1 TO: City Council
FROM: Andrew Vialpando, City Manager
PREPARED BY: Lina Hernandez, Assistant City Manager
MEETING DATE: June 2, 2026
SUBJECT: Amendment No. 2 to Professional Services Agreement with Terracon Consultants, Inc. for Environmental Impact Report Services Related to the U.S. Navy Property Conveyance Project at 26800 S. Western Avenue

RECOMMENDED ACTION
Approve Amendment No. 2 to Professional Services Agreement with Terracon Consultants, Inc. for Environmental Impact Report Services related to the U.S. Navy property conveyance project at 26800 S. Western Avenue, in an Amount Not to Exceed $6,400 Plus $2000 Contingency, for a Total Agreement Cost Not to Exceed $28,300.

BACKGROUND
The City of Lomita continues to work collaboratively with the United States Navy on the conveyance of land to the City located at the Navy property commonly referred to as the “Navy Fields” for recreation use. As part of the federal property transfer process, the Navy requires completion of an Environmental Condition of Property (ECP) report prior to conveyance of the property to the City.

The ECP report is intended to document the environmental condition of the property and summarize existing environmental information, investigations, and any recognized environmental considerations associated with the site. Completion of the ECP is a standard component of the federal property transfer process and is necessary for the Navy to proceed with the transfer.

Previously, the City retained Terracon Consultants, Inc. to complete a Limited Site Investigation and a Phase I Environmental Site Assessment for the property. Through this prior work, Terracon has developed familiarity with the site conditions, historical property information, and applicable environmental documentation. As a result, staff believes Terracon is well positioned to efficiently complete the ECP report required by the Navy.

CITY OF LOMITA

CITY COUNCIL REPORT
Item No. 7g
2 DISCUSSION
The proposed amendment with Terracon Consultants, Inc. would authorize the firm to prepare the Environmental Condition of Property report in coordination with City staff and the United States Navy. Services would include review of prior environmental documentation, evaluation of site conditions, preparation of the ECP report, and coordination with applicable stakeholders as necessary to support the property transfer process.

Given Terracon’s previous involvement with the project, utilizing the same consultant will provide continuity, reduce duplication of effort, and help streamline completion of the required documentation. Staff believes this approach is the most efficient and costeffective method to support the City’s ongoing efforts related to the future transfer of the Little League lot property.

Completion of the ECP report represents another important milestone in advancing the transfer process and the City’s long-term vision for the broader Navy Fields area and future community recreational opportunities.

FISCAL IMPACT
The attached second amendment to the agreement, if approved by the City Council, would increase the original contact amount by $6,400 plus $2,000 contingency for unexpected costs for a total agreement amount not to exceed $28,300.

VISION, MISSION, VALUES, AND STRATEGIC OUTCOMES
The City’s Vision, Mission, and Values set the standard for the organization, establish priorities, uniformity and guidelines; and provide the framework for policy decision making. The Strategic Outcomes were implemented to provide a pathway to achieving the City’s Vision. This item aligns with Strategic Outcome No. 4: Quality of Life & Livability – Creating vibrant spaces and services for all ages.
