28 2029 Housing Element will result in any significant environmental impacts that have not been previously studied; and that the EIR Addendum is appropriate for the proposed 2021-2029 Housing Element since the conditions set forth in Section 15162 of the CEQA Guidelines are not present.

Section 2. The City Council finds, based on the age, and in some cases, the declining or deteriorating conditions of primarily non-residential structures located on non-vacant sites, as well as the likelihood of commercial uses on non-vacant sites converting to mixed-use residential developments due to the continued decline of existing retail-only uses, as well as the currently documented high commercial use vacancy rates in the City as compared to the Southern California region; together with recent regional development trends (where conversion of non-residential uses on non-vacant sites to housing developments to accommodate a range of household types including lower income households has been prevalent), the documented interest from housing developers to construct housing projects in the City of Long Beach; the lack of developable vacant sites in the City; the prioritization of sites identified in the site inventory for future residential and mixed use development through the 2019 Land Use Element update; and the existing uses on the sites identified in the site inventory to accommodate the RHNA including the lower income RHNA are likely to be integrated with new residential uses, or discontinued during the planning period; and therefore are not considered significant impediments to additional residential development during the period covered by the City's 2021-2029 Housing Element.

Section 3. The City Council further finds that the 2021-2029 Housing Element, which is attached hereto and incorporated herein by this reference as Exhibit "A", addresses all of the legal requirements as set forth in the California Government Code, and that the Housing Element is compatible with, consistent with, and integrated with all other Elements of the City's General Plan; and the City Council therefore adopts said 2021-2029 Housing Element to replace the 2013-2021 Housing Element of the General Plan in accordance with State and local law.
