CITY COUNCIL MEETING VIA
TELECONFERENCE PURSUANT TO AB 361
(GOV. CODE SECTION 54953(e)(1)-(2))
Dave Shukla [email protected] Reading over the agenda for the first time this week, there are a number of agenda items of interest to me and troubles I have had in this city over the past 8 years. I do intend on providing public comment about them. 1/31/2022

1. (22-0085) Recommendation to receive and file a
report from Mayor Garcia's travel to Washington DC
for the 90th Winter Meeting of the United States
Conference of Mayors.

3. (22-0087) Recommendation to adopt resolution
calling on the U.S. Congress and the U.S.

Environmental Protection Agency to take all
measures necessary to prevent further harm to
natural resources, wildlife, and citizens from the DDT
waste dumped in the waters between Long Beach
and Santa Catalina Island; and recognizing and
supporting Assembly Joint Resolution 2, filed with
the Secretary of State on September 17, 2021.
(Citywide)
Dave Shukla [email protected] So...
...not a softball consent item. In fact, it should be an agendized item.

This is basic to public health and public trust.

Items of this significance, in scale and impact, should have a regular hearing.

World Oil's a pauper's can kicked down the road compared to this.

Ever hear of Maxwell Potterdam III?
We've made films and TV shows about illegal waste barrel slashing/dumping [gotta make sure they sink, huh? what's that make you, a sinkhole?] in coastal waters in this country that Parents today saw as children - cf. Men at Work (1990) or Captain Planet (also, 1990).

How long have public officials known about this DDT issue? How long have Long Beach public officials known about this DDT issue? The public needs an open technical review of the Oil reinjection and recovery techniques by LB Gas and Oil.

Before "LBER" sneaks it into the CAAP, please, and all of Humanity loses another 4 years whilst this Council dithers away its world-historic opportunity on climate.

13. (22-0100) Recommendation to confirm City
Manager's promulgation of the revised Public Health
Quarantine Order for the Control of COVID-19,
issued on January 18, 2022, by the City of Long
Beach Health Officer as a regulation. (Citywide)
Dave Shukla [email protected] Support.

I would like to see a systematic review and assessment of the "decision" (whose?) to re-open early on 5/1/20 based on:
- What we have learned from multiple variants (delta, omicron, etc.), and contract tracing from LB Health Department and LA County Health Department about spread of the novel coronavirus over the first 2 years of the pandemic
- The total number of estimable excess deaths due to the "decision" (and whose?) to re-open from lockdowns early on 5/1/20 - both for Long Beach and California
- The total economic cost compared with what it would have taken to wait until 6/1/20 to re-open - both for Long Beach and California - How many episodes (with data anonymized, no PII please) of documented community spread were there *in Long Beach*, with a breakdown by vaccination status
- The added drag-weight cost, so to speak, of continued pandemic response at our current levels (Oct - January, so project from Q1 FY 21- 22 to quarters 1-4 for FY 22-23 and FY 23-24).

Science, Technology, Engineering, Arts, and

20. (22-0107) Recommendation to adopt resolution
authorizing City Manager, or designee, to execute a
contract, and any necessary documents including
any necessary amendments, with MediaNews
Group, Inc., of Denver, CO, to provide The Press
Telegram digital subscription access for City of Long
Beach employees, in an annual amount not to
exceed $5,500, for a period of two years with the
option to renew for three additional one-year periods,
at the discretion of the City Manager. (Citywide)
Dave Shukla [email protected] Interesting.

I would be more inclined to support if a) this city owned its own city newspaper b) the LB Post had a real union c) the LB Business Journal divested all financial interest and editorial control from the LB Post, d) the Press Telegram building wasn't the Molina building, and e) we had all of our public notices for things that must be noticed in the paper *also* (not exclusively) but also noticed in the LA Times.

Then you could get everyone an LA Time subscription.

Then I would support.

The Press-Telegram isn't a local newspaper any longer. Neither is the Grunion Gazette, the Signal Hill Tribune etc. If you want to spend for local news, little Bobby's best buddy John Molina has this horrible digital paper, LBPost that parrots every press release emanating from city hall. Put your money there, since the owner is one of your favorite donors. 2/1/2022

diana lejins [email protected] While I don't particularly support the LB Post, giving taxpayer $$$ to any news group is absolutely not acceptable unless an equal amount is given to all. I believe it would be grounds for a 1st amendment lawsuit.

Additionally, the city should not be in the news business. It is a conflict of interest at the very least.

Long Beach has a locally-run nonprofit social enterprise dedicated to reusing (not just recycling) electronic waste called Human-I-T. This contract would be allowed to terminate and the City should open up the RFP process so that Human-I-T can respond.

Janet West [email protected] I urge a no vote on Agenda Item #24. The property at 4151 East Fountain Street is at the end of a narrow street on a cul de sac. It's an unusually shaped 1.4 acre parcel and except for the small street frontage on East Fountain Street has shared boundaries with single family homes and small multi-unit apartments.

Initiating the bidding process whereby a developer can purchase the property and maximize profit with density, minimum parking, and small setbacks is a travesty to the neighborhood and the property owners.

I urge all parties to this action to drive by the property and see for yourself. 2/1/2022

25. (22-0112) Recommendation to adopt resolution
authorizing the City to (i) approve the issuance of
bonds by the California Community Housing Agency
to finance the development of the Civic Center Mid-
Block, and (ii) authorize the execution of all
documents necessary to effectuate the issuance of
the bonds and the development of the Civic Center
Mid-Block as described below, including a Public
Benefits Agreement with California Community
Housing Agency. (District 1)

Don't let this travesty continue. You've managed to mess up every local project out there, especially the Queen Mary's restoration/revival/upkeep (maintenance being a dirty word in this city). Oh yeah, and Community Hospital. Your new city hall, civic center is horrible, trees are already dying and now, lacking the initial developer you had, it's time to bring in another who'll build expensive apartments that'll get rented after you've all left office and they can't find anyone to take them. Bonds will have to be repaid by ME and the rest of the city, because we all know you'll default on them. Receive and file this mess until we have a REAL auditor who will look CAREFULLY at the project, not Laura Doud, who gives knee-jerk responses and is part of your horrid cabal.

Manager, or designee, to execute all necessary
documents with Dell Marketing, LP (Dell), utilizing
the approved Dell Master Purchase Agreement No.
28280, for the purchase of personal computers, in
an amount not to exceed $2,000,000; and

Authorize City Manager, or designee, to execute a
lease-purchase agreement, and related financing
documents, with Banc of America Public Capital
Corp, of San Francisco, CA, for the financing of
personal computers, in an amount not to exceed
$2,138,000 including escrow fees, principal, and
interest, payable over a five-year period. (Citywide)

ADJOURNMENT: Dave Shukla [email protected] I judge days by their dawning, so on this night, the night of January 31st before February 1st dawns, it must be said that questions about this place, this city, my hometown, remain.

I am one of the small minority of Long Beach adults (about 10%) who does not own a personal vehicle. Let's be honest: this City is designed by and for car-owners. Every day I bike or scoot to work and I'm regularly honked at, harassed, and intimidated by drivers who believe the road is designed for their exclusive use- why would they believe otherwise? Both sides of the road are dedicated to free parking and there's no travel lane for anything but motor vehicles.

The Bicycle Master Plan, the Safe Streets Plan, the CX3 Pedestrian Plan... how many times and in how many different ways can the community provide you with the answers? Time and again, plans are created and left unfunded. Even when the opportunity arises to implement plans, there are no accountability structures to hold City Staff accountable for their implementation.

In the interest of public safety and as an urgent response to climate change, I ask the City Council to please accelerate implementation of COMPLETE STREETS.

Please include the following:
1) it is a well established fact that bike networks increase the number of people who ride on a regular basis. In Long Beach we have a great start on networks with streets such Broadway, which extends east west and Daisy, which extends across the city north south. What are cities plans to complete this network?
2) Studies show that separated facilities such as those on Broadway are safer and increase the number of people riding and scooting (https://nextcity.org/urbanist-news/nacto-survey-protected-bike-lanes- safety-equity). What are the plans for more protected lanes? 3) The biking and walking connections between East and West Long Beach across the 710 and LA River are atrocious. These photos taken at the PCH and 710 intersection illustrate the problem
(https://acgallery.smugmug.com/Bike-Long-Beach/LB-710-interchange/) 4) Many cities have a group that meets regularly with city staff to review plans and issues. Will Long Beach create a similar group. 1/31/2022

Jason Avila [email protected] Lack of North/South bike paths. East/West fairly well covered, especially with the beach path, but getting to the beach path (from Greenbelt, Zafferia) is difficult.
