1 TO: City Council
FROM: Andrew Vialpando, City Manager
PREPARED BY: Andrew Vialpando, City Manager
MEETING DATE: April 21, 2026
SUBJECT: Appointment of an Alternate Delegate to the South Bay Cities Council of Government Regional Housing Trust Board

RECOMMENDED ACTION
Appoint Mayor Pro Tem Barry Waite as the Alternate Delegate to the South Bay Cities Council of Government Regional Housing Trust Board.

BACKGROUND
At its meeting on February 17, 2026, the City Council approved a Joint Powers Agreement (JPA) authorizing the City to join the South Bay Regional Housing Trust (SBRHT). The SBRHT is designed to help fund the development and construction of affordable housing units in cities who are members of the trust, and only for development projects supported by the city in which it is proposed.

As part of the approval of the JPA to join the SBRHT, the City Council appointed Councilmember Bill Uphoff as the City’s Delegate to the SBRHT Board.

DISCUSSION
SBCCOG Executive Director Jacki Bacharach recently informed staff that in addition to the appointment of a Delegate to the SBRHT, the City is required to also appoint an Alternate member. The Alternate member must be an elected official of the City. If approved, the Recommended Action will satisfy this requirement.

FISCAL IMPACT
There are no financial implications resulting from this recommendation.
