1 TO: City Council
FROM: Andrew Vialpando, City Manager
PREPARED BY: Deanna Fraley, PE, Public Works Director
MEETING DATE: June 2, 2026
SUBJECT: Professional Services Agreement with LAN WAN Enterprise IT Solutions and SOFFA Electric Inc. for on-call SCADA technology services for the City’s Water System
RECOMMENDED ACTION
Approve two separate Professional Services Agreements with LAN WAN Enterprise IT Solutions and SOFFA Electric Inc. for on-call SCADA technology services, each for threeyear terms, with two additional optional one-year term extensions, in an amount not to exceed $200,000 for three years.
BACKGROUND
The City of Lomita owns and operates a municipal water system that relies on Supervisory Control and Data Acquisition (SCADA) technology to monitor and control critical infrastructure, including wells, reservoirs, pump stations, and pressure zones. SCADA systems provide real-time data, alarm notifications, and remote operational capabilities necessary to maintain system reliability, regulatory compliance, and public health protection.
Due to the specialized nature of SCADA systems – which integrate industrial control hardware, programmable logic controllers (PLCs), and communication networks, – the City relies on specialized contractors to handle SCADA programming, system integration, troubleshooting, and upgrades. Additionally, SCADA needs are intermittent and projectbased, making it inefficient to staff full-time positions dedicated solely to these functions.
To ensure continuity of operations and rapid response to system issues, many similarly sized municipalities rely on on-call SCADA services. This model allows agencies to access specialized expertise as needed without incurring the cost of maintaining full-time SCADA engineering staff. On-call agreements also provide flexibility to address emergency repairs, system expansions, and regulatory updates in a timely manner.
CITY OF LOMITA
CITY COUNCIL REPORT
Item No. 7d
2 Consistent with industry practice, the City has determined that establishing on-call SCADA professional services agreements is the most cost-effective and operationally efficient approach to maintaining and enhancing its water system control infrastructure.
DISCUSSION
The proposed on-call SCADA services will support the City’s ongoing operational, maintenance, and capital improvement needs. Services to be provided under the agreements may include, but are not limited to:
• SCADA system troubleshooting and emergency response
• PLC system technical support, configuration, application development and programming
• System integration and upgrades
• Data communications configuration and optimization
• Alarm management and reporting improvements
• Support for capital improvement projects and system expansions Work will be authorized on a task-order basis, allowing the City to assign projects as needed and maintain control over scope, schedule, and budget. This approach ensures that resources are used efficiently while maintaining flexibility to respond to both planned and unplanned system needs.
Establishing multiple on-call agreements allows the City to match specific project requirements with the most qualified firm, ensures availability of services, and promotes competitive pricing. The on-call structure also reduces procurement timelines for urgent work, enabling faster response to operational issues that could otherwise impact system reliability or regulatory compliance.
The use of on-call SCADA services is particularly important given the increasing complexity of water system operations and the need to maintain continuous monitoring and control capabilities. These agreements will help ensure that the City’s SCADA system remains functional, secure, and adaptable to future demands.
Staff recommends that the City Council approve Professional Services Agreements with LAN WAN Enterprise IT Solutions in an amount not to exceed $200,000 and SOFFA Electric Inc. in an amount not to exceed $200,000 for on-call SCADA services for the City’s Water System each for three-year terms, with additional two optional one-year term extensions.
FISCAL IMPACT
The proposed Agreements are for $200,000 each for three years. Funding for these Agreements are appropriated in the Adopted Budget in the Water Enterprise Fund. 3 VISION, MISSION, VALUES, AND STRATEGIC OUTCOMES
The City’s Vision, Mission, and Values set the standard for the organization, establish priorities, uniformity and guidelines; and provide the framework for policy decision making. The Strategic Outcomes were implemented to provide a pathway to achieving the City’s Vision. This item aligns with Strategic Outcome No. 5: City Infrastructure & Water Utility – Investing in reliable, sustainable infrastructure.
