Honorable Mayor and Council

Councilwoman Mary Zendejas, First District
Transfer of Funds: Craftsman Village Historic District Dog Bags RECOMMENDED ACTION:

Increase appropriations in the General Fund Group in the City Manager Department by $800, offset by $400 in Second Council District One-time District Priority Funds and $400 in First Council District One-time District Priority Funds transferred from Citywide Activities Department to provide a contribution to Partners of Parks to support the Craftsman Village Historic District's dog waste bag program that helps to keep the neighborhood clean; and
Decrease appropriations in the General Fund Group in the Citywide Activities Department by $800 to offset the transfers to the City Manager Department.

DISCUSSION:

Craftsman Village Historic District had previously applied for, and won, a grant to install lockable dog waste bag dispensers throughout the neighborhood, and that grant had included bags. The grant has expired, and is noLavailable on a go-ahead basis, so the Historic District Association reached out to their representative Council Offices for assistance in continuing a valuable program that helps keep their streets clean and healthy. The Association will manage the deployment of the bags in such a way as to maximize the longevity of the investment, ideally up to 3 years.

It is appropriate to assist the Craftsman Village Historic District by funding part of their dog waste bag program. This public private partnership will help the residents of, and visitors to, the Craftsman Village Historic District keep their streets, parkways, and sidewalks clean for years to come.

This matter was reviewed by Budget Manger Grace H. Yoon on December 15, 2021.

FISCAL IMPACT:

This recommendation requests the City Manager to provide a contribution to Partners of Parks to support the Craftsman Village Historic District's dog waste bag program. The total appropriation increase of $800 in the General Fund Group in the City Manager Department will be offset by a transfer of $400 in Second Council District One-time District Priority Funds and $400 in First Council District One-time District Priority Funds from the General Fund Group in the Citywide Activities Department. The requested action is anticipated to require a minimal level of staff hours beyond the normal budgeted scope of duties and is expected to have a minimal impact on existing City Council priorities.
