insurance only and shall not contribute with this policy.
3. This insurance shall act for each insured and additional insured as though a separate policy had been written for each, except with respect to the limits of liability of the insuring company.
4. The insurer waives all rights of subrogation against CITY, its elected or appointed officers, officials, employees, or agents.
5. Any failure to comply with reporting provisions of the policies shall not affect coverage provided to CITY, its elected or appointed officers, officials, employees, agents, or volunteers.
6. The insurance provided by this policy shall not be suspended, voided, canceled, or reduced in coverage or in limits except after thirty (30) days’ written notice has been received by CITY.
C. CONSULTANT agrees to provide immediate notice to CITY of any claim or loss against CONSULTANT arising out of the work performed under this agreement.
CITY assumes no obligation or liability by such notice, but has the right (but not the duty) to monitor the handling of any such claim or claims if they are likely to involve CITY.
D. Any deductibles or self-insured retentions must be declared to and approved by CITY. At CITY’s option, CONSULTANT shall demonstrate financial capability for payment of such deductibles or self-insured retentions.
E. CONSULTANT shall provide certificates of insurance with original endorsements to CITY as evidence of the insurance coverage required herein.
Tuesday, November 04, 2025 Reg CC MTG, Page *62
Certificates of such insurance shall be filed with CITY on or before commencement of performance of this Agreement. Current certification of insurance shall be kept on file with CITY at all times during the term of this Agreement.
F. Failure on the part of CONSULTANT to procure or maintain required insurance shall constitute a material breach of contract under which CITY may terminate this Agreement pursuant to Section 11 above.
G. The commercial general and automobile liability policies required by this Agreement shall allow CITY, as additional insured, to satisfy the self-insured retention (“SIR”) and/or deductible of the policy in lieu of the CONSULTANT (as the named insured) should CONSULTANT fail to pay the SIR or deductible requirements. The amount of the SIR or deductible shall be subject to the approval of the City Attorney and the Finance Director. CONSULTANT understands and agrees that satisfaction of this requirement is an express condition precedent to the effectiveness of this Agreement. Failure by CONSULTANT as primary insured to pay its SIR or deductible constitutes a material breach of this Agreement. Should CITY pay the SIR or deductible on CONSULTANT’S behalf upon CONSULTANT’S failure or refusal to do so in order to secure defense and indemnification as an additional insured under the policy, CITY may include such amounts as damages in any action against CONSULTANT for breach of this Agreement in addition to any other damages incurred by CITY due to the breach.
19. USE OF OTHER CONSULTANTS. CONSULTANT must obtain CITY’s prior written approval to use any CONSULTANTs while performing any portion of this Agreement. Such approval must include approval of the proposed CONSULTANT and the terms of compensation.
20. FINAL PAYMENT ACCEPTANCE CONSTITUTES RELEASE. The acceptance by the CONSULTANT of the final payment made under this Agreement shall operate as and be a release of CITY from all claims and liabilities for compensation to the CONSULTANT for anything done, furnished or relating to the CONSULTANT’S work or services. Acceptance of payment shall be any negotiation of CITY’S check or the failure to make a written extra compensation claim within ten (10) calendar days of the receipt of that check. However, approval or payment by CITY shall not constitute, nor be deemed, a release of the responsibility and liability of CONSULTANT, its employees, sub-CONSULTANTs and agents for the accuracy and competency of the information provided and/or work performed; nor shall such approval or payment be deemed to be an assumption of such responsibility or liability by CITY for any defect or error in the work prepared by CONSULTANT, its employees, sub-CONSULTANTs and agents.
21. CORRECTIONS. In addition to the above indemnification obligations, the CONSULTANT shall correct, at its expense, all errors in the work which may be disclosed during CITY’S review of CONSULTANT’S report or plans. Should the Tuesday, November 04, 2025 Reg CC MTG, Page *63
CONSULTANT fail to make such correction in a reasonably timely manner, such correction shall be made by CITY, and the cost thereof shall be charged to CONSULTANT. In addition to all other available remedies, CITY may deduct the cost of such correction from any retention amount held by CITY or may withhold payment otherwise owed CONSULTANT under this Agreement up to the amount of the cost of correction.
22. NON-APPROPRIATION OF FUNDS. Payments to be made to CONSULTANT by CITY for services preformed within the current fiscal year are within the current fiscal budget and within an available, unexhausted fund. In the event that CITY does not appropriate sufficient funds for payment of CONSULTANT’S services beyond the current fiscal year, the Agreement shall cover payment for CONSULTANT’S only to the conclusion of the last fiscal year in which CITY appropriates sufficient funds and shall automatically terminate at the conclusion of such fiscal year.

Bob Murray & Associates Proposal for the City of Lomita Page 2
THE RECRUITMENT PROCESS
Bob Murray & Associates’ recruiters are specialists in finding positive placements and providing security and fairness to candidates and clients while ensuring the integrity of the search process. Outlined below are the steps in our proven recruitment process, refined through our 34+ years of experience in executive recruiting.
STEP 1 DEVELOP THE CANDIDATE PROFILE
Our understanding of the City of Lomita’s needs will be key to a successful search.
Yasmin Beers, Stacey Stevenson, or Mike Ishii will meet virtually with the City Manager to learn as much as possible about the ideal candidate for the Public Works Director position. We want to become familiar with the values and culture of the organization, as well as to understand the current and future issues, challenges, and opportunities in the City of Lomita.
Ms. Beers, Ms. Stevenson, or Mr. Ishii will review and help define the City’s wish-list regarding the ideal candidate’s personality, management style, knowledge, skills, and abilities and will work with the City to identify expectations regarding education and experience. The City Manager and Ms. Beers, Ms. Stevenson, or Mr. Ishii will discuss compensation, benefits, and other key information necessary to ensure that outstanding candidates are attracted to this opportunity. The profile we develop together at this stage will drive subsequent recruitment efforts.
STEP 2 DESIGN/DISTRIBUTE BROCHURE AND ADVERTISEMENTS
Ms. Beers, Ms. Stevenson, or Mr. Ishii and your dedicated Recruitment Coordinator will use the candidate profile developed with the City of Lomita to create a professional recruitment brochure, with the assistance of our professional graphic designer. The four-page, full-color brochure will describe the community, organization, position, ideal candidate, and compensation and will include pictures provided by the City of Lomita that you feel best represent your organization and your community.
Upon your approval, Ms. Beers, Ms. Stevenson, or Mr. Ishii will send the brochure by email (and postal mail if desired) to a targeted audience, personally inviting potential candidates to apply for the Public Works Director position. We will also place the recruitment brochure on our website, which attracts over 11,000 unique hits weekly and is a trusted resource for candidates seeking executive and professional positions. Two sample brochures are included in this proposal package for your reference.
Ms. Beers, Ms. Stevenson, or Mr. Ishii will also design an effective advertising campaign appropriate for the Public Works Director recruitment. Our broadest outreach comes through our active social media involvement on LinkedIn as well as our monthly newsletter where upcoming and current positions are featured. Sources such as Tuesday, November 04, 2025 Reg CC MTG, Page *72
Bob Murray & Associates Proposal for the City of Lomita Page 3 Western City Magazine, PublicCEO, and the Careers in Government website will be used to reach an extensive local government audience, while position-specific postings will be chosen to attract candidates who have built their careers in and are committed to the Public Works Director field.
Suggested Public Works Director-specific advertising sources for the City of Lomita’s search include:
American Public Works Association (National and California chapter) National League of Cities
League of Women in Government
California City News
Society of Women Engineers
Bob Murray & Associates does not typically place ads with job aggregators or general job posting sites such as CareerBuilder, Monster, or Indeed, as we have found that the broad reach of these sites does not necessarily lead to quality candidates for executive and professional positions.
Reaching Diverse Candidates
Bob Murray & Associates, a woman- and minority-owned business, is proud of its commitment to attracting and placing diverse candidates. Nearly 50% of our last 100 placements were women; Hispanic placements 25%; African American placements 13%; Asian placements 21%; and Native American placements at 1%. Not only do we place advertisements with websites designed to attract minority and female candidates, but our President, Valerie Phillips, is a member herself of many diversity-focused organizations including the Local Government Hispanic Network, the League of Women in Government, the Professional Women’s Network, Mexican Professionals, and Women Leading Government. She networks frequently with fellow members to gain insight into which potential candidates are leaders in their field.
Ms. Beers, Ms. Stevenson, or Mr. Ishii will seek to reach candidates in communities and organizations with demographic profiles and populations served like that of the City of Lomita, to maximize the potential for individuals from a wide variety of backgrounds, cultures, and life experiences to be considered for the Public Works Director position.
STEP 3 RECRUIT CANDIDATES
The strongest candidates are often those who are successful and content in their current positions and need to be sold on a new opportunity. Our extensive network of contacts, developed through over 2,100 successful placements, is a primary source for identifying and obtaining referrals for these candidates. Our in-house database of 40,000 current and former executive and professional candidates is a valuable resource that can only Tuesday, November 04, 2025 Reg CC MTG, Page *73
Bob Murray & Associates Proposal for the City of Lomita Page 4 be built over time—time that we have invested into perfecting our process for finding the right candidates for our clients. Our aggressive outreach efforts are focused on phone calls to personally invite potential applicants, answer questions, and allay any reservations, and these efforts are essential to the success of the Public Works Director recruitment.
STEP 4 SCREEN CANDIDATES
Following the closing date for the recruitment, Ms. Beers, Ms. Stevenson, or Mr. Ishii will screen all resumes we have received, using the criteria established in the candidate profile as a basis upon which to narrow the field of candidates. Internal candidates receive sensitive consideration, and Ms. Beers, Ms. Stevenson, or Mr. Ishii will discuss with the City Manager how the City of Lomita wishes to proceed with these candidates.
STEP 5 CONDUCT PRELIMINARY INTERVIEWS
Ms. Beers, Ms. Stevenson, or Mr. Ishii will personally interview the top 10 to 15 candidates from the resume screening, with the goal of determining which candidates have the greatest potential to succeed in your organization. To reduce travel-related expenses to our clients and increase efficiency in the search process, these interviews are typically conducted via Zoom, Teams, or other convenient videoconferencing applications.
STEP 6 SEARCH PUBLIC RECORDS
Under the direction of Ms. Beers, Ms. Stevenson, or Mr. Ishii, your dedicated Recruitment Coordinator will conduct a review of published print and online articles for each recommended candidate. Sources include Lexis-Nexis™, Google, social media, and our contacts in the field. This will alert Ms. Beers, Ms. Stevenson, or Mr. Ishii to any further detailed inquiries we may need to make before our recommendations are finalized.
STEP 7 MAKE RECOMMENDATIONS
Based on our findings during the preliminary interview process, Ms. Beers, Ms.
Stevenson, or Mr. Ishii will meet with the City Manager virtually to share the complete applicant list and recommend a limited number of candidates for your further consideration. Ms. Beers, Ms. Stevenson, or Mr. Ishii will make specific recommendations and will help facilitate discussions regarding the candidate pool, but the final determination of interviewees will be up to you.
We typically recommend 6-8 candidates that we feel best match your expectations and prepare a detailed report on each candidate. This virtual “Recommended Finalist” eBook is provided to each member of the decision-making body and includes:
Tuesday, November 04, 2025 Reg CC MTG, Page *74
Bob Murray & Associates Proposal for the City of Lomita Page 5 Candidate list with Recommended Finalists identified in Group 1 and Group 2 (primary and secondary recommendations), as well as Internal candidates Summary of experience and education for each Recommended Finalist candidate
Complete cover letter and resume for each Recommended Finalist candidate List of Other Applicants (those who did not meet minimum qualifications or were otherwise unsuitable, based on our screening process)
Bob Murray & Associates maintains all search records for a period of seven (7) years following each recruitment, and we are happy to forward cover letters and resumes for each applicant by postal mail or email as soon as the recruitment closes to new applications.
STEP 8 FACILITATE PANEL INTERVIEWS
Our years of experience will be invaluable as we help you develop an interview process that objectively assesses the qualifications of each candidate. We will work with the City of Lomita to craft and implement an interview approach that fits your needs. This may include panel and/or individual interviews by the City Manager; employee interview panels; writing and presentation samples; or other specialized process elements Ms.
Beers, Ms. Stevenson, or Mr. Ishii helps the City of Lomita to design.
Ms. Beers, Ms. Stevenson, or Mr. Ishii will be present on-site during the panel interviews to facilitate as necessary during the process and to guide discussion to consensus regarding final candidates. Bound interview books will be provided for each interview panel member containing:
Recruitment brochure with candidate profile
Interview schedule
Suggested interview questions
Experience summary, cover letter, resume, and rating form for each candidate
Ranking forms for use during the panel interview process We will work closely with your staff to coordinate and schedule interviews. Our goal is to ensure that each candidate has a positive experience, as the way the entire process is conducted will influence the final candidates’ perception of your organization.
STEP 9 CONDUCT BACKGROUND AND REFERENCE CHECKS
Ms. Beers, Ms. Stevenson, or Mr. Ishii and your Recruitment Coordinator will conduct detailed reference checks for up to two (2) final candidates. To gain an accurate and honest appraisal of the candidates’ strengths and weaknesses, we will talk candidly with people who have direct knowledge of their work and management style. In addition to Tuesday, November 04, 2025 Reg CC MTG, Page *75
Bob Murray & Associates Proposal for the City of Lomita Page 6 gaining a 360-degree view of candidates from the perspective of their supervisors, subordinates and peers for the past several years, we will make a point of speaking confidentially to individuals who may have further insight into a candidate’s abilities but who may not be on their preferred list of contacts.
Your Recruitment Coordinator will work with the final two (2) candidates and our professional backgrounding firm, HireRight, to conduct credit, civil litigation, and motor vehicle record checks and verify candidates’ degrees.
STEP 10 ASSIST IN NEGOTIATIONS
We recognize the critical importance of successful negotiations and can serve as your representative during this process. Ms. Beers, Ms. Stevenson, or Mr. Ishii knows what other organizations have done to put deals together with great candidates and what the current market is like for Public Works Director positions in organizations like the City of Lomita’s. Ms. Beers, Ms. Stevenson, or Mr. Ishii will be available to advise you regarding current approaches to difficult issues, such as housing and relocation. We will represent your interests and advise the chosen candidate and you regarding salary, benefits, and employment agreements, with the goal of putting together a deal that results in the appointment of your chosen candidate. With our proven experience and vested interest in a positive outcome, we can turn a very difficult aspect of the recruitment into one that is straightforward and agreeable for all parties involved.
COMPLETE ADMINISTRATIVE ASSISTANCE
We receive many unsolicited testimonials each year from clients and candidates alike noting our prompt, considerate, accurate, and professional service during the search process. Throughout the recruitment, in time intervals that suit the City of Lomita, we will provide you with updates on the status of the search and attend to all administrative details on your behalf.
Candidates receive immediate acknowledgement of their applications, as well as personal phone calls and/or emails (as appropriate) advising them of their status at each critical point in the recruitment. Candidates who receive preliminary or final interviews and are not chosen to move forward in the interview process will receive personal calls from Ms. Beers, Ms. Stevenson, or Mr. Ishii on behalf of the City of Lomita.
It is our internal company standard that all inquiries from clients and candidates receive a response within the same business day whenever possible, and certainly within 24 hours if the inquiry is received during the work week. Ms. Beers, Ms. Stevenson, or Mr.
Ishii will be available to the City of Lomita by office phone, cell phone, and email at any time to ensure a smooth and stress-free recruitment process.

The Lomita Railroad Museum was founded by Irene Lewis in the early 1960s and had its grand opening on June 23, 1967. Ms. Lewis, a widow who inherited her husband's miniature steam locomotive business, donated the Museum and the land to the City of Lomita to honor him, and the Museum became the first of its kind west of Denver, Colorado. The land donated to the City includes the entire property located at 2135 250th St., Lomita, CA 90717 and encompasses the area where the Museum structures exist, plus nearly 30,000 sq ft of open lawn field area.
Section 10 of Ms. Lewis’ Last Will and Testament (Attachment A) provides that the facility

2 be used for public park purposes and the Park shall be known as “Railroad Park.” The Will goes on to describe the last wishes of Ms. Lewis for the City’s use of the Park, stating:
“It is my hope that the City will maintain said real property as a part of and expansion of the Lomita Railroad Museum and for the benefit of the general public and the City of Lomita.”
Given the parameters set forth in the Last Will and Testament, the City has honored and continues to fulfill the conditions expressed by the late Ms. Lewis which, will drive how the City develops the Park in the future.
Future Development of the Irene Lewis Park (Railroad Park) At the direction of the City Council from 2024, the City is currently negotiating with the POLA on lease terms regarding the possibility of relocating the Red Car to the Irene Lewis Park. Staff is concurrently analyzing the feasibility of constructing a pad and barn structure to house the Red Car, which is described in more detail in the proceeding section below.
Regardless of the future direction of the Park, the City Council will need to decide, either now or later, on whether to proceed with the Red Car project.
Should the City Council opt to proceed with installing the Red Car at the Park, the City cannot move forward with any other Park enhancements or features due to limited financial resources. However, should the City Council opt to pivot away from bringing the Red Car to the Lomita Railroad Museum as a new attraction at the Irene Lewis Park, there are a couple of options that the City Council may consider pursuing. • Installation of a Playground Structure
o In 2016, the City Council reviewed quotes for the installation of a railroadthemed playground. Updated estimates are between $250,000 to $350,000.
Attachment B provides renderings for potential playground options. • Passive Park
o Passive parks are designed to focus on unstructured, low-impact recreational activities that emphasize nature and relaxation, such as walking, hiking, birdwatching, and picnicking. Unlike an "active" park with sports fields or courts, a passive park is typically less developed and requires minimal maintenance, prioritizing the preservation of natural settings over organized or strenuous activities. Depending on desired landscaping design and railroad-themed features such as educational signs and student gathering areas, estimates range from $500,000 to $2 million.

3 Update on the Waterfront Red Railcar
In 2023, the Port of Los Angeles informed the City of Lomita of its interest to loan one of its replica Waterfront Red Trolley Railcar (Red Car) built in 2003 to be displayed at the Lomita Railroad Museum for an indefinite period of time. On November 7, 2023, the City Council directed staff to engage with the Port of Los Angeles (Port) to negotiate the terms of a Lease Agreement to receive the Red Car. Staff has been in communication with the Port to discuss general terms for Lease Agreement since then.
At its meeting on January 21, 2025, the City Council appointed a two-member ad-hoc committee to review progress and provide input to the City Council on the project. The Red Car Ad Hoc Committee conducted a site visit of the replica Red Cars at the Port of Los Angeles to inspect the condition of the trolley cars on February 3, 2025, and staff subsequently met with the Parks and Recreation Commission to present site options and cost estimates associated with receiving the Red Car. Staff received feedback from the Commission and presented the information to the Ad Hoc Committee on April 1, 2025.
At its meeting on April 15, 2025, the City Council was presented with options to consider in determining the next steps, however no consensus was reached. The City Council discussed options again at its May 20, 2025 meeting and directed the City Manager to explore the feasibility of an alternative layout proposed by the Ad Hoc Committee for the display of the Red Car.
Ad Hoc Committee Alternative Option
At the request of the Ad Hoc Committee, staff explored the feasibility of placing the Red Car along the west wall of Irene Lewis Park (“Ad Hoc Committee Alternative Option”), constructing a storage barn around the trolley, and rolling the Red Car in and out of the barn when it was to be displayed. It has since been determined that the Alternative Option is not feasible because rolling the Red Car in and out of a structure for display purposes violates federal railroad regulations.
Ad Hoc Committee Alternative 2 Option
Staff presented the Ad Hoc Committee with a final layout option after considering all federal regulations and cost estimates. The “Alternative 2 Option” involves storing the Red Car inside a permanent barn structure along the west wall with rollup display window doors. Staff estimates that construction at the Railroad Museum will take about two months to complete.
The total cost estimate for the Alternative 2 Option is $267,600 inclusive of a 20% contingency and donations of building materials. A breakdown of the costs is included in Attachment C.

4 The POLA recently updated the City that delivery of the Red Car would not occur until at least Spring 2026.
Funding Assistance
At the request of the City Council, the Mayor sent a letter on behalf of the City to the POLA Director of Waterfront Real Estate to request a funding commitment from the POLA to pay for transportation and construction of the Red Car (Attachment D). The POLA responded that all of the shipping and transportation costs, including final placement of the Red Car (i.e. crane, traffic management, etc.), will be paid for by the POLA, however the City would be responsible for the cost of preparing the site (i.e. materials, equipment, construction, field improvements).
The POLA informed staff of a grant opportunity the City can apply for in the amount of $100,000 per year for up to two years ($200,000 total), however the award of grant funding is not guaranteed and would be issued in July of each year if awarded.
Staff also consulted with the Lomita Railroad Foundation Board Member Susie Dever on the Foundation’s interest in the project and its financial position. Staff believes that it is more practical for the Foundation to continue funding enhancements to the Museum facility through minor improvements to ensure its sustainability. Any contributions towards the Red Car project would be nominal and only weaken the Foundation’s financial position.
Proposed Early Termination Terms
At its May 20 meeting, the City Council instructed the City Manager to propose revised terms and conditions to the POLA regarding an early termination penalty should the POLA end the lease. Unfortunately, the Port rejected the City’s proposed early termination terms that would have required the POLA to repay the City for site constructions costs on a graduated fee schedule based on 5-year terms.
Community Input and Survey
In addition to, or in lieu of, preferred options selected by the City Council for the development of the Park, staff recommends engaging with residents and neighbors to obtain their input on what the future of the Park should consist of. Given the relatively small project area, staff will be able to administer the community input and survey process with internal resources. The process would consist of two town hall meeting workshops and a neighborhood survey, completed in 6 to 8 weeks. Given the minimal resources required, costs can be absorbed within the Adopted Budget.

5 FISCAL IMPACT
For the Red Car, the City’s currently adopted budget does not include funding for the project. Any funding commitment in the current FY 24-26 Adopted Biennial Budget by the City would require a budget amendment and appropriation from the City’s General Fund reserves. The use of General Fund reserves could potentially be offset by grant funding or donations. For instance, if the City was awarded $100,000 in POLA grant funds in the first year (July 2026), the City would need to appropriate $167,600 in General Fund Reserves now and replenish the General Fund reserves with future grant funds, if awarded.
For a railroad-themed playground structure, a budget appropriation of approximately $350,000 in the City’s apportionment of Los Angeles County Regional Parks and Open Space (Prop A) funding would be required. No General Funds would be necessary.
A community survey with town hall meetings to gather resident feedback would be done with City staff requiring minimal staff time and limited use of a survey consultant. This would result in nominal costs that can be absorbed in the Adopted Budget.
4: Quality of Life & Livability – Creating vibrant spaces and services for all ages.
OPTIONS
1. Conduct a Community Town Hall meeting to gather input about whether residents prefer the Red Car, a playground, or passive park to be constructed at the Irene Lewis Park.
2. Approve the Red Car project, forego other projects, and appropriate $267,000 from the General Fund Reserve to begin construction of the barn and pad.
3. Reject the Red Car project, proceed with a playground structure, and appropriate $350,000 from the City’s available Prop A funds.
4. Reject the Red Car project, proceed with conceptual design options for a passive park, and return to the City Council at a later date to discuss options and funding plans.
5. Provide alternative direction.

Dear Mr. Galvin,
ADMINISTRATION
CITY MANAGER
ANDREW VIALPANDO
Via email [email protected]
On behalf of the City of Lomita, thank you for the opportunity to partner with the Port of Los Angeles to preserve and display one of the three Pacific Electric Red Cars at the Lomita Railroad Museum. We are excited about the prospect of establishing a suitable site to safely and securely showcase the Red Car to the public.
City staff is currently reviewing the proposed Memorandum of Understanding (MOU) provided by the Port. As we consider the necessary preparations for the site to ensure the Red Car's long-term preservation, the City is exploring funding sources to help pay for the construction required. Improvements include construction of a small section of rail lines, a modular structure enclosure, signage, and accessibility upgrades to align with the quality of the exhibit and ensure a safe and engaging visitor experience.
As the City considers the financial feasibility of moving this project forward, we kindly request any financial assistance from the Port to offset costs associated with the preparation of the site.
A partnership would help ensure the Red Car is preserved in a meaningful and accessible way.
As a small City with a $15 Million operational General Fund, any financial support would serve as a boon to our community and bring this project closer to fruition.
We value our continued relationship with the Port of Los Angeles and lbok forward to exploring funding assistance. If you would like to schedule a meeting with me and City staff to discuss, please contact our City Manager ndrew Vialpando at (310) 325-7110.

SUBJECT: Discussion and Consideration of an Ordinance Establishing a Vacant Building and Abandoned Property Chapter and Fencing Abandoned Property Chapter
RECOMMENDED ACTION
Discuss and consider an ordinance establishing a vacant building and abandoned property chapter and fencing abandoned property chapter, and if supported, direct staff to introduce the ordinance for first reading at the next regular meeting of the City Council.
BACKGROUND
Due to a variety of economic conditions over the last decade, including a recession and COVID-19, Lomita has experienced an increase in vacant buildings or abandoned properties throughout the City. Vacant buildings and abandoned properties are often not well maintained, invite squatters, and lead to crime. Regarding economic development, vacant commercial buildings do not accrue tax revenue, discourage investors, and serve as a deterrent to customers and visitors. Addressing this issue aligns with the City’s efforts to preserve public safety and property values.
The following report provides the City Council with information regarding a program that may offer a potential solution to the blight created by vacant buildings and abandoned properties.
DISCUSSION
Staff proposes creating a proactive vacant building and abandoned property registry program to combat a multitude of nuisances. Establishing a vacant building and abandoned property registry is intended to protect neighborhoods from negative impacts associated with vacant buildings and lots. A registration list will make the City and the

2 Sheriff’s Department aware of the potential nuisances and serve to mitigate the negative impacts associated with vacant buildings and abandoned properties. An effective program will also create opportunities for community members and potential developers to activate buildings and lots for community-serving uses and potential development or redevelopment opportunities.
An ordinance requiring property owners to register their vacant properties with the City will ensure staff maintains updated contact information so that an open conduit of communication can exist. Moreover, the program would require that owners secure, monitor, and maintain their vacant buildings, while also ensuring owners proactively seek sale, lease or rent their properties.
The proposed program would enable the City to pursue abatement efforts in the case of negligent or non-responsive owners.
The registry can also be made public through the City’s website, allowing neighbors, community members, and potential developers to access information on where vacant building and abandoned property opportunity sites exist in Lomita. After the registry is implemented, staff recommends conducting an annual review of demolition permits to identify new abandoned lots, and staff will work with the community to verify any additional vacant buildings and abandoned lots not identified on the registration list.
FISCAL IMPACT
There are no financial implications resulting from this recommendation. Staff is analyzing the costs associated with implementing the registry program to propose fees sufficient to cover costs. These costs will be provided shortly after the City Council adopts the proposed ordinance. The cost recovery fees will be proposed as part of the City's Master Fee Schedule.
