FROM: Andrew Vialpando, City Manager
PREPARED BY: Lina Hernandez, Assistant City Manager
MEETING DATE: February 3, 2026
SUBJECT: Resolution No. 2026-06 Adopting the Updated City of Lomita Local Hazard Mitigation Plan 2025 and Incorporating it into the Safety Element of the General Plan in Accordance with Assembly Bill 2140

RECOMMENDED ACTION
Adopt Resolution No. 2026-06 approving the updated City of Lomita Local Hazard Mitigation Plan 2025 and incorporating it into the Safety Element of the City’s General Plan in accordance with Assembly Bill 2140.

BACKGROUND
The Federal Disaster Mitigation Act of 2000 requires state, county, and local governments to maintain an approved Local Hazard Mitigation Plan in order to be eligible for certain federal hazard mitigation grant funding. A Local Hazard Mitigation Plan is a five-year strategic planning document that identifies and assesses hazards to which a community is most vulnerable and establishes mitigation strategies to reduce long term risks to life, property, critical infrastructure, and essential services.

The City of Lomita’s most recently adopted Local Hazard Mitigation Plan expired on December 18, 2023. To remain eligible for federal and state hazard mitigation funding and maintain compliance with applicable regulations, the City initiated an update to the LHMP.

On December 5, 2023, the City Council accepted Hazard Mitigation Grant Program funds in an amount not to exceed $72,680.85 for preparation of the updated Local Hazard Mitigation Plan, along with $3,622.80 to reimburse staff time associated with grant administration and reporting, and approved an agreement with Risk Management Professionals to provide consultant services for development of the plan.

The updated Local Hazard Mitigation Plan was developed in accordance with FEMA and

CITY COUNCIL REPORT
Item No. 7d
2 Cal OES requirements and reflects a comprehensive and inclusive planning process.

On December 29, 2025, FEMA issued an Approvable Pending Adoption determination for the City of Lomita Local Hazard Mitigation Plan, confirming that the plan meets all federal planning requirements and is eligible for final approval upon formal adoption by the City Council.

DISCUSSION
The 2025 Local Hazard Mitigation Plan evaluates both natural and human caused hazards that pose the greatest risk to the City of Lomita. Hazards identified as most likely to impact the City include earthquakes, windstorms, water shortage, urban fire, flooding, hazardous materials releases, and aircraft incidents. For each hazard, the plan assesses probability, severity, potential losses, and impacts to vulnerable populations and critical facilities. Based on this analysis, the plan establishes mitigation goals, objectives, and prioritized actions designed to reduce risk and enhance community resilience.

Development of the plan included coordination among City departments, public safety partners, regional agencies, and community stakeholders, as well as public outreach through surveys, community events, and opportunities for public comment. Input received during the planning process was incorporated where appropriate.

The final draft Local Hazard Mitigation Plan was reviewed by the California Governor’s Office of Emergency Services and the Federal Emergency Management Agency. On December 29, 2025, FEMA issued an Approvable Pending Adoption determination, confirming that the plan meets all federal planning requirements and is eligible for final approval upon adoption by the City Council.

Adoption of the Local Hazard Mitigation Plan 2025 incorporates the plan into the Safety Element of the City’s General Plan, ensures consistency with the City’s long range planning framework, and preserves eligibility for federal and state hazard mitigation funding programs.

FISCAL IMPACT
There are no financial implications resulting from this recommendation. However, failure to adopt the plan may result in future impacts to the General Fund, as the City would no longer be eligible to apply for hazard mitigation grants that could otherwise offset the cost of mitigation projects.
3 VISION, MISSION, VALUES, AND STRATEGIC OUTCOMES
The City’s Vision, Mission, and Values set the standard for the organization, establish priorities, uniformity and guidelines; and provide the framework for policy decision making. The Strategic Outcomes were implemented to provide a pathway to achieving the City’s Vision. This item aligns with Strategic Outcome No. 1: Safety & Security - Keeping Lomita safe, prepared and resilient.

OPTIONS
Approve the attached resolution as recommended.
