A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LONG BEACH AUTHORIZING THE CITY
MANAGER TO EXECUTE A CONTRACT AND ANY
NECESSARY AMENDMENTS THERETO WITH
HOWMEDICA OSTEONICS CORP, OF CHICAGO, IL,
WITHOUT ADVERTISING FOR BIDS FOR THE PURCHASE
OF POWER MEDICAL GURNEYS, FOR A ONE-TIME
CONTRACT AMOUNT NOT TO EXCEED $724,481
WHEREAS, City Council approval is requested to enter into a contract with Howmedica Osteonics Corp, dba Stryker Sales LLC (Stryker), for the purchase of 15 MTS Power Load Gurneys; and
WHEREAS, the power load gurneys are made to hold patients weighing up to 700 pounds and allow EMTs to lift the cots into the ambulance using foot controls, rather 17 than lifting manually; and
18 WHEREAS, Stryker is the sole manufacturer of the Power Load Gurneys and 19 a competitive procurement process for the purchase of the Power Load Gurneys is not 20 feasible due to the proprietary nature of the equipment; and 21 WHEREAS, the Fire Department's custom-built ambulance can only support 22 the Power-LOAD Cot Fastener, and Stryker is the sole manufacturer of this technology; 23 and
24 WHEREAS, the Department of Health and Human Services has been 25 granted funds to support Public Health Response within the City of Long Beach; and 26 WHEREAS, in collaboration with the Long Beach Fire Department, the 27 Health Department desires to procure new emergency medical technician equipment to 28 better serve the public; and

1 1 WHEREAS, this purchase is entirely funded through the City's Epidemiology 2 and Laboratory Capacity Expansion grant; and
3 WHEREAS, as a result, no useful purpose would be served by advertising 4 for bids and to do so would constitute an idle and useless act and an unnecessary 5 expenditure of public funds;
6 NOW, THEREFORE, the City Council of the City of Long Beach resolves as 7 follows:
8 Section 1 . The above recitals are true and correct and are incorporated 9 herein.

Section 2. The City Manager is hereby authorized to enter a contract, and any amendments thereto with Howmedica Osteonics Corp dba Stryker Sales LLC, for the purchase of Fifteen (15) MTS Power Load Gurneys for a one-time payment contract amount not to exceed Seven Hundred Twenty-Four Thousand Four Hundred Eighty-One Dollars ($724,481 ).
Section 3. This resolution shall take effect immediately up on its adoption by the City Council, and the City Clerk shall certify the vote adopting this resolution.
