Kevin Markson Not sure if my comment was received but here goes again: I've been to this business 3 times with friends. It’s great! Where else in Long Beach or LA can I listen to great live music, eat good food, be treated like a king, see my own people, and have a high end experience that doesn’t empty my bank account? This is a unique business that brings people to Long Beach.

Lynda Moran I am a Long Beach voter and my Councilmember is Cindy Allen. Myself, family and friends have eaten at this establishment several times, the food and atmosphere is very friendly and his staff very personable. I was not aware that they were having any problems with their License, until one of the employees (Single mom of 3) shared with me that she may have to look for another job or she would be homeless. This establishment is a breath of fresh air to the Downtown area, and a great place to view your favorite sports events while relaxing in a safe environment. Please work with them to Grant their Business License.

Zoe Nicholson Dear City Council and Mr. Mayor, As a Long Beach resident, I’m proud of our city for denying JP23 a permanent business license and entertainment permit. This bar is not only a nuisance, but a threat to our community’s safety.
My city has a majority of women on the city council.
My city voted unanimously on establishing the LB Commission for Women & Girls. My city voted on Claudia's law to protect our hotel workers.
Most of the council members in my city have daughters.
This entire issue should be resolved in protecting one another. We need to unite and prove our position through DEEDS.
I am asking that my city radiate light and safety for all.
Please hold fast in opposing JP23’s business license application on April 12, 2022 and for as long as they attempt to remain in this city.
Don't forget you voted on the Violence against women act and the ERA! Zoe Nicholson

karen hamilton I urge the city council to move this issue to the Hearing Officer and then to expedite the hearing. Then I urge the hearing officer to vote NO on the appeal and pull the license. The business has been operating without a permit but further, does not operate within the parameters of the municipal code nor their special operating restrictions of their liquor license. The operating restrictions are due to the business being within 150 feet of a residence. They should restrict noise, littering, loitering, illegal parking by employees in the shared alley, etc. They do none of that. Further, on a regular basis they do not follow the LB municipal code on noise found here
https://library.municode.com/ca/long_beach/codes/municipal_code?nod eId=TIT8HESA_CH8.80NO_8.80.170INNOLIAXSOLE. Attempts to get them to reduce the noise has not been successful. This business has no interested in being a good neighbor.

Patricia Clark This club does not deserve a spot in Long Beach. They have not protected their customers, and/or encouraged sexual assault. Please do not approve their business license application. Patty Clark 4/6/2022

Alice Stevens To the members of City Council:
I am writing to express my continued concern that a JP23 bar is operating in our city. The owners of the bar have a bar in Downtown Fullerton that has numerous accusations of drugging, sexual assault, and robbery. You can watch a news report about this bar at https://www.youtube.com/watch?v=mn3CCEUhi50
I am deeply concerned about the safety of my fellow Long Beach residents as well as other visitors to Downtown Long Beach if this bar is allowed to remain open. As a victim of sexual assault myself, I would be remiss if I did not speak up in an effort to prevent others from experiencing the trauma that I and countless others have experienced. I humbly ask you to reconsider allowing these owners to operate a business in our city.
In gratitude, Alice Stevens

Laura Bucher As a Long Beach resident, I’m proud of our city for denying JP23 a permanent business license. This bar is not only a nuisance, but a threat to our community’s safety.
A number of people have stated that they’ve blacked out after one drink - directly handed to them by the bartenders, were drugged, sexually assaulted, and woke in bouncers’ cars with bruises on their body, and robbed at gunpoint by bouncers in the restroom.
The owner claims the allegations are baseless. However, JP23 Fullerton has previously had its liquor license suspended after it was determined that there were “chemicals” in the drinks.
Since then, protesters have rallied outside the Fullerton and Long Beach locations and were met with violence at the hands of the owner, his friends, and the bouncers.

PUBLIC COMMENT: Michelle Baker We are very concerned about the lack of ethics in the City of Long Beach. Laura Doud should resign and not one City Council member has spoken out. Secondly, we need to stop using office holder accounts for political purposes. Mayor Garcia and the rest of City Council has destroyed the 1994 voter-approved Campaign Finance Reform Act by raising officeholder account limits to $120,000 and $300,000. Its unethical and we are starting to look like the City of Bell with all th is unethical acts. Also Measure M was a result of incompetence's from the City Attorney Office.

17. (22-0407) Recommendation to request City
Council to receive and file a presentation in
recognition of Cambodian New Year.
Kerry Chhay
Dear honorable city councilmembers and city staff, I am Kerry Chhay, an advisory member of CTI. I have been a volunteer for many Cambodian events in supporting our community organizations. I support the recommendation to request the City Council to conduct a presentation in recognition of Cambodian New Year. The community has come far to advocate for support and achieve the designation as a cultural and business district in 2007. On April 3, 2020, the community was appreciative of city council designating April officially as Cambodian Heritage Month. It is very inclusive to all Khmer events in Long Beach as we ride this momentum. We recently had a successful Cambodia Town New Year Parade back on April 3, 2022. Thanks to our Cambodia Town Inc and volunteers for their efforts. I thank Councilman Supernaw for being co-host. I thank Councilwoman Price and Austin for attending our event. CTI is non partisan and hopes to see everyone at the next new year parade and culture festival.
