1 TO: City Council
FROM: Andrew Vialpando, City Manager
PREPARED BY: Emma Kelley, Parks and Recreation Director MEETING DATE: April 21, 2026
SUBJECT: Approval of Agreements for Services Related to Founders Day 2026
RECOMMENDED ACTION
Approve Professional Services Agreement with Active Global Protection Inc. for security guard services in an amount not to exceed $7,497.00; and an agreement with Fireworks America for a fireworks show in an amount not to exceed $28,000.
BACKGROUND
Founders Day is the City’s signature event in Lomita which has taken place annually on the last weekend in June in Downtown Lomita. The event involves food vendors, music, community group informational tables, carnival games, and youth-oriented activities, and our popular fireworks show.
This year’s event has been planned as a two-day celebration on Saturday, June 27th and Sunday, June 28th. Event preparations and street closures for this year’s event will begin on Friday, June 26th at 12 p.m. This will allow the stage, sound, rides, carnival game booths, and vendors to begin the Founders Day set up.
DISCUSSION
Security
Staff solicited proposals from multiple companies capable of providing overnight security for the two-day event. Security services will required starting on Friday, June 26th at 5 p.m.
CITY OF LOMITA
CITY COUNCIL REPORT
Item No. 7g
2 Staff is recommending awarding the contract to Active Global Protection Inc. (Attachment No.1). They will be providing 12 guards to patrol Narbonne Avenue on Friday and Saturday nights.
The attached agreement, if approved by the City Council, would secure the required overnight security vendor in an amount not to exceed $7,497.00.
Fireworks (15 minute or 20 minute show)
Staff solicited proposals from multiple qualified companies for fireworks display services.
Fireworks America was selected to provide the fireworks display in celebration of Founders Day for the 2026 season due to their lowest bid.
The attached agreement (Attachment No. 2), if approved by the City Council, would secure the fireworks show in an amount not to exceed $28,000.
The City has traditionally offered the community a 15-minute fireworks show, which was quoted at $24,000. Fireworks America is still determining if it has the equipment to provide a 20-minute show. Should it be feasible to extend the display to a 20-minute show within this cost, staff will proceed with that option at $28,000.
FISCAL IMPACT
If approved, the Recommended Action includes overnight security services at $7,497 and a fireworks show in an amount not to exceed $28,000. Should it be feasible to extend the display to a 20-minute show within this cost, staff will proceed with that option. If not, the City will continue with the traditional 15-minute show, which would not exceed $24,000, consistent with previous years. These costs have been appropriated in the FY 2026–28 Adopted Budget. Sponsorships and small private donations generally offset partial event costs.
VISION, MISSION, VALUES, AND STRATEGIC OUTCOMES
The City’s Vision, Mission, and Values set the standard for the organization, establish priorities, uniformity and guidelines; and provide the framework for policy decision making. The Strategic Outcomes were implemented to provide a pathway to achieving the City’s Vision. This item aligns with Strategic Outcome No. 4: Quality of Life & Livability – Creating vibrant spaces and services for all ages.
OPTIONS
