Lomita
Parking Study
1 – Executive Summary
The City of Lomita has experienced evolving land use patterns and increased demand for onstreet parking over the years. As a city originally developed during a time when personal vehicle travel and commuter traffic were limited, many of its streets were not designed to accommodate today’s parking needs. In response, the City has requested Minagar & Associates, Inc. to conduct a comprehensive on-street parking study focused on evaluating the current parking supply and exploring feasible strategies to maximize utilization within key corridors.

The study analyzed existing conditions, roadway geometry, land use context, and safety considerations across four primary corridors: Lomita Boulevard, Eshelman Avenue, Oak Street, and Narbonne Avenue. Field data collection, site measurements, and AutoCAD-based layout evaluations were conducted to determine opportunities for enhancing on-street parking capacity.

In addition, roadway standards, City codes, California MUTCD guidance, and recent state legislation were considered to ensure that recommendations align with regulatory requirements and best practices.

Key Corridor Findings Summary:
■ Lomita Boulevard (downtown area, between Cypress St & Oak Street):

This corridor is located in a high-activity commercial and downtown district with a posted speed limit of 35 MPH (the posted speed limit increased to 40 MPH), east of Oak Street.

Due to its wide roadway width with raised median is approximately 84 feet, a two-way leftturn lane that is approximately 78 feet, and lack of a raised median in some segments (i.e., between Cypress Street & Lucille Avenue and between Woodward Avenue & Oak Street), there are opportunities to convert both sides of the Lomita corridor from the existing parallel parking to head-in 45-degree angled parking between Narbonne Avenue and Woodward Avenue. This modification can be implemented efficiently through restriping and sharrow markings while still maintaining travel lane widths, left-turn operations, and safe driveway sight distances. This proposed parking configuration would provide an additional 8 parking spaces, however, one traffic lane in each direction would be removed. For details, see Appendix B. ■ Eshelman Avenue (between Lomita Boulevard to end of Eshelman Avenue):

Located in a residential area with apartments and adjacent to multiple schools, Eshelman Avenue faces high demand for on-street parking. However, the existing roadway width varies between 30 feet at south of 263rd Street to 62 feet north of Lomita Boulevard. The pavement width in the wider areas is already allocated to travel lanes, a center left-turn lane, bike lanes, and parallel parking. Conversion to angle parking is not feasible without compromising safety or multimodal facilities. Due to its location within school zones, visibility and safety are high priorities, limiting the options for expanding parking supply.

Lomita
Parking Study
■ Oak Street (between Lomita Boulevard to PCH):

A local residential street with a posted speed limit of 25 MPH, Oak Street has a pavement width of approximately 30 feet, currently allowing on-street parking on only one side. Given the City’s standard for local streets (60-foot Right-of-Way with 36-foot pavement width), this corridor is a strong candidate for the future street widening where feasible.

Doing so would allow two-sided parking and directly benefit the surrounding residential community by increasing curbside parking availability. However, local opinions must be considered as residents may not be in favor of implementing additional public parking spaces close to their homes.
■ Narbonne Avenue (between Lomita Boulevard to end of Narbonne Avenue):

A mixed-use corridor serving both commercial and residential functions, Narbonne Avenue shares a similar geometric configuration with Eshelman Avenue. The existing roadway width varies between 62 feet at north of 247th Street to 64 feet north of the city boundary with the City of Rolling Hills. With a posted speed limit of 35 MPH (and 25 MPH within school zones), the corridor must balance business access, school circulation, and residential needs. Since the existing bike lanes along this corridor between Lomita Boulevard and Pacific Coast Highway are designated as temporary, head-in 45-degree angled parking can be implemented on the Southbound side of Narbonne Avenue south of 248th Street and north of 250th Street. This modification would involve removing the temporary bike lane on the Southbound side of the corridor and removing a portion of the two-way left turn lane to maintain travel lane widths, leftturn operations, and safe driveway sight distances. This proposed parking configuration would provide an additional 4 parking spaces on the Southbound side.

For details, see Appendix C. Additionally, angled parking can also be implemented on the Northbound side of Narbonne Avenue between Lomita Boulevard and 247th Street. This configuration would also involve the removal of the two-way left turn and the Northbound bike lane. For details, see Appendix D. ■ Additional Task: Evaluation of Diagonal/Angle Parking in Front of Lomita Park Gym and Field on Eshelman Avenue:

As part of this study, the City requested a more detailed evaluation of the feasibility of installing diagonal parking spaces along the west side of Eshelman Avenue, across from Lomita Park's gym building and recreational field. These locations generate notable parking demand due to frequent park visitors, youth sports activities, and community events. The proposed angled parking reconfigurations for this segment involve the removal of the two-way left turn lane and the Northbound bike lane. For details, see Appendices E and F. The City has stated that the removal of the exclusive left turn lane along this segment of Eshelman Avenue is permitted and that the lane can be reconfigured to a shared through and left turn lane. Policies are also being put in place to lower the speed limit of Eshelman Avenue to reduce traffic flow and increase nearby resident safety.

As a result of these adjustments, more space on the Northbound side of Eshelman Avenue would be available to place angled parking. Contingent on the speed limit of Eshelman Avenue being reduced and the transformation for the exclusive left turn lane into a

shared through and left turn lane being feasible, this segment has the potential to be a viable option to implement angled parking. The available parking for Lomita Park Gym will increase by 5 spaces while the parking in front of Lomita Park field will increase by 11 spaces.

Lomita
Parking Study
2 – Background/Discussion
The City of Lomita is a well-established community located in southern Los Angeles County. Like many older cities in the region, Lomita was originally developed during a time when the demand for parking was relatively low, and urban planning did not prioritize vehicle traffic or long-term parking needs. As the city grew over the decades and more people began commuting by car, the availability of on-street parking has become a growing concern, especially in residential neighborhoods, commercial corridors, and areas near schools and local businesses.

The City is facing new challenges in managing its limited on-street parking resources. Streets that were once wide enough for light local traffic now must serve a broader range of users, including residents, visitors, service vehicles, and delivery operations. In some areas, parking is allowed only on one side of the street due to narrow roadway widths, which limits the number of spaces available to nearby households. In commercial areas, demand for short-term parking continues to rise, placing added pressure on curb space that was not originally designed for high turnover or dense development.

In response to these challenges, the City of Lomita has requested Minagar & Associates, Inc. to conduct a Citywide Parking Study on four (4) selected corridors. The purpose of this study is to evaluate existing conditions along key streets within the city and to identify practical and costeffective ways to increase the availability and efficiency of parking. This includes exploring strategies such as converting parallel parking to angle parking, reviewing one-sided parking restrictions, evaluating potential road widening opportunities, and updating local parking-related policies and codes.

The study includes both field observations, technical analysis and aims to provide the City with a clear understanding of its current parking supply, as well as recommendations that are realistic, consistent with California street design standards, and suitable for the local context. This report summarizes our findings and provides next steps for improving parking access and circulation in the community.

Lomita
Parking Study
3 – Study Objectives
The primary objective of this study is to assist the City of Lomita in developing informed, practical strategies for improving on-street parking conditions in key areas of the city. Parking demand has continued to grow, especially in residential neighborhoods and commercial corridors, while the supply of curbside spaces has remained relatively static due to the built-out nature of the urban environment. In response, the City is seeking a data-driven approach to maximize the utility of existing rights-of-way while identifying opportunities for cost-effective modifications.

Minagar & Associates, Inc. was commissioned to conduct a comprehensive assessment of onstreet parking conditions along selected city streets and identify feasible solutions to increase parking capacity. The study’s objectives reflect the City’s commitment to improving quality of life, supporting local businesses, and maintaining safe and efficient roadway operations.

According to the City’s direction, the key components of this study include:
■ Evaluation of Angle Parking Feasibility on Arterials:

Determine where wider arterial streets may support reconfiguration from parallel to angle parking. This evaluation considers roadway geometry, right-of-way availability, traffic volumes, safety concerns, and compliance with California standards. ■ Exploration of Parking Expansion in Residential Areas:

Analyze whether streets currently limited to one-sided parking due to narrow pavement width could be modified, either through widening or re-striping to allow for parking on both sides.
■ Roadway Widening and Dedication Recommendations:

Identify corridors where roadway widening, minor right-of-way dedication, or geometric adjustments could be made to facilitate additional on-street parking. ■ Review of Relevant Parking Policies and Codes:

Conduct a high-level review of the City’s existing parking-related codes and municipal policies to identify inconsistencies or gaps that may limit effective curbside parking management. Recommendations are included to align policies with current best practices and state guidelines.
■ Review of Existing & Proposed Bicycle Master Plan:

Conduct a high-level review of the City’s existing & temporary Bicycle, Pedestrian and Transit Facilities within the scope of selected corridors for any potential conversion of the temporary bike lanes to high demand parking stalls.

Lomita
Parking Study
4 – Focus Areas
To ensure that the study provides meaningful and actionable results, the City of Lomita identified four key corridors for detailed evaluation. These corridors were selected due to their observed parking challenges, diverse roadway configurations, and potential for improvement through design modifications or policy adjustments. These streets reflect a range of urban contexts, from downtown commercial zones to residential collectors, allowing for a comprehensive assessment of different parking scenarios within the City.

The four corridors included in this study are (shown in Figure 1 below):
■ Lomita Boulevard (Downtown Corridor between Cypress Street & Oak Street) ■ Eshelman Avenue (South of Lomita Boulevard to the end of Eshelman Avenue) ■ Oak Street (Between Lomita Boulevard and Pacific Coast Highway) ■ Narbonne Avenue (South of Lomita Boulevard to Palos Verdes Drive)

1. Lomita Boulevard (Downtown Corridor between Cypress Street & Oak Street):

Lomita Boulevard is a major east-west arterial and serves as the City’s primary commercial corridor. The corridor includes a variety of retail businesses, restaurants, and civic buildings, creating a steady demand for parking throughout the day. Currently, the corridor provides onstreet parallel parking. Due to the relatively wide cross-sections in some sections and the importance of supporting business access, the corridor was selected to evaluate the feasibility of converting parallel parking to corner parking to increase the overall parking supply.

2. Eshelman Avenue (South of Lomita Boulevard to the end of Eshelman Avenue):

Eshelman Avenue is a north-south corridor that transitions from residential frontages to commercial and civic uses near Lomita Boulevard. This corridor plays a significant role in local circulation and currently includes segments with on-street parking. Due to its functional classification and diverse cross-section, this corridor was examined to determine whether targeted parking improvements such as time-limited zones, re-striping, or curb adjustments could improve curbside parking amenities without affecting traffic flow or safety.

3. Oak Street (Between Lomita Boulevard and Pacific Coast Highway):

Oak Street is a residential road that provides local access between two major roads. Currently, due to narrow pavement width, the road only allows one-sided parking, limiting the parking supply for the adjacent residential community. This study was commissioned to evaluate whether road widening or geometric modifications could be implemented to allow for parking on both sides while maintaining safe two-way traffic operations.

4. Narbonne Avenue (South of Lomita Boulevard to Palos Verdes Drive):

Narbonne Avenue is another major north-south arterial serving residential, commercial, and institutional areas. Similar to Eshelman Avenue, it has moderate traffic volumes and includes both marked and unmarked parking spaces. Narbonne Avenue was evaluated to identify any opportunities to improve parking conditions through reconfiguration, improved signage, or selective modifications, while also considering visibility, traffic flow, and pedestrian safety.

5 – Methodology
To provide accurate and appropriate recommendations, Minagar & Associates, Inc. followed a multi-step approach that combines site investigation, engineering analysis, and standards-based evaluation. This approach is designed to document existing conditions in detail and evaluate the physical and regulatory feasibility of various parking improvement strategies.

Field Observations and Data Collection:

Initial site visits were conducted along each of the four study corridors to document curbside parking conditions. Observations included:
 Number and type of marked or unmarked parking spaces
 Street width measurements (curb-to-curb)
 Presence of signages, curb markings, and restrictions to parking  Location and frequency of intersections, hydrants, and ADA ramps Measurements were taken using a combination of field tools and satellite aerial imagery from Google Maps to confirm dimensions and identify constraints.

AutoCAD Base Mapping:

Using field measurements, AutoCAD base drawings were developed for each corridor. These maps describe the existing parking configurations such as parking signages, parking space dimensions, possible parking spaces, etc. The base drawings serve as visual tools to understand current space constraints and test alternative parking layouts. A sample of an AutoCAD drawing is shown in Figure 2 below and attached in Appendix A.

Engineering Feasibility Review:

Each proposed modification, such as converting parallel parking to angle parking or widening the roadway which is evaluated based on California Manual on Uniform Traffic Control Devices (CAMUTCD), American Association of State Highway and Transportation Officials (AASHTO), and Caltrans design standards. Consideration included:
 Minimum stall dimensions for parallel and angle parking  Roadway pavement width and clearance for emergency access  Sight distance and safety near intersections and driveways Conceptual Design Development:

Where feasible, conceptual roadway reconfiguration plans were prepared to illustrate how the roadway could be modified. These designs reflect realistic implementation scenarios and allow the City to visualize the impacts and benefits of proposed improvements.

6 – Findings and Analysis
This following section summarizes the field findings and engineering assessments conducted along the four focus corridors identified by the City of Lomita: 1. Lomita Boulevard, 2. Eshelman Avenue, 3. Oak Street, and 4. Narbonne Avenue. Each corridor was evaluated for potential to accommodate parking improvements through reconfiguration or roadway widening.

Recommendations reflect a balance between maximizing available parking supply, maintaining safe and efficient traffic operations, and adhering to California design standards and recent legislative changes.

Corridor No. 1: Lomita Boulevard (Downtown Area):

Lomita Boulevard is a major east-west arterial that forms the commercial spine of the city’s downtown area. It includes a wide range of land uses, from commercial and restaurants to civic and institutions. With limited off-street parking available, on-street parking plays a critical role in supporting business and community access. The City expressed
interest in exploring if there is any potential improvement can be implemented to increase parking availability and better serve Downtown activities.

The speed limit on Lomita Boulevard is 35 miles per hour (MPH) between the city limits of Torrance and Woodward Avenue. East of Woodward Avenue, the speed limit goes up to posted 40 MPH. When looking at on-street parking treatments, these speed changes need to be taken into account. Faster speeds make it harder for drivers to react and make it more important to have a longer clear sight distance, especially at driveways and intersections. This is a problem for Lomita Boulevard, where there are many busy commercial driveways along the corridor with a lot of traffic coming in and going out.

Field measurement and AutoCAD mapping show that the segment of Lomita Boulevard between Woodward Avenue and Oak Street possess sufficient right-of-way and pavement width to accommodate 45-degree angle parking on both side of the street while maintaining one travel lane in each direction with no major changes to current configuration.

The roadway geometry varies slightly between blocks but is generally wide enough to accommodate multiple configurations. The corridor can be divided into two key segments for analysis:
■ Segment 1: Lomita Boulevard between Woodward Avenue and Oak Street  Approximate curb-to-curb width: 76 feet
 Configuration includes:
o South side: 8-foot parallel parking lane
o Two 12-foot travel lanes (westbound)
o 12-foot two-way left turn lane (TWLTL)
o Two 12-foot travel lanes (eastbound)
o North side: 8-foot parallel parking lane

Lomita
Parking Study
■ Segment 2: Lomita Boulevard between Cypress Street and Woodward Avenue  Approximate curb-to-curb width: 85 feet
 Configuration includes:
o South side: 23-foot lane functioning as a combined through travel lane and parallel parking space
o One 12-foot travel lanes (westbound)
o 15-foot raised median (width varies along segment to accommodate left-turn pockets)
o One 12-foot travel lanes (eastbound)
o North side: 23-foot lane functioning as a combined through travel lane and parallel parking space
This segment features a continuous raised median, providing separation between the eastbound and westbound travel lanes while still supporting left-turn access at designated openings. Current Lane configuration is uniform and already
accommodates one travel lane in each direction
with sufficient width for shared bicycle-vehicle use
make this segment a strong candidate for restriping to increase parking efficiency.

Given the geometric conditions and operational
characteristics, there is a targeted potential for
partial conversion to angle parking along
Segment 2 (Cypress Street to Oak Street).

Specifically Narbonne Avenue to Woodward
Avenue (see Appendix B):
 The existing configuration includes two 12-
foot travel lane in each direction, a continued raised median of varying width, and parallel parking space on both sides of the street. The raised median width changes along the whole corridor but continuous to provide separation between southbound and westbound travel lanes and left-turn access.
 With the current Right-Of-Way, this conversion would not require street widening and could be implemented through cost-effective striping and signage modifications  Parking supply can be enhanced by adding marked angled parking stalls in suitable curbside locations in according to different policies.
 The 45-degree angle configuration allows for more vehicles per linear foot of curb space than parallel parking, increasing the number of parking spaces.  Careful coordination will be needed to preserve adequate driveway sight distance and ensure compliance with California sight triangle standards, AB 413 daylighting regulations, and SB 1216.
 Parking stall dimensions, backing maneuvers, and turn radius should comply with California MUTCD and City design standards, considering the 35 MPH speed limit and associated sight distance needs.

The segment of Lomita Boulevard between Woodward Avenue and Narbonne Ave demonstrates a feasible potential for enhanced parking supply through 45-degree angle parking on one side of the street. This improvement would increase efficiency while minimizing

Lomita
Parking Study
capital expenditure, as it requires no physical widening. Implementation must consider driveway sight distances and pedestrian visibility in accordance with current California laws and best practices. Other segments of Lomita Boulevard should retain existing configurations due to operational constraints, safety concerns, and current California laws.

Corridor No. 2: Eshelman Avenue (South of Lomita Boulevard):

Eshelman Avenue is a key north-south
arterial within the City of Lomita that
provides residential access and supports
moderate traffic volumes. The corridor is
located in a mixed residential area that
includes both single-family homes and multifamily apartment complexes, leading to elevated parking demands along much of
the corridor. In addition to being a
neighborhood access route, Eshelman
Avenue is located within the vicinity of
several school campuses, including both
public and private institutions. As such, it functions as a school zone corridor, which elevates the need for parking management, pedestrian safety, and traffic calming. As part of this study, Eshelman Avenue was analyzed to determine whether geometric or policy adjustments could be made to accommodate additional parking.

The posted speed limit along Eshelman Avenue is 30 miles per hour and 25 miles per hour speed limit in designated school zones during peak hours, as permitted under California Assembly Bill (AB) 43. The roadway has a curb-to-curb width of approximately 60 feet and is currently striped to support a multimodal design that includes:
 8-foot-wide parallel parking lanes on both sides of the street  5-foot-wide Class II bicycle lanes in both directions  11-foot-wide travel lanes in each direction
 A 12-foot-wide center two-way left-turn lane (TWLTL)
This configuration provides mobility for vehicles, bicycles, and supports street parking, while also accommodating turning movements that reduce traffic congestion and rear-end conflicts.

Based on the field review and geometric analysis, the following key constraints were identified:
 There is no feasible width for angle parking. While the corridor includes parking on both sides, converting to angled parking would require significant additional curb depth typically 17-19 feet per side. The current 60-foot width is already fully allocated  Eliminating or narrowing bike lanes to accommodate angle parking would reduce safety for school children who may use bicycles as part of their commute  Any proposed changes must preserve or enhance visibility near school crosswalks and driveways. Angle parking, which often obstructs drivers’ rearward vision, is generally discouraged in active school zones

Lomita
Parking Study
Eshelman Avenue demonstrates a complex context for parking planning due to its overlapping functions as a residential arterial, a school zone corridor, and a multimodal street.

The existing cross-section accommodates multiple needs effectively, and any changes must uphold safety for students, residents, and all roadway users.

Corridor No. 3: Oak Street (Between Lomita Boulevard and Pacific Coast Highway):

Oak Street is a local residential corridor
that serves as a neighborhood connector
between Lomita Boulevard and Pacific
Coast Highway (PCH). The corridor is
characterized by single-family homes and
residential driveways. As a low-volume
street, Oak Street primarily
accommodates residential traffic, local
circulation, and curbside parking needs.

The City has identified this corridor as an
area where parking demand often
exceeds the limited curbside supply,
especially during evenings and weekends
when residents and visitors seek available
on-street spaces.

Oak Street has a posted speed limit of 25 miles per hour (MPH), consistent with its residential land use and neighborhood street classification. The existing curb-to-curb pavement width is approximately 30 feet, which constrains the available roadway area for parking and travel lanes.

Due to this limited width, the City currently allows onstreet parking on only one side of the street. This configuration preserves adequate clearance for twoway vehicle travel but significantly limits the parking supply along the corridor.

The narrow width falls short of the City of Lomita’s
standard for local residential streets, which is a 60-
foot right-of-way with a 36-foot curb-to-curb
pavement width. This typical cross-section is
intended to accommodate two travel lanes and onstreet parking on both sides, supporting greater parking flexibility and meeting the needs of
residential neighborhoods with multiple vehicles per
household.

The constrained geometry of Oak Street presents a fundamental challenge to expanding on-street parking within the existing right-of-way. However, several key findings and potential implementation are noted:

Citywide Parking Study
City of Lomita, CA
____________________________________________________________________________________ ____________________________________________________________________________________ 18 MINAGAR & ASSOCIATES, INC.

Lomita
Parking Study
 The existing one-sided parking configuration limits the number of available spaces for residents. In areas with higher household vehicle ownership or limited off-street parking, this results in overflow conditions and resident concerns  The 30-foot curb-to-curb width does not allow for safe implementation of two-sided parking while maintaining two-way travel access. Based on California MUTCD and general safety guidelines, a minimum of 10-11 feet per travel lane and 7-8 feet per parking lane is typically required
 Where feasible, the City may consider a roadway widening project to expand the pavement width to 36 feet, in line with Lomita’s local street standard. This would allow for:
 One 10-11 feet lane in each direction
 On-street parking lanes of 7-8 feet on both sides
 The feasibility of widening would depend on the availability of public right-of-way or the potential for dedication/easement acquisition, particularly in areas where existing sidewalks, utilities, or front yard setbacks may constrain expansion Oak Street demonstrates the challenges faced by older residential streets that were developed under narrower design standards. As demand for parking has increased over time, the existing one-sided parking configuration has proven insufficient to meet residential needs. By exploring potential street widening to achieve a 36-foot pavement width, the City can enhance more parking spaces for the corridor and better align the street with current design standards. Any such improvement should be carefully coordinated with utility constraints, existing property lines, and potential opportunities for ADA-compliant sidewalk improvements.

Corridor No. 4: Narbonne Avenue (South of Lomita Boulevard):

Narbonne Avenue serves as one of
the City of Lomita’s key north-south
corridors and functions as a mixeduse arterial accommodating both commercial activities and residential
neighborhoods. It also lies within a
designated school zone for Lomita
Elementary School. Narbonne
Avenue needs to maintain the
balance among the residential
needs, business access, and safe
school circulation which makes it a
critical corridor in evaluating existing
parking constraints and identifying the potential enhancements. The posted speed limit is 35 MPH under normal conditions, with a reduction to 25 MPH when students are present, consistent with California school zone standards. With the varieties of the land use context, necessitate careful consideration of safety, visibility, and curbside management when exploring parking improvement strategies.

Citywide Parking Study
City of Lomita, CA
____________________________________________________________________________________ ____________________________________________________________________________________ 19 MINAGAR & ASSOCIATES, INC.

Lomita
Parking Study
Narbonne Avenue’s curb-to-curb pavement width is approximately 60 feet, which accommodates a similar cross-section to Eshelman Avenue. The existing configuration includes:
 8-foot-wide parallel parking lanes on both sides of the street  5-foot-wide Class II bicycle lanes in both directions  11-foot-wide travel lanes in each direction
 A 12-foot-wide center two-way left-turn lane (TWLTL)
This layout balances multiple modes of transportation while maintaining some level of on-street parking for adjacent land uses.

Unlike Eshelman Avenue, Narbonne Avenue supports a higher volume of vehicular traffic due to its commercial frontage. Several retail centers, office buildings, and service providers are located along this corridor, increasing both traffic and parking demand. However, there are also a limited number of residential homes, particularly toward the southern end of the corridor, where residents rely on street parking for daily use.

Given the geometric conditions and operational characteristics, there is a targeted potential for partial conversion to angle parking along the Southbound side of Narbonne Avenue.

Specifically (Narbonne Avenue and 284th Street)
 The existing configuration includes one 12-foot travel lane in each direction, a 12-foot twoway left turn lane, one 5-foot temporary bike lane in each direction, and parallel parking space on both sides of the street. The temporary bike lane on the Southbound side and a portion of the two-way left turn lane would be removed to accommodate the width required to install angled parking in this segment.
 With the current Right-Of-Way, this conversion would not require street widening and could be implemented through cost-effective striping and signage modifications (see Appendix C).
 Parking supply can be enhanced by adding marked angled parking stalls in suitable curbside locations in according to different policies.

An additional segment that has the potential for angled parking is the Northbound side of Narbonne Avenue between Lomita Boulevard and 247th Street.  The existing configuration includes one 12-foot travel lane in each direction, a 12-foot twoway left turn lane, 5-foot bike lanes in each direction, and 8-foot-wide parallel parking on both sides of the street. The Northbound bike lane and the two-way left turn lane would be removed to accommodate the width requirements of the angled parking installation.

 Sharrows can be placed on the Northbound side but maneuverability and safety need to be considered before implementation.
 This configuration would not require any street widening and would increase the amount of available parking by a substantial amount (see Appendix D).

These two segments of Narbonne Avenue present a feasible potential for enhanced parking supply through 45-degree angle parking on one side of the street. These improvements would increase efficiency while minimizing capital expenditure, as they require no physical widening. Implementation must consider driveway sight distances and pedestrian visibility in accordance with current California laws and best practices. The two-way left turn adjustments require additional considerations to ensure that no residents or businesses have reduced path of travel and that drivers can safely make left turns. Other segments of Narbonne Avenue should retain existing configurations due to operational constraints, safety concerns, and current California laws.

Additional Task: Evaluation of Diagonal/Angle Parking in Front of Lomita Park Gym and Field on Eshelman Avenue:

As part of this study, the City requested a more detailed evaluation of the feasibility of installing diagonal parking spaces along the west side of Eshelman Avenue, directly across from Lomita Park's gym building and recreational field. These locations generate notable parking demand due to frequent park visitors, youth sports activities, and community events.

Based on existing roadway measurements and design constraints, implementing diagonal parking in this area presents the following parking availability improvements:
 A 45-degree angle parking layout requires a total depth of approximately 20 feet from the curb to the travel lane. In order to accommodate this depth requirement, the two-way left turn would have to be removed along with the bike lane in the Northbound direction.

Lomita
Parking Study
 Sharrows can be placed on the Northbound side; however, the geometry of the roadway may present safety and maneuverability issues for cyclists.  Under existing conditions, the segment in front of the gym currently provides approximately seventeen (17) total parallel parking spaces on both sides of the street. (see Appendix E).
 Additionally, the segment in front of the field currently provides approximately fourteen (14) total parallel parking spaces on both sides of the street (see Appendix F).  The City has stated that the removal of the exclusive left turn lane along these segments of Eshelman Avenue is permitted and that the lane can be reconfigured to a shared through and left turn lane. Policies are also being put in place to lower the speed limit of Eshelman Avenue to reduce traffic flow and increase nearby resident safety. As a result of these adjustments, more space on the Northbound side of Eshelman Avenue would be available to place angled parking.

Contingent on the speed limit of Eshelman Avenue being reduced and the transformation for the exclusive left turn lane into a shared through and left turn lane being feasible, these segments have the potential to be a viable option to implement angled parking. The available parking for this portion of Eshelman Avenue is estimated to increase by a total of approximately 16 spaces between both locations. The reduction in speed limit would provide more safety to cyclists traveling along this segment of the road, and the elimination of the left turn lane provides the necessary width needed to implement additional angled parking spaces.

The adjustments to Eshelman Avenue proposed by the City are required for this parking reconfiguration to be recommended. If the northbound exclusive left turn cannot be removed or the speed limit is not reduced, the increase in available parking spaces would only increase by 2 spaces. Additionally, the higher vehicle travel speeds may pose safety risks for cyclists in this area.

7 – Legislative Context and Policy Considerations
California has enacted a series of laws and policy shifts aimed at advancing goals related to climate change, housing supply, equity, and multimodal transportation. While these laws do not outright prohibit the addition or reconfiguration of on-street parking, they do influence the way cities are encouraged or in some cases required to prioritize curbside space, land use decisions, and transportation investments. These evolving legal frameworks should be considered as part of any parking-related decision-making process in the City of Lomita.

AB 413 – Daylighting at Intersections (Effective January 1, 2025) AB 413 establishes requirements for maintaining clear sight lines at intersections by restricting parking within 20 feet of a crosswalk or intersection in urbanized areas. This "daylighting" rule is intended to improve pedestrian safety and reduce collisions at intersections involving turning vehicles.

For City of Lomita, any proposed reconfiguration of on-street parking (particularly angle parking or added curb space) must account for the 20-foot clear zone at all intersections and both marked and unmarked crosswalks. This may reduce the net number of spaces gained from angle parking conversions near intersections but will enhance safety and compliance with state law. The City may consider updating municipal code to formalize the 20-foot no-parking zones for consistency with AB 413.

AB 2097 - Parking Minimum Reforms Near Transit (Effective January 1, 2023) Assembly Bill (AB) 2097 prohibits local governments in California from imposing minimum parking requirements for most new developments located within a half-mile of a major transit stop (bus, rail, or ferry). While this law applies to private development projects and not to public curbside space directly, it reflects a broader state-level push to reduce reliance on automobiles, particularly in transit-accessible areas.

The City should be mindful of where new development occurs in relation to existing bus lines and transit hubs (e.g., those along Pacific Coast Highway or Lomita Blvd.). Because reducing parking requirements in private developments may shift some parking demand onto public streets, increasing the importance of managing curbside inventory efficiently.

SB 1216 – Class III Bikeway Restrictions (Effective January 1, 2025/2026) Senate Bill (SB) 1216 sets new rules for putting in and using Class III bikeways and "sharrow" markings, which are shared-lane bicycle pavement symbols shown in Figure 9C-9 of the California MUTCD. Starting on January 1, 2025, agencies will not be able to put sharrows on roads where the speed limit is higher than 30 mph. Starting January 1, 2026, the California Transportation Commission will be prohibited from funding projects that add Class III bikeways or sharrows unless they are located on streets with design speeds of 25 mph or less, or unless speed-reduction measures are included to bring design speeds to this threshold. This law aims to make bicycles safer by only allowing shared-lane markings on streets with lower speeds or by requiring changes to the way the streets are built to slow down cars.

Lomita
Parking Study
This law affects how the City of Lomita designs corridors where the posted speeds are higher than the legal limits, like parts of Lomita Boulevard. In some cases, the presence of designated bike lanes on connecting streets like Narbonne Avenue could justify the continuation of sharrows.

However, any future parking changes that include sharrows must carefully consider these legal limits. If a corridor goes faster than 30 mph and doesn't use traffic-calming measures to slow down, sharrows can't be put back up or restriped. This could affect plans for multimodal integration.

This could change how parking is set up by requiring different bike accommodations, like separated bike lanes, that can work with angled or parallel parking. This could make fewer curbside parking spaces available.

California Air Resources Board (CARB) and CAPTI Alignment The California Transportation Plan (CTP) and the Climate Action Plan for Transportation Infrastructure (CAPTI) encourage jurisdictions to prioritize sustainable modes of travel and reduce the amount of public space dedicated to automobile storage. While these state-level plans do not prohibit on-street parking improvements, they do encourage local agencies to balance parking with goals like bike lane implementation, pedestrian access, and transit reliability.

Any significant parking expansion or parking reconfiguration should be considered alongside opportunities for multimodal improvements (e.g., sidewalk widening, ADA upgrades, or bikefriendly design). The City should ensure that changes to parking supply do not reduce accessibility or safety for non-driving populations.

FHWA/AASHTO Parking Design Guidelines — Angle Parking Requirements The Federal Highway Administration (FHWA) and American Association of State Highway and Transportation Officials (AASHTO) provide dimensional standards for implementing head-in angled parking on public roadways. According to standards, a head-in angled parking stall from 30-degree to 45-degree generally requires a depth of 16–20 feet from the curb face to the nearest edge of the adjacent travel lane, along with maneuvering space of buffer zone to enter and exit the stall safely. These guidelines by FHWA and AASHTO also require maintaining sight triangles at intersections and driveways, ensuring adequate stall width (8–9 feet), and applying offset distances from crosswalks and intersections to meet safety and visibility requirements.

These FHWA/AASHTO requirements directly affect the feasibility of angled parking conversions within the four studied corridors. In segments where total curb-to-curb width is constrained or where multimodal elements occupy the cross section, achieving the minimum depth and maneuvering width for head-in angled parking without sacrificing safety is often not possible.

For example, frequent driveways in commercial and residential mixed areas limit continuous stall placement, and the required offsets for angled parking can negate much of the theoretical space gain. As a result, while angled parking remains a viable strategy in select wide-section corridors, its application is restricted to locations that can meet or exceed FHWA/AASHTO dimensional criteria without undermining other priority functions such as bicycle accommodation, sight distance, or pedestrian safety.
