A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LONG BEACH AUTHORIZING THE CITY
MANAGER TO EXECUTE A CONTRACT WITH MODERN
MARKETS FOR ALL, FOR AN APP-BASED PLATFORM
FOCUSING ON NON-CAREER POSITIONS AND
WORKERS WHO ARE EXCLUDED FROM TRADITIONAL
LABOR MARKETS, IN A TOTAL AMOUNT NOT TO
EXCEED $126,000, FOR A PERIOD OF TWO YEARS, WITH
THE OPTION TO RENEW FOR THREE ADDITIONAL ONE
YEAR PERIODS, AT THE DISCRETION OF THE CITY
MANAGER
WHEREAS, the Charter of the City of Long Beach, Section 1801, permits the City Manager to enter into a contract on behalf of the City, in writing or otherwise, without advertising for bids for services when authorized by resolution; and WHEREAS, on March 16, 2021, the City Council of the City of Long Beach adopted the Long Beach Recovery Act (LB Recovery Act), a COVID-19 recovery program to support City programs in three main categories: Healthy and Safe Communities, Economic Recovery, and Securing our City's Future; and
WHEREAS, as part of the Economic Recovery category of the LB Recovery Act, the City has a need for a vendor to expand and enhance the City's WorkLB program which is an innovative app-based program that connects untraditional, unemployed and underemployed people with jobs; and
WHEREAS, Modern Markets for all (MM4A) has vast experience engaging employers in registering job vacancies to provide a pool of employment opportunities for job seekers excluded from traditional labor markets; and LEM:bg A22-02065 (06-30-2022)

WHEREAS, MM4A is the only organization with the public sector technology platform and the expertise to train organizations to effectively utilize the platform; and WHEREAS, as a result, no useful purpose would be served by advertising for bids and to do so would constitute an idle and useless act and unnecessary expenditure of public funds;

NOW, THEREFORE, the City Council of the City of Long Beach resolves as Section 1. The above recitals are true and correct and are incorporated Section 2. The City Manager is hereby authorized to enter into a contract with MM4A, without advertising for bids, for an app-based platform focusing on non-career positions and workers who are excluded from traditional labor markets in a total amount not to exceed One Hundred Twenty-Six Thousand Dollars ($126,000) for a period of two (2) years, with the option to renew for three (3) additional one-year periods, at the discretion of the City Manager.
Section 3. This resolution shall take effect immediately upon its adoption by the City Council, and the City Clerk shall certify the vote adopting this resolution.
