RESOLUTION NO. 2026-06
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LOMITA,
CALIFORNIA, ADOPTING THE CITY OF LOMITA LOCAL HAZARD
MITIGATION PLAN 2025 AND INCORPORATING THE PLAN INTO THE
SAFETY ELEMENT OF THE GENERAL PLAN
THE CITY COUNCIL OF THE CITY OF LOMITA DOES HEREBY FIND, ORDER AND RESOLVE AS FOLLOWS:
SECTION 1. Recitals:
A. State law requires all local jurisdictions to adopt a Safety Element and to revise this document as appropriate, as one of the seven mandated elements required by the General Plan and provides the policy context for protecting and reducing the risk of both natural and man-made hazards to residents, workers, visitors, and properties in Lomita.
B. State law requires all local jurisdictions to update the Safety Element concurrently with the update to the Housing Element of their General Plan according to an eight-year time frame.
C. The City of Lomita previously adopted a Local Hazard Mitigation Plan on December 18, 2018. That plan expired on December 18, 2023, necessitating preparation and adoption of an updated Local Hazard Mitigation Plan to maintain compliance with federal and state requirements.
D. The City has prepared an updated Local Hazard Mitigation Plan 2025, which identifies hazards most likely to impact the City, evaluates associated risks and vulnerabilities, and establishes mitigation goals, objectives, and prioritized actions to reduce long term impacts to life, property, critical facilities, and infrastructure.
E. The Local Hazard Mitigation Plan 2025 was developed through a comprehensive planning process that included coordination among City departments, public safety partners, regional agencies, community organizations, representatives of vulnerable populations, and opportunities for public participation.
F. The Federal Emergency Management Agency has reviewed the City of Lomita Local Hazard Mitigation Plan 2025 and issued an Approvable Pending Adoption determination, confirming that the plan meets federal planning requirements and is eligible for final approval upon adoption by the City Council.
G. Incorporation of the Local Hazard Mitigation Plan 2025 into the Safety Element of the City’s General Plan ensures consistency between the City’s hazard mitigation strategies and its long range planning framework and preserves eligibility for federal and state hazard mitigation funding programs.
H. The City Council has duly considered all evidence presented, including staff reports, public comments, and supporting documentation related to adoption of the Local Hazard Mitigation Plan 2025.
SECTION 2: Based upon the facts contained in this Resolution, those contained in the staff report, and other components of the record, the City Council of the City of Lomita hereby finds that the City should reduce injury and damage from natural hazards to protect the community from avoidable risk and harm by factoring natural hazards such as seismic hazards, flooding, landslides, subsurface gas, and fires into community planning and outreach, maintenance and upgrades, emergency response, and municipal operations.
SECTION 3: Pursuant to Section 15060 of the Guidelines to the Implementation of the California Environmental Quality Act (“CEQA”), adoption of the Local Hazard Mitigation Plan 2025 is a policy level action, and not a project, that does not authorize any specific development or physical changes to the environment and will not result in a direct or reasonably foreseeable indirect physical change in the environment. Based upon the nature of the action and the information contained in the record, it has been determined that adoption of the Local Hazard Mitigation Plan 2025 is not subject to CEQA, will not have any significant environmental impacts, and does not require any mitigation measures. Moreover, even if the Safety Element Update did qualify as a project subject to CEQA, it would be exempt under CEQA’s common sense exemption in Section 15061 of the Guidelines, which provides that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Here, it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.
SECTION 4: Based on the foregoing, the City Council of the City of Lomita hereby adopts the City of Lomita Local Hazard Mitigation Plan 2025, attached hereto as Exhibit A and incorporated herein by reference, and incorporates the Local Hazard Mitigation Plan 2025 into the Safety Element of the City’s General Plan.
SECTION 5: The City Manager is authorized and directed to submit this resolution and the adopted plan to the California Governor’s Office of Emergency Services and the Federal Emergency Management Agency (“FEMA”) to complete the final approval process.
SECTION 6: The City of Lomita will submit this adopted resolution to the California Office of Emergency Services and FEMA officials to enable the plan’s final approval in accordance with the requirements of the Disaster Mitigation Act of 2000 and to establish conformance with the requirements of AB 2140.
SECTION 7: This Resolution will become effective immediately upon adoption.
SECTION 8: The City Clerk shall certify the passage and adoption of this resolution and enter it into the book of original resolutions.
PASSED, APPROVED, and ADOPTED this 3rd day of February 2026. ____________________________
