2. (22-0540) Recommendation to approve the
minutes for the City Council meeting of Tuesday,
May 3, 2022 and the City Council Study Session of
Tuesday, May 3, 2022.

Dave Shukla [email protected] Will the minutes reflect that on the end of that meeting, as stated in e- comment last week, the current CM of the 5th district could not focus her attention to hear a man try to right a, well, pretty telling wrong given how this City works, and for who, and how not? Or that the current elected leadership of the City apparently cannot help but be distracted by that CM's constant chirping in their ear? Pretty evident from being in the room, where the rest of my comments on today's agenda need be given? ds 5/17/2022

21. (22-0560) Recommendation to authorize City
Manager, or designee, to disburse direct relief grants
for the Long Beach Recovery Act (LB Recovery Act)
programs, consistent with City Council approval of
the LB Recovery Act. (Citywide)

It is recommended that this item be approved. It makes it easier for staff to provide direct payment to grantees, nonprofits, and small businesses without having to return to council if changes are made. 5/16/2022

22. (22-0563) Recommendation to request the
Mayor to convene the Charter Amendment
Committee of the City Council within 30 days to
discuss placing a City Charter amendment before
the voters to combine City Charter Article XV
(Department of Public Utilities) with Article XIV
(Water Department) to merge the existing water,
sewer and gas utilities into a single publicly-owned
utility, governed by the existing independent
Water/Utility Commission, for the purposes of
improving customer service through better
coordination of street pipeline and infrastructure
repairs. (Citywide)
GLennis Dolce [email protected] I suggest that you wait until after the November elections to have this discussion with the voters. There is simply too much about this that needs to be discovered and understood before rushing through a charter amendment like this. We have not even had the monies resolved from the lawsuit over the city stealing money from the water utility payments. Have the decency to postpone this until after the elections and save it for a future ballot. We don't trust you and I don't consider the water commission "independent".

Richard Rothell [email protected] The Court recently ruled that the city improperly used utility monies ( I think the Gas Department). Does this merger impact the court ruling. If the merger would allow the city to used utility monies for items not specifically related to the utilities, them it should be denied. If the proposed merger would still give us a bill from the city with separate charges for water, gas, and sewer then these monies should remain separate for one another and only used for that specific utility as billed. 5/16/2022

diana lejins [email protected] While on the surface this seems like a money saving venture, because the water department has been so underhanded in it's quest for raises to send $$$ to the general fund, I have very little trust in this proposal.

It is my understanding that the Water Dept has already created a very highly paid position in anticipation of this possibility. More wasted tax dollars.!
And, the commission governing the water department has been anything but independent. Even most of the commissioners themselves are questionably "independent."

Commissioners Establishing the Rates and Charges
to be Charged For Water and Sewer Service and
declaring the urgency thereof, and providing that this
ordinance shall take effect at 12:01 a.m. on June 1,

diana lejins [email protected] This is not clear and needs to be explained.! 5/15/2022 051722eCommentsReport.xlsx Page 2 of 3 Printed: 5/17/22 4:00 P.M. eComments Report for City Council Meeting Agenda of May 17, 2022 Item Name E-mail Address Comment Received
PUBLIC COMMENT Vanessa

Hello My name is Vanessa Covington and I am resident of district 6. I would like to hear an update on file #21-0335 CD5 - Tree Replacement Program Memorandum that was approved last year on 4/20/21. This agenda item asked the city to come up with a comprehensive plan to replace trees that are removed, and provide a maintenance plan from when the tree is planted through maturity in 90 days. It has been far too long and a draft should be done by now. I also wanna advocate that the Youth climate Corps only hire residents of Long Beach as that is sustainable and equitable as a city of about half a million in population.

Thank you
