1. (22-0625) Recommendation to receive and file
report on travel to Washington, D.C. with the Mayor
and members of the Federal Legislation Committee.
Dave Shukla [email protected] It would be helpful to hear *which* specific grant opportunities for IIJA (Infrastructure Investment and Jobs Act) funding will be available to the City, particularly those that achieve objectives across multiple planning/priority areas -- for instance, complete streets for decarbonization/decongestion/safety/reduced cost of VMT's to consumers, etc.; or solar shading + battery storage + EV charging facilities in publicly owned parking lots/structures; or increased investment in ZEV public transit buses for "virtual peaking" and mobile storage for EV charge/recharging when not on route; or affordable housing as social infrastructure; and so on -- based on the public information session on federal funding for the consolidated plan, it is likely one can create several competing needs assessments / priority lists for Federal funding, but how does Long Beach ensure careers are created with livable wages for people *living in the City of Long Beach now*?

The cannabis industry should be a gateway to opportunity for people of color who were historically antagonized and abused under marijuana prohibition. When Long Beach legalized retail marijuana, white male business owners snatched up all the permits. But of course. So this measure will help to create opportunities for equity. Please support. 6/11/2022
13. (22-0637) Recommendation to adopt
Specifications No. RFP ED22-022 and award a
contract to Human-I-T, of Long Beach, CA, to
implement and administer the Free Internet Services
& Computing Devices Program, in an amount of
$1,000,000, with a 20 percent contingency in the
amount of $200,000, for a total amount not to
exceed of $1,200,000 for a period of two years, with
the option to renew for three additional one-year
periods, at the discretion of the City Manager; and,
authorize City Manager, or designee, to execute all
documents necessary to enter into the contract,
including any necessary subsequent amendments.

Dave Shukla [email protected] This item is one example of opportunities this City has to implement some of the Data Privacy work by the Technology and Innovation Commission to ensure recipients of these forms of broadband access aren't being digitally profiled or having their data privacy rights abused.

Dave Shukla [email protected] So...
1) Why is this filed by Financial Management, and not Public Works or the Gas and Oil depts.? There is some sort of procedural reason, yes? 2) Did you know that next to soil creation, sequestration of carbon into concrete-alternatives (like, X-crete), is an exciting new way to implement your city's climate action plan? Gee Whiz!
3) Doesn't the City have concrete mixing companies? Including a factory down by the Port?
4) Slurry
5) quoting the staff report: "The City of Long Beach utilizes slurry for the backfill of trenches, pressure grouting for abandoned gas lines, and construction projects" ... which specifically?
6) Any chance of a map where these multiple departments have simultaneous need for backfill of trenches to pressure grout abondoned gas (not Oil, or water, or sewer, or conduit...?) lines, and those other "projects" ?

I'd like to share a personal story about how PrEP positively impacts the LGBT community. I grew up gay in a rural town in the 90s and early 2000s. At the time, Republicans were driving up the score in red states by campaigning against gay marriage and gays in the military. They also promoted abstinence-only education and my high school sex ed included a section that could be summarized as "if you're gay, you're probably going to die from AIDS." For a decade after high school, I felt shame, guilt, and fear every single time I had sex with another man. I got tested regularly and I any time I got sick- a cold, flu, allergies- I was sure it was HIV. Then came PrEP, a daily pill that's 99% EFFECTIVE at preventing infection. Used in combination with condoms and antiretroviral therapy, it almost completely eliminates the spread of HIV.
PrEP freed me from the constant worry and fear of my own sexuality.
Please fully fund this program, and expand and normalize STD testing. 6/11/2022

Ullman Sails Long Beach Race Week, from June 23

I would expect better from the Development Services and the Economic Development Departments. This Council passed an "urgency ordinance" and after an entire year, they still need more time? Who is establishing their priorities? Why is it acceptable to blow past deadlines like this? 6/11/2022
22. (22-0645) Recommendation to receive
supporting documentation into the record and
conclude the public hearing; consider an appeal from
David Derahim care of Ahmad Ghaderi (APL 22-
003); and, uphold the Planning Commission's
decision to deny a Conditional Use Permit (CUP 18-
001) for a new car wash located at 5005 Long Beach
Boulevard in the Commercial Automobile-Oriented
(CCA) Zoning District or provide alternative direction
to approve or approve with conditions. (District 8)

At a time when car prices are at historic highs, gas prices are skyrocketing, and the state is declaring multiple water emergencies due to drought, we don't need any more car washes. I sympathize with an entrepreneur just trying to open a business. But Long Beach does not need THIS business.

Carina Lister [email protected] This proposition for a $25 minimum wage for healthcare workers is being pushed in many cities and towns. An Economic Impact Report may help the Council understand the potential ramifications before the Council votes to support this. I sincerely hope that undertaking this study does not equate with accepting the $25.00 minimum wage.

The Iconix OAP Structure #B, shown in the packet that I have submitted to you in advance of this meeting, is within 6 feet of our classrooms and playground. Structure #B is harmful to our children and has destroyed our business. The children hear inappropriate music with vulgar lyrics daily.
Per the Long Beach noise ordinance, our school is designated a quiet zone. Locating lively group fitness activities with loud booming music and shouting instructors adjacent to children's classrooms should have never been allowed and should STOP IMMEADITELY! I respectfully ask our CD3 Council Member, Suzie Price, to make a motion to amend the ICONIX OAP so as to remove Structure #B. I ask the other Council Members to support this vital request. The removal of Structure #B is fair to both the gym and the preschool. The GYM has a plethora of outdoor space in Structure #A, Olympic Plaza Park, and the GYM's 4,169 SF rooftop. Thank you for your consideration! Belmont Shore Children's Center.

In certain areas of the city parklets work. In Belmont Shore they absolutely suck, Sidewalks in the Shore are narrow enough as it is, you're losing all that parking meter revenue you love so much by having these idiotic parklets take up both sidewalk and street space - and obviously revenue is falling for retail on Second Street with the parklets taking up so much space.
I'm sure that doesn't matter one bit to you - who cares about Belmont Shore anyway now that we've got 2nd & PCH (I've not been there and won't go) - but for those who live in Belmont Shore and who work in Belmont Shore these things are eyesores that ruin what was once a wonderful shopping experience for residents and visitors.
Give it up.

Jason Avila [email protected] I live in district 3 and am writing in support of keeping, and making permanent, the parklet program. These have been a wonderful addition to the city. Safety is a concern, and any permanent parklet must make bike and pedestrian safety a concern. Visual design standards should also be a part of the permanent parklet program, some businesses, like Olives on Broadway and (outside of D3) Lola's on 4th have invested into well designed structures that I would suggest using as a reference for a permanent model. Thank you.

Outdoor dining should be a completely normalized part of living in Southern California. We have beautiful sunshine and great whether for much of the year. The outdoor parklets provide restaurants with the ability to expand their seating capacity and provide customers with a healthier experience. Some parklets are very well-constructed and they exemplify the benefits of a permanent program. Others are cheaply constructed or poorly designed and they should be removed. The City should establish some standards and recommended materials to help business-owners establish a high-quality experience.

Mariel Sipman [email protected] I request that the parklet program on 2nd Street in Belmont Shore and Naples end on June 30, 2022. Please no future temporary nor permanent parklet programs in this heavily congested and parking impacted area. Thank you for your consideration. A 25+ year homeowner of the Third Council District.
