PUBLIC COMMENT: Dave Shukla [email protected] "Oh, the history books tell it They tell it so well
The cavalries charged
The Indians died
Oh, the country was young
With God on its side
The Spanish-American
War had its day
And the Civil War too
Was soon laid away
And the names of the heroes
I's made to memorize
With guns in their hands
And God on their side
The First World War, boys
It came and it went
The reason for fighting
I never did get
But I learned to accept it
Accept it with pride
For you don't count the dead
When God's on your side
The Second World War
Came to an end
We forgave the Germans
And then we were friends
Though they murdered six million
In the ovens, they fried
The Germans now too
Have God on their side
I've learned to hate the Russians
All through my whole life
If another war comes
It's them we must fight
To hate them and fear them
To run and to hide
And accept it all bravely
With God on my side"

NEW BUSINESS: Dave Shukla [email protected] Given the global turbulence brought on by Putin's invasion of Ukraine, it is understandable that much of the Council Agenda and priorities for this week are being reevaluated and adjusted on the fly.
As of time of writing (10:30am PDT / 6:22pm UTC 2/28/2022) Kiev has not yet fallen to Russian armed forces. But the Ukranians are calling for a ceasefire and negotiations. It is possible that by the time of Council tomorrow evening, the situation could look very different. An escalation with NATO has not yet occurred, but is still possible.
After years of intentional effort to bend the curve of global emissions, once again they could sharply rise up, but this time, kicking the planetary system, permanently, into a different kinetic state.
Nasty brutish and short towards Venus at 867 deg. F, huh? All war is theft from the future, but Putin's now more than most. https://twitter.com/Sammy_Roth/status/1497963772631138312/photo/1 There is another way.
Let's build the future already!!!

PUBLIC COMMENT: Dave Shukla [email protected] Come you masters of war You that build the big guns
You that build the death planes
You that build all the bombs
You that hide behind walls
You that hide behind desks
I just want you to know
I can see through your masks
You that never done nothin'
But build to destroy
You play with my world
Like it's your little toy
You put a gun in my hand
And you hide from my eyes
And you turn and run farther
When the fast bullets fly
...
You fasten all the triggers
For the others to fire
Then you set back and watch
When the death count gets higher
You hide in your mansion'
As young people's blood
Flows out of their bodies
And is buried in the mud
...
Let me ask you one question
Is your money that good
Will it buy you forgiveness
Do you think that it could
I think you will find
When your death takes its toll
All the money you made
Will never buy back your soul"
- Bob Dylan, 'Masters of War' (1962, based on Jackie Washington, arrng. 'Nottamun Town') 2/28/2022

Dave Shukla [email protected] Hello,
I'm not particularly keen on the idea of these meetings always being teleconferenced, or, like a couple of the commission meetings last week, *barely meeting the public noticing requirement*,
however,
Have you looked at what omicron B.A2 looks like? Far different from the novel coronavirus or the delta variant.
Stay safe, folks

Dave Shukla [email protected] Hello,
"Due to delays associated with the pandemic and resulting limited resources..." Horse Dung.
Notification has been typed up, with the CM's name on it! That's an improvement from Thursday.
As are some of the edits.
However, the content ...
1. Not *yet provided mandatory green bins to all residential accounts
2. Not *yet provided mandatory green bins to all commercial accounts 2 cu. yds+
3. (rollout did start, but selectively and not in ways that have scaled out)
4. The justifications given for why the City hasn't pursued cheaper, more readily available options than a delayed RFP/Q for a "combined waste stream" are non-existent -- City Staff are misinforming Council Members and the Public on that being the only option for dealing with yard waste, non-food organics, etc.
5. Soil, not oil.
6. CCR CRR Section 18984.6 is where Long Beach should start, given the amount/variety/intensity of local pollutants
7. 12/31/23 is a year too late for each deadline
8. Plastics.

PUBLIC COMMENT: Dave Shukla [email protected] To be perfectly honest, the City of Long Beach is to be commended for scheduling the presentations in the Climate Action and Environmental Committee of the Council today.
Some of the most important information about this City, in real-time, and not just being discussed by our local representatives of the Joe Manchin chapter!
It's not everything, but it is a start.
Sometimes, that's the most important thing.
We just have to start reducing these emissions...

PUBLIC COMMENT: Natalie Gordon [email protected] I live off Walnut and 3rd and I've noticed a decrease in usable parking spaces (patio park-lets), increased red-lines on broadway and decrease in parking spots due to the dangerous road diet). I've also noticed an increase in parking enforcement going around. The city needs to figure something out. residence need to be able to park our vehicles... especially when the city is continually taking away streetparking for resident tax- payers.

13. (22-0283) Recommendation to request City
Council support of the CARE Court framework that
will create a new State policy for Mental health
services - and request City Manager to examine the
feasibility of the local program being administered by
the Long Beach Department of Health and Human
Services (LBDHHS).
Natalie Gordon [email protected] Hold this comment for the next agenda item (your "SpeakUP system is incompetent). The cultivation tax is a flat tax, meaning it's not proportional to the sales price, The tax is added early on in the supply chain, regardless if the material is ever sold for profit. The industrial farming complex is contributing to over-taxing the middle-class and lower-class and letting big corporations get out of paying their fair share of profits. The state projects a $31 billion surplus in 2022, it can handle the offset for this industry that has very much helped CA tourism and more. 3/15/2022

John Martoni [email protected] I hope the city council will express support of the CARE Court framework.
It is inhumane, unsafe, unhealthy and mean to let drug addicts and mentally ill people rot in their own feces on our streets. 3/13/2022

Rosalyn O. [email protected] The cannabis industry is growing fast with equal opportunities for everyone. 77,000 jobs were added across the sector in marketing, retail, farming and distribution. Current tax rate of 37% is steep compared to taxes for alcohol, oil, etc. For every dollar profited about 35 cents covers taxes. Furthermore, once the federal government imposes a tax the industry will go from bad to worst. Increasing taxes will cost people jobs, stores will suffer lost revenue in goods (i.e. product sitting longer on the shelves) because consumers can not afford to buy. Decreasing sales taxes will increase revenue for the City of Long Beach because more jobs will be created across the sector.

Prop 62 was in my opinion was meant to help the cannabis thrive but instead it's driving the people back into the black market. Due to these unfair cannabis taxes it's collapsing the industry all we are asking is a little compassion.
Thank you for hearing me out.

Excessive and unfair taxes have driven the legal cannabis industry to the point of near collapse
Taxes for the Cannabis industry are excessively high compared to other industries, like oil
Thousands of jobs would be lost if Cannabis stores, growers and distributors go out of business. Many of these jobs are union jobs with health benefits.
The point of Prop 64 was to allow the Cannabis industry to thrive and don't drive out the black market but it has done the opposite Black and brown entrepreneurs and small business owners are unable to have a seat at the table and a path into the industry due to lack of access and strict regulations on who gets licenses. People talk about social equity but put very high bars for disadvantaged individuals most impacted by years of criminalization.
There are still thousands of people who have yet to have their records expunged and they have not been able to recover from the devastating effects of the ineffective war on drugs.
