I've lived in/near Cambodia Town since 1990s; I'm currently a volunteer in the community. Hence, I have a long history and varied perspective.
The Executive Director, Monorom Neth, has established a rapport with the business owners to connect them with the resources they never knew existed and initiated activities to improve and bring the community together. I enjoyed the business mixers that were hosted by different business owners, which allowed the business owners and residents to learn valuable business-related information and connect on a personal level.
During Monorom's leadership, I've noticed the consistent cleanup projects, increased security, and various engaging activities. My favorite event is the Cambodia Town Parade and Culture Festival that takes place every April, and Midtown was one of the sponsors.
Monorom was a constant presence in Midtown and an effective point person who helped people navigate the city's bureaucracy. I hope Midtown will be renewed.

Kerry Chhay [email protected] Midtown is an important organization in the Cambodia Town community. It acts as a safeguard for our businesses. Without the safeguard, the businesses are left vulnerable without guidance on safety and promotional strategies. Our local non profit organizations and even District 6 council do not have the capacity nor the specific skill set and resources to handle the security and peace of mind for our businesses. In addition to security, Midtown provides funding to clean the streets as well as providing additional support to our LBPD's quality of life patrol to the homeless. Often, Cambodia Town is neglected by the city in terms of cleaning, security, and homeless outreach. During the height of the pandemic, the businesses of Midtown suffered dearly due to the riots and COVID-19 shutdowns.
Midtown deliver funding through collaboration with Malyanne Bunma, Cambodia Town, and UCC. Midtown is an organization with board members who know the area needs and what resources to allocate. 7/19/2022

It is with high hopes the Midtown Business Improvement District (MBID) in District 6 can carry on. The MBID is much needed in this underserved community located in the heart of Cambodia Town.
Businesses in the MBID is a longstanding and thriving community with many diverse experiences to be had with the assistance of the current Executive Director, Monorom Neth. He has been instrumental in helping businesses remain in operation during the pandemic by connecting and disseminating valuable resources such as the COVID Response and CARES Act for small businesses.
Furthermore, MBID unquestionably needs high visibility of security presence to assist business with safety related issues. There has noticeably been an uptick in homeless encampments due to the lack of security professionals working in conjunction with the Long Beach Police Departments Quality of Life and other homeless outreach organizations.
In closing, I anticipate the renewal of the MBID to continue its mission. 7/19/2022
19. (22-0829) Recommendation to request City
Manager to direct the appropriate departments to
review the existing process for individuals entering
the permitting process for apartments and Accessory
Dwelling Units and design a program that would both
incentivize acceptance of vouchers for housing and
educate landlords on how Housing Choice Vouchers
work; and
Request a letter outlining potential incentives related to the Water Department be sent to the Water
Commissioners for consideration.
Dave Shukla [email protected] Oppose.
Where is it written you have to pipe in natural gas in at all for multi- unit properties and/or lots with ADUs?
Per the LB Post article on this item: "Mungo Flanigan's said her plan could be mutually beneficial for the city and its utility departments because it could help meet conservation goals while also helping to only charge tenants for what they use, rather than a landlord charging a flat fee."
There are a number of California cities considering bans on natural gas in home construction - electrifying buildings is an actual thing, one much better for meeting "conservation goals" (what are those, again?) than being able to pipe and meter in more gas.

Dear Councilmembers, I write in support of this motion to expand the eligible housing supply for low-income renters by incentivizing ADU owners to outfit their unit for renters and to accept Housing Choice Vouchers for payment. ADUs can be an important tool for expanding housing supply by using our limited land supply more wisely. However the private market can be difficult for low-income residents because landlords are skeptical of housing vouchers. The City should make every effort to educate ADU owners about housing vouchers and then also incentivize participation. This motion should also include a periodic review of adoption/effectiveness of this policy. Vote yes. 7/11/2022

Dave Shukla [email protected] How concerning is it that most of the geographic areas dedicated for CDBG and other funds are concentrated in the Central, West, and North parts of Long Beach, including some notable areas of change in our 2021 redistricting map? Note that there are fewer sites in 'high resource' areas east of Temple St. Virtually nothing NE of the Willow and Bellflower intersection. Has that been the norm since these neighborhoods were built?
