Welcome to a meeting of the Lomita City Council. Council meetings are held on the first and third Tuesday of every month at 6:00 p.m. in the Council Chambers located at Lomita City Hall, 24300 Narbonne, Avenue, Lomita, California. Meetings are conducted in person and streamed online at https://lomitacity.com/agendas-minutes/. Please note that in person attendance at this public meeting may result in the recording and broadcast of your image.
Comments, input, and interests from the public provide the City Council with valuable information regarding issues of the community. To address the Council, please fill out a speaker card indicating your desire to speak on either a specific agenda item or during oral communications. Speaker cards are located at the entrance of the Council Chambers. Once completed, please give it to the City Clerk and your name will be called when it is your turn to speak. All public comments are limited to a maximum of three (3) minutes unless an extension is granted. No action may be taken on items not on the agenda except as provided by law.

In order to conduct a timely meeting, a three (3) minute time limit per person has been established. Government Code Section 54954.2 prohibits the Council from discussing or taking action on a specific item unless it appears on a posted agenda.

RECOMMENDED ACTION: Approve and file Warrants/Payroll Register d. Agreement with MJM Innovations for the Dial-a-Ride Program RECOMMENDED ACTION: Approve an Agreement with MJM Innovations to provide EZTransport System License for the City’s Dial-A-Ride Program for a one-year term.
e. Professional Services Agreement with Administrative Services Co-Op for the Dial-ARide Program (DAR) RECOMMENDED ACTION: Approve an Agreement with Administrative Services CoOp to provide Dial-A-Ride (DAR) program services for a three-year term with the option for two additional one-year extensions.
f. Second Reading and Adoption of an Ordinance to Add Lomita Municipal Code (LMC) Title III (Public Safety) Chapter 18 (Vacant Building and Abandoned Property) and Chapter 19 (Fencing Abandoned Property)
RECOMMENDED ACTION: Adopt Ordinance No. 877 and find the action to be categorically exempt from the California Environmental Quality Act (CEQA).

RECOMMENDED ACTION: Approve the First Amendment to Agreement No. 2022-61 with Stephen Doreck Equipment Rentals and First Amendment to Agreement No. 2022- 62 with Valverde Construction, Inc. for On-Call Water Pipeline Construction and Repair Services.
h. Accept Work and File Notice of Completion for the Appian Way Pump Station Roof Lomita City Council Meeting Agenda December 2, 2025
Replacement Project
RECOMMENDED ACTION: Accept the completed work by MIK Construction for the Appian Way Pump Station Roof Replacement Project; authorize the City Manager or his designee to sign the Notice of Completion (NOC); and authorize the City Clerk to file the NOC with the County Recorder’s Office.
8. SCHEDULED ITEMS
a. CONSTRUCTION SERVICES AGREEMENT WITH MICON CONSTRUCTION, INC.
FOR LOMITA PARK PLAYGROUND EQUIPMENT AND RUBBERIZED SURFACE
REMOVAL AND REPLACEMENT PROJECT

RECOMMENDED ACTION: Award a Construction Services Agreement to Micon Construction, Inc., for the Lomita Park Playground Equipment and Rubberized Surface Removal and Replacement Project in the amount of $502,463, with an additional 15% contingency of $75,370 for a total construction budget not to exceed $577,833; appropriate $12,833 from the Park Equipment Replacement Fund and authorize the City Manager to execute the agreement.
b. INFORMATION ON A COYOTE MANAGEMENT PLAN (NO STAFF REPORT) Presented by Juan Ibarra, Senior Management Analyst
RECOMMENDED ACTION: Information only.
9. PUBLIC HEARINGS
a. CONTINUE TO A DATE UNCERTAIN OF FINAL VESTING PARCEL MAP NO. 83039 AND SITE PLAN REVIEW NO. 1222 FOR THE CREATION OF TWO LOTS FROM
ONE EXISTING LEGAL LOT AND CONSTRUCTION OF A SINGLE-FAMILY
RESIDENCE AND ACCESSORY DWELLING UNIT ON EACH NEWLY CREATED LOT LOCATED AT 25307 OAK STREET IN THE RESIDENTIAL SINGLE-FAMILY (R1) ZONE.

RECOMMENDED ACTION: That the City Council continue the subject item to a date uncertain because the applicant is working on revisions to the project. The item is to be opened for a public hearing.
