1 TO: City Council
FROM: Andrew Vialpando, City Manager
PREPARED BY: Deanna Fraley, PE, Public Works Director
MEETING DATE: June 2, 2026
SUBJECT: Approval of a Resolution Adopting the Fiscal Year 2026–27 Project List for the Road Repair and Accountability Act of 2017 (SB 1) Road Maintenance and Rehabilitation Account (RMRA)
RECOMMENDED ACTION
Approve Resolution No. 2026-22 for the submission of all required documentation for receipt of Road Maintenance and Rehabilitation Account (RMRA) funds for Fiscal Year 2026–27; and authorize the City Manager to complete, sign and submit all required documentation.
BACKGROUND
Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017, was signed into law on April 28, 2017. SB 1 increased per gallon fuel excise taxes (12 cents), diesel fuel sales taxes (20 cents), and vehicle registration fees; and provides for inflationary adjustments in future years. A percentage of this funding is deposited into the RMRA account and is apportioned by formula to eligible cities and counties pursuant to Streets and Highways Code (SHC) Section 2032(h) for basic road maintenance, rehabilitation, and critical safety projects on the local streets and roads system. Through the RMRA program, Lomita is projected to receive approximately $587,293 in RMRA funding for Fiscal Year 2026–27.
In addition, the City expects to have an estimated carryover balance of RMRA funds of $1,374,000.
To access these funds, the City must submit its eligible projects through the CalSMART (California State Multimodal Application and Reporting Tool) system, which serves as the California Transportation Commission’s centralized platform for project tracking, expenditure reporting, and funding eligibility. Submitting the resolution containing the City’s FY 2026–27 Project List through CalSMART ensures compliance with SB 1 requirements and positions the City to receive its allocated funding for critical roadway improvements.

CITY COUNCIL REPORT
Item No. 7e
2 The RMRA project list for FY 2026–27 will include Zone G Street Reconstruction Project – Phases 3 & 4. This project includes the remaining streets of the Zone G Street Reconstruction Project as well as three additional streets citywide that are in poor and very poor condition. Zone G is located in the northeast area of the City of Lomita, east of Eshelman Avenue and north of 253rd Street.
Construction of overlay and reconstruction of certain segments of streets in Zone G (Walnut Street, Ebony Lane, Alcor Street, 252nd Street, and 247th Place) and additional street segments throughout the city (254th Street, 255th Street, and Doria Avenue). This includes cold milling and hot mix asphalt concrete overlay, or removal of the existing pavement section to a prescribed depth followed by the placement of a conventional flexible pavement section using a structural hot mix or a full depth asphalt where needed based on the City’s 2024 Pavement Management Program update and the project design.
The project also includes traffic loop replacement, pavement markings, pavement striping, and associated concrete work including ADA ramps, cross gutters, sidewalk panels, and curb and gutter. The estimated Project Schedule is from May 2026 to completion in June 2027.
