In regards to the presentation and recommendations from the consultant for the reform of the Citizens Police Complaint Commission.

It's time, after 30 years of status quo, it is time to put a charter amendment to the vote of the People of Long Beach, so that we, as a whole, can be confident that this body (the CPCC) remains independent, transparent, and has the power to effectively work with the City Manager's office and the Police Department to ensure our officers are policing within 2/15/2022

Steve Worley [email protected] The City should MAINTAIN the current sunset clauses for hotel and custodial workers and NOT AMMEND the MC for some possibility of a future pandemic. No one can know what labor conditions “might be” in the future and this could fact be wrong then. STAY OUT OF EMPLOYER/EMPLOYEE issues.

10. (22-0176) Recommendation to respectfully
request City Council approval of the 2022 Federal
Legislative Agenda as recommended by the Federal
Legislation Committee.

Dave Shukla [email protected] Good afternoon,
There are public comments I have made on the Federal Legislative Agenda at previous Committee meetings, and I look forward to providing public comment this evening after the presentation of the document.

The main point to stress, without delving into specifics of the document, is that there is so much flux and yet potential also risk involved in the transition away from basing an economy of fossil fuels - including nice and promising things like using existing electricity pathing for offshore oil/gas in State waters to direct the conversion to offshore wind in State and Federal waters ... something I sincerely hope the City of Long Beach takes seriously as a responsibility to its residents, and globally, for 100 years of climate forcing activities - cheap and fast for only the good years...

Hard to see how to do that without local control - either a CCA or LBDWP or something - across utilities, including electricity and broadband - of/by/for/from Long Beach.

11. (22-0177) Recommendation to receive and file a
report on the evaluation of the City of Long Beach
Citizen Police Complaint Commission (CPCC); and
Receive general direction from the City Council on
the recommendations to begin the process for a
Charter Amendment on a new CPCC structure and
initiate the meet and confer process with employee
labor organizations. (Citywide)
Ian Patton [email protected] It is essential that the citizens commission have ultimate authority over the new Inspector General--power to hire, fire, help guide, and review the work product of. The new IG needs to have complete access to LBPD, beyond just Internal Affairs. In LA, the IG has real time access to the case system. The IG must be empowered to conduct independent investigations, especially of officer involved shootings, abuse, and special treatment allegations. And all matters before the citizens commission which can be discuss publicly must be held in open forum. And it's essential that the citizens commission hire it's own exec. dir. and staff, apart from the City Manager's control, that it and its IG have a robust budget far larger than the current CPCC budget, and the City Manager can no longer be allowed to bury commission (or IG findings). All findings must be released to the public. Ultimate authority to discipline is another matter, but there must be the utmost transparency possible. 2/15/2022

Greg Buhl [email protected] This report is not useful, unless the goal was to address appearances while leaving the fundamental problems in place. Problem number one is too much power in the hands of an unelected city manager. There are too many unanswered questions for this to go forward, like who will appoint the Inspector General and what oversight role is left for the CPCC. For all we know this reform will just put more power in the hands of the City Manager while making the CPCC even less relevant.

The report lacks specifics. l The major question - who hires and the inspector general. I am guessing its the city manager. If so, nothing will change. They system is corrupt. We need to hold the chief of police responsible for discipline, not the city manager and the chief of police should report to and be hired and fired by a Citizen Commission who has hire and fire authority over their own staff, including the inspector general.

Nothing less will make a difference. This report is useless. 2/15/2022

Dave Shukla [email protected] Interesting...

Is it really going to change the fact that through the Redistricting process, the burden on the Westside (and poor folks, women folk, people of color, climate vulnerable folks like youth and seniors) has actually increased? Just in relation to parks, this was something that could be anticipated, and frankly, we did not need to concretize environmental apartheid in our city any further, yet...

How do we know these projects, as contracted, as designed, as funded, fit into SB 100 or SB 1000 scenario planning by the State of California? How can we be sure of that?
What kind of site inventorying, monitoring, and data sharing by this City would be necessary to achieve that?

Dan Knapp [email protected] For over 3 decades the Conservation Corps of Long Beach (CCLB) has partnered with the City to bring valuable resources to the communities we serve. Thousands of young people have come through our doors to garner critical job training and support services, all while serving their community and improving the world we live in. Over the past 5 years CCLB been able match every dollar in City contractual services at a rate of more than 10 to 1 (for every dollar of City contracted services, CCLB has contributed ten). Our mission is to Support young people in realizing their potential through work, service, conservation, and education. We are proud of our partnership with the City of Long Beach and we are excited and look forward to doing even more together in the future! Thank you 2/15/2022

Dave Shukla [email protected] Support.

Looking forward to seeing the "Center" after the current temporary location at the Expo center on Atlantic Ave -
- for the record, I do not think it is the sole responsibility of the Black community in Long Beach to provide for an eventual, permanent, African American cultural / historical / community resource center in Long Beach.

That said, a Center, a real Center, should be accessible to, and built up from, the living history of black folks' of/by/for/from Long Beach.

Wealth of 140 years of history.

My neighbor, Margaret Brown, helped integrate our neighborhood by challenging the FHA redlining in the mid-1960s, for instance.

For her trouble, and for being of the first (and only) families of color in our neighborhood, her only child was bullied mercilessly, the kids from Kettering elementary would literally pull the flaming bag of dogs*** on their doorstep... it continued past when he graduated from Wilson... so many examples...

Build an LB Afro-Am Center already!
