Subject: World Oil Tank Installation Project
South Coast Air Quality Management District (South Coast AQMD) is currently reviewing permit applications for two new 25,000-barrel storage tanks at the Ribost Terminal at the Port of Long Beach (POLB) associated with the World Oil Tank Installation Project (Permit Application Numbers 627086 and 627087). South Coast AQMD will be relying on the Final Initial Study/Negative Declaration (IS/ND) adopted by POLB to ensure compliance with CEQA prior to issuing the permits. POLB staff consulted and coordinated with South Coast AQMD staff, in our role as a CEQA responsible agency, during the preparation of the Draft and Final IS/ND. We appreciate the opportunity to review and provide comments on the air quality and greenhouse gas analyses, which were incorporated into the IS/ND to ensure that the air quality impacts associated with the two tanks in the IS/ND are consistent with the estimated emissions in the permit evaluation.
