CITY COUNCIL MEETING VIA

TELECONFERENCE PURSUANT TO
AB 361 (GOV. CODE SECTION
54953(e)(1)-(2))

We are now faced with the fact that tomorrow is today. We are confronted with the fierce urgency of now. In this
unfolding conundrum of life and history there is such a thing as being too late. Procrastination is still the thief of time. Life often leaves us standing bare, naked and dejected with a lost opportunity. The 'tide in the affairs of men' does not remain at the flood; it ebbs. We may cry out desperately for time to pause in her passage, but time is deaf to every plea and rushes on. Over the bleached bones and jumbled
residue of numerous civilizations are written the pathetic words: "Too late..."

2. (22-0046) Recommendation to

Cash and Investments for the quarter
ending June 30, 2021.

Dave Shukla [email protected]

Non-pooled as of as 6/30/21: $108.8M, cute,
How did we expand cash on hand and investments by
$297M in a pandemic year? There's some interesting
dynamics year to year (4005, 4505), as well as
understandable pandemic-related operating contractions.

How many of the capital projects for which there are already outlays fit within SB100 or SB1000 ?
"... As such, we did not test accrued interest, which is excluded from the balance of Total Cash and Investments at June 30, 2021, listed in Attachments I and II. In addition, the allocation of pooled cash and investments between funds was outside the scope of this audit."
I'd hazard these are pretty large lacunae in the data,
considering some of the systemic risk with our pre-2015 building and infrastructure stock, let alone the amount of non-Title-24 construction that was rushed through hence...

Talking liquidity in a coastal city with a 100 year legacy of carbon in the sky...

13. (22-0054) WITHDRAWN
Recommendation to authorize City
Manager, or designee, to execute a
contract, and any related documents
including necessary amendments, with
the Helen Sanders Cat Protection and
Welfare Society, of Boulder, CO, to
partner with Long Beach Animal Care
Services to provide spay/neuter
education and related services, in an
annual amount not to exceed $50,000,
from January 1, 2021 to December 31,
2025 with two five-year renewals
through December 31, 2035, at the
discretion of the City Manager.

This contract implies that Helen Sanders Cat Paws
maintains a kitten nursery, a fact that cannot be
corroborated with ANYONE in the animal rescue
community. The Contract is factually flawed and using
public money to pay up to $50,000 a year, for 10 years is half a million dollars,. I urge the Council to postpone this vote to ensure scarce animal welfare funding is not being wasted. A key principal of Compassion Saves is
'community involvement" yet NO ONE in the animal welfare community was ever informed of this 1/2 million dollar
expense. Please postpone.

adopt resolution authorizing City
Manager, or designee, to execute a
contract, and any necessary
documents including any subsequent
amendments, with Frontier California,
Inc., of Norwalk, CT, to provide local
and long distance telephone, data
communications, and internet services,
on the same terms and conditions
afforded to the City of Los Angeles, in a
total annual amount not to exceed
$2,200,000, until the City of Los
Angeles contract expires on March 31,
2024 with the option to renew for as
long as the City of Los Angeles contract
is in effect, at the discretion of the City
Manager. (Citywide)

So... question about some of the CUPs (Conditional Use
Permits) that this city has given out to various mobile communications firms:

How can you prove to me that Southern California Edison does not have root and trunk access to all of the City's communications streams (all means all) where these
permits are co-located, and dependent, upon SCE physical infrastructure?
From national broadband access, rollout, and standards - such as GDPR, CA Data Privacy Act, maybe net neutrality nationally - how do all the folks who have to work from home know, with any degree of certainty, that someone cannot just walk up to one of these towers and patch in?
For the record, I have never tried to do this, nor would I.

But, also for the record, I was in the City Council meeting in the old building where the schematics for one of these such permits were (for, like, a nanosecond...) publicly presented.

Perhaps more prudent to ask here at this time, but wasn't it obvious then?
Just saying.

I urge City Council to overrule the Board of Harbor
Commissioners' adoption of the Final IS/ND for this Project.

As the effects of the climate crisis are felt more and more severely in Long Beach every year, it is up to our city government to step up and take bold action to reduce the presence of fossil fuels and their infrastructure in Long Beach. We must take every opportunity we can to remove
oil tankers from our oceans, and make substantial
investments in renewable energy infrastructure.

Honorable Mayor and Members of Council,
The Harbor Association of Industry and Commerce is non- profit industrial trade association that serves as the united voice of the harbor business community.

We are writing to respectfully request your SUPPORT to
item #20 in tonight's agenda- World Oil Tank Installation Project
The proposed project will install and operate two new
25,000-barrel storage tanks at its Long Beach terminal
located at 1405 Pier C Street.

These new tanks would be connected to existing utilities, including electrical lines and petroleum pipelines.

The two additional tanks will provide surge capacity for blending and storage of marine fuels; directly benefiting Port tenants who depend on these fuels.

Thank you!

Every time you approve a fossil fuel infrastructure project, you lock in decades of new carbon emissions. This project proposes the installation of petroleum storage. In other words, it requests your approval to recklessly contribute to climate change. 1 barrel of oil = 431 kg of CO2 emissions.

And so this project requests your approval of almost 11 million kg of greenhouse gases. That's the carbon
equivalent to chopping down 13,200 acres of forest. Would you approve cutting down 178,170 trees? That's what you're being asked to do here.

I stand in solidarity with SAFER CA, Earthjustice, Coalition for Clean Air, East Yard Communities for Environmental
Justice, Communities for a Better Environment, Center for Biological Diversity, and Sierra Club to oppose the World Oil Tank Installation Project. Vote no!

There you go again, filling in every single available space with ugly, environmentally neglectful and parking-absent projects that have cost Long Beach its reputation as a place filled with interesting, architecturally viable constructions.

This needs a real EIR before you start digging up the site.

But hey, we know nothing and you're all omnipotent. Until we yank you from politics. Which is happening soon.

This project is exactly the kind of development that the Downtown Plan is designed to attract. To create more
housing- in this case 108 badly needed housing units- Long Beach needs to densify out Downtown. Specifically,
everything within and around the A-train loop should rise taller and host more residents. Unless you approve many, many more projects like this, Long Beach will never reach out legal commitment to create additional housing units at part of our housing element and SCAG commitments.

This particular parcel is currently a large, often-empty garage located adjacent to a Taco Bell. There is no reason to deny this construction. It's perfectly suited for a multi-story mixed use development. Please deny this appear and
approve a site plan review for the project at 636 Locust. 1/10/2022

I urge the City Council to delay or abandon adopting the Middle-Income Housing Program. A report authored by
HR&A, CSG Advisors, and the California Housing
Partnership warned that "the history of bond financings for rental housing is littered with defaults resulting from a reliance on trended rents and risky underwriting." (Kevin Flores, forthe). While the city is obligated to create 4,158 units of housing for middle-income households by the end of this decade, it is also obligated to allocate 11,188 units of housing for low-income and very low-income households in that same time period. Any housing program that the city creates must address the needs of these lower-income
residents.

Important to define "Affordable Housing" expense
references in understandable $$$ (Dollar) Terms - not
Obscure "Area Median Income (AMI)" type language. The
public really needs your help in making the term "Affordable Housing" understandable.

For example in the "Middle Income Workforce Housing
Financing" memorandum attached and on the Council
Agenda today, what is supposed to explain the term
"Moderate Income Households" uses the incomprehensible
language below - this should be expressed in real world terminology of Dollars ($$$) and current income ranges, not by using the percentage of "Area Median Income (AMI)":
"Moderate income households are those households
earning between 81 to 100 percent of the
Area Median Income (AMI) and “middle-income”
households earning between 101 percent and
120 percent of AMI."
Explanations of housing cost should show the actual income ranges you are referencing. It's important for government to be understandable and transparent.

The "missing middle" is a serious problem. We're all familiar with single family homes and with midrise buildings, but what about duplexes, row homes, bungalow courts,
fourplexes, etc? These formats help to bridge the housing needs not met be affordable housing or market-rate homes.

As this motion says "moderate-income housing is the
category where the City's has shown the least progress," with only 39 units produced in 8 years! Clearly there's a market failure that you need to address.

I moved to Long Beach two years ago with a goal of building a life for my family. But we can't even buy our way into the game! There's simply not enough housing that meets our
income level. Please support this motion.

I am requesting that the Long Beach Shelter be immediately opened to the public, at least on the weekends. Kennels are full and animals are being killed for space, and without being listed, as is normally the case. We expect more from our shelter. Countless adopters are turned away or can't get appointments, no one answers the phone and emails go
unanswered. Dogs are being confined in kennels with little exercise and with no way to find a home. Even people
calling or showing up to surrender stray dogs are turned away by staff saying "the shelter is full." At this time when people need more help, and when the animals need to be
seen, this is not acceptable. The long closure should be over. The community pays taxes for an open intake shelter.

Please ask the city manager to open the shelter now to give the animals a chance to live and the community the help that they need. Thank you.

Hello, this is Elsa Tung, resident of the new District 5. I want to lift up the concerns and concrete recommendations of the Long Beach Gray Panthers regarding the PRM Strategic
Plan 2022-2032. I would also like to see specific timelines attached to each of the actions listed in Chapter 5. Without timelines, how will the City and the PRM Department be
able to track progress on the implementation of the eight stated goals, various intended outcomes, and many
actions? Rather than lip-service, the community deserves serious, time-bound action and investment in our public park system and staff, especially to address park equity and persistent disinvestment in Central, West, and North Long Beach.

In Brent Dennis' Dec report, he states as of Q3 2021, there were 783 adoptions at LBACS largely due to their
appointment-based system. As a volunteer and an engineer nerd (I'm a tech consultant", that # was a big surprise to me so I reviewed the detailed public records. Here's a
summary:

Per the city records, total adoptions for all animals Jan-Dec 2021 was 671, compared to Brent Dennis' statement of 783 adoptions for Jan-Sept 2021. In the case of the dogs, the adoption statistics are abysmal: 1209 dogs taken in and 1102 "outcome" #s comprised of 282 adoptions, 425 return to owner, 183 rescued by non-profits and 77 euthanized.

I have personally turned away dozens of people who have shown up at the shelter, and the number of
comments/complaints I get on my social media posts about the appointment-only process is too high to count! Lastly, there is no data available on # of appointments and how many directly resulted in adoptions.

Enough is enough. You can't save animals when the public can't see them. You also can't keep expecting the public and the rescues to do the work of sheltering found animals because LBACS is having a pandemic.

We are ALL having a pandemic.

It's time for the city to fox the shelters resource and staffing issues, and for the shelter to get back to work.

Council members,
I am requesting that the Long Beach Shelter be immediately opened to the public, at least on the weekends.

Thank you.

But who cares if folks in central LB, west LB and north LB don't have parks? Let them eat cake, right?

Council Members,
My name is Maria. I am a Long Beach resident requesting that the Long Beach Shelter be immediately opened to the public, at the very least on weekends. Kennels are full and animals are being killed for space without even being listed for adoption. We expect more from our shelter and city
council. Countless adopters are turned away or can't get appointments while phone calls and emails go unanswered.

Dogs are being confined in kennels with little exercise and no way to find a home. Even people calling to surrender strays are turned away because "the shelter is full." At this time of overwhelmed shelters across the nation, when
people need your help and animals need to be seen, this is not acceptable. The prolonged closure should be over. The community pays taxes for an open intake shelter. Please ask the city manager to open the shelter now to give these animals a chance to live and the community the help that they need. Thank you.

Council,
It’s time for PRM (Animal Care Services) to end its
policy of effectively closing the shelter with its appointment restrictions. The appointment restricted access is failing both people and animals. Animals are sitting in cages month after month. Most get very little or no exercise. It’s a kind of punishment that certified dog trainer/behaviorist are not allowed to use.Â
Many days there are few or no appointments, LABCS is an open air facility, and it’s ridiculous that no one can stop in, walk around to look at the animals that NEED to be
adopted.  Staff turn away sincere adopters who walk up, rather than adopt out animals. The shelter is FULL. Animals languish while the shelter makes claims of following
"regional and national conversations” to ensure animal welfare. Please direct the City Manager to ENSURE the
shelter is open for walk-in business. All artificial barriers to adoption, like appointment restrictions must end
immediately. Â

I am respectfully requesting Council DO NOT ENDORSE
PRM’s discussion to keep Long Beach Animal Care
Services as an appointment-restricted facility, which
effectively keeps an outdoor facility closed to the public. The appointment-only system is not working for the community.

Many days there are very few or no appointments. It is
heartbreaking that so many people are turned away when
they want to adopt, cannot get an appointment and the
shelter is full of deserving animals. A concession to open the shelter a few days a week is also insufficient.

Compassion Saves Principal 5, requires "community
conversations" not a bureau adopting "regional and national conversations" which do not resonate in our animal welfare community.

So this is what we have all been dealing with over the last year while Staycee has been at home.

Many LBACS staff have quit.

Volunteers are being fired for speaking out against Staycee (illegal).

The City Shelter is closed to the public who need to
surrender their animals. (illegal)
The public records we all used to be able to request have now been stopped. (illegal)
The Rescues who pull animals from LBACS have been so
mess around they now pull from other facilities.

The shelter is also appointment only for adoptions which has slowed down adoptions and the facility is passed full with animals languishing in their cages.

There has been no improvement in the relationship between LBACS and SPCALA.

None of the 13 principles of Staycee’s Compassion
Saves Model has come to fruition.
