Site Description:
The site consists of approximately 6.2 acres of land located at 26800 South Western Avenue in Lomita, Los Angeles County, California (a part of Los Angeles County Assessor Identification Number (AIN) 7442001907).
Background:
Based on the findings of Terracon's Phase I Environmental Site Assessment (ESA) report dated September 23, 2025, Terracon identified recognized environmental conditions (RECs) in connection with the following:
• Off-site Installation Restoration Program (IRP) Site 31 with documented impacts to soil and groundwater to the adjoining south of the site; and
• Off-site Northern Tank Farm (NTF) documented impacts to soil and groundwater to the adjoining east of the site.
At the client's request, the objective of the proposed Limited Site Investigation (LSI) is to evaluate subsurface conditions and collect representative soil samples across the site. Analytical results from soil samples collected at the site will be used to assist in the preparation of a Soil Management Plan (SMP) to support planned future potential improvements and earthwork activities. An evaluation of groundwater beneath the site is not included in this scope of work.
Scope:
Soil samples will be collected to evaluate the presence of total petroleum hydrocarbons (TPH), volatile organic compounds (VOCs), heavy metals, and organochlorine pesticides (OCPs) above applicable regulatory screening levels. The soil analytical results will be presented in a Limited Site Investigation report that will include findings, conclusions and recommendations.
• Pre-field preparation, project management and health and safety planning; • Mark locations and contact DigAlert (811) a minimum of 48 hours prior to drilling. • Geophysical survey for utility clearance twelve (12) proposed soil borings (10 borings to depth of five feet and 2 soil borings to depth of 10 feet below grade surface), as shown in the attached Site Diagram. • Using direct-push drilling equipment, advance twelve (12) soil borings to depths of 5 to 10 feet bgs (or refusal). Upon completion of sampling activities, the soil borings will be plugged and abandoned in accordance with Local and State requirements.
• Continuous soil sampling and field screen soil samples with photoionization detector (PID) will be performed.
Terracon
• Collection of one soil sample from each soil boring for laboratory analysis. Additional soil samples may be collected and placed on hold at the laboratory pending the results from analysis for possible additional analysis, based on additional client approval.
• Twelve (12) soil samples will be submitted for TPH (GRO, DRO, ORO) analysis using EPA method 8015, VOCs using EPA method 8260, CAM 17 metals using EPA method 6010/7000, and OCP using EPA method 8081B.
• Documentation of field activities; and
• Preparation of LSI report presenting findings, conclusion and recommendations.
Schedule:
Field work will commence within ten business days following notification to proceed, and is anticipated to be completed in two business days. Laboratory analysis will be performed on a standard turnaround basis of 7 business days, and the final written report will be presented to the City within 10 business days following receipt of final laboratory results. If an expedited schedule or laboratory turnaround is requested, please notify Terracon so we may evaluate the adjusted schedule and if applicable, in creased fee.
Assumptions:
• Field support services will be completed within a total of two (2) field days; • Field work can be conducted during normal business hours (Monday through Friday, 7:00 AM to 5:00 PM, no holidays and no nightwork);
• Terracon is not responsible for data uploads or updates to the California Environmental Reporting System (CERS) or GeoTracker database.
• Terracon is not responsible for providing notifications or communications with regulatory agencies. • Site is accessible by truck- or track-mounted drilling equipment and client to provide authorized access onto the site at each proposed location;
• DigAlert markings will not be removed;
