Pursuant to State Law, any member of the public may address the City Council concerning any Item on the Agenda. Please be aware that Items on the Consent Calendar are considered to be routine and are normally enacted by one vote of the City Council. If you wish to speak on a Consent Calendar Item, please do so during “Public Comment on Consent Calendar Items”.
Regular City Council meetings will be videotaped and available for review on the City’s website by the end of the day on the Thursday following the City Council Meeting. The Agenda and related Staff reports are available on the City’s web site: www.cityoflompoc.com the Friday before Council meetings between 9:00 a.m. and 5:00 p.m.
Any documents produced by the City and distributed to a majority of the City Council regarding any item on this agenda will be made available the Friday before Council meetings at the City Clerk’s Office at City Hall, 100 Civic Center Plaza, Monday through Friday between 9 a.m. and 5 p.m. and at the Information Desk at the Lompoc Library, 501 E. North Avenue, Lompoc, California, Monday - Thursday between 10 a.m. and 7 p.m. and Friday and Saturday between 1 p.m. and 5 p.m. The City may charge customary photocopying charges for copies of such documents.
In compliance with the Americans with Disabilities Act, if you need special assistance to participate in this meeting, including review of the Agenda and related documents, please contact the City Clerk at (805) 875-8241 as soon as possible prior to the meeting. 2. Approval and Ratification of expenditures for:

3. Approval of Lease of City-Owned Property at 1120 W. Ocean Avenue to TNT Fireworks and Victory Outreach Lompoc for a Safe and Sane Fireworks Sales Booth from June 28 – July 10, 2025.

Recommendation: Council approve the attached Property Lease Agreement with TNT Fireworks and Victory Outreach Lompoc to lease a portion of the parking lot at 1120 W. Ocean Avenue and direct the City Manager to sign the lease.
4. Approval of Amendment to Cooperative Dispatch Agreement Between Santa Barbara County Fire Protection District and City of Lompoc for Tablet Command Platform Integration and Administration.

Recommendation: Council approve an Amendment to the Cooperative Dispatch Agreement with the Santa Barbara County Fire Protection District and authorize the City Manager to execute it.

5. Introduction of Ordinance No. 1725(25) Amending Chapter 8.04 of the Lompoc Municipal Code to Regulate City Use of Compost and Mulch and Procurement of Recovered Organic Waste Products, as Required by State Law.

Recommendation: Council introduce, for first reading by title only with further reading waived, Ordinance No. 1725(25), amending Chapter 8.04 of the Lompoc Municipal Code, which regulates City use of compost and mulch and procurement of recovered organic waste products.
6. Award and Approval of Hazardous Waste Professional Services Agreement with Clean Harbors Environmental Services, Inc.

Recommendation: Council award the Professional Services Agreement (Agreement) to Clean Harbors Environmental Services, Inc. (Clean Harbors), the lowest cost and most responsive bidder to Request for Proposal No. 3079 to provide hazardous waste transportation, disposal, and related services for Lompoc’s hazardous waste collection programs, for a total compensation not to exceed $400,000; approve and authorize the City Manager to execute the Agreement; authorize the Purchasing and Materials Manager to issue a Contract Purchase Order in the amount not to exceed $400,000. The term of the Agreement will be for three years, including two additional one-year options to extend the Agreement; and authorize the City Manager to approve two additional one-year optional extensions and pricing adjustments pursuant to the Agreement.
