1 TO: City Council
FROM: Andrew Vialpando, City Manager
PREPARED BY: Adrian Fernandez, Community and Economic Development Director
MEETING DATE: April 21, 2026
SUBJECT: Participation in the Permanent Local Housing Allocation (PLHA) Grant Program for Year 5

RECOMMENDED ACTION
Adopt a resolution approving and authorizing participation in the Los Angeles County Permanent Local Housing Allocation (PLHA) Program once it becomes available for the PLHA Program Year 5.

BACKGROUND
In 2017, the State of California approved Senate Bill (SB 2), which created the Building Homes and Jobs Act and the Permanent Local Housing Allocation (PLHA) Grant program. The PLHA program is the State’s first permanent source of funding for affordable housing since the elimination of Redevelopment Agencies in the State.

Revenue is generated through recording fees on real estate transactions and varies from year to year depending on activity. The methodology for the allocation of funds is based on population, poverty and overcrowding.

The City Council previously approved participation in the PLHA for two programs in Program Year 4 for Lomita Manor operating costs and improvements.

The Year 5 allocation is estimated at $63,930. It is recommended that the funds be allocated towards Lomita Manor operations.

FISCAL IMPACT
If approved, the City will receive approximately $63,930 in revenue that will be restricted for the Lomita Manor public housing project.
