RE: City of Lomita Budget Priority Follow-up Survey
DATE January 28, 2026
Fairbank, Maslin, Maullin, Metz & Associates (FM3) is pleased to submit this proposal to conduct a dual-mode (online and by telephone) follow-up survey for the City of Lomita. The survey will examine City of Lomita likely June 2026 General Election voters’ perceptions of the City and its need for additional funding; and test the viability of a potential ballot measure. FM3 recommends conducting a 12- to 15-minute dual-mode survey (online and by telephone) of up to 250 interviews in English and Spanish. Since approximately 5,466 registered voters are likely to vote in the June 2026 Primary Election, we will do the best we can to achieve 250 completed interviews, but we believe we can complete at least 200 completed interviews. However, if it is ultimately unobtainable, the survey price will be prorated to reflect the actual completed sample. If FM3 is able to obtain more than 250 completed surveys, it will not bill for any additional surveys beyond the 250 completes.

The remainder of this proposal provides specifications and pricing for the recommended survey research.
