RE: Prioritizing Efforts of the Bluff Park Historic Lamppost Project in the 2023 City Budget
Dear Councilwoman Allen:
The Bluff Park Neighborhood Association (BPNA) Board of Directors thanks you, the Mayor, and the entire City Council for kindly providing past budgetary support of the Bluff Park Historic Lamppost Project. To further advance the progress of this grassroots, community-based initiative with broad-based benefit, we are honored and grateful for additional support as part of next year’s City budget and future budget considerations over time in fulfillment of the entire Project.
Enclosed is a list of supporters, composed of residents and leaders, in favor of this budgetary prioritization. Collected quickly over just the last few days since the City Budget was revealed last week, these individuals have been among the first to respond as we continue to hear from more within our neighborhood and far beyond. We see enthusiasm for the Project growing with each passing year and with each successful milestone and phase.
Lampposts create charm, cohesion, nostalgia and a sense of place and time. We are fortunate to live in a city with old ornamental lampposts in some public streets, parks, and neighborhoods. Like many beautifying environmental elements, people may not readily notice them, yet their impact is real and significant. Such decorative street lights can help enhance public safety, walkability, desirability, ambiance and tourism. The late-1920’s lampposts which have existed along E. 1st Street in the Bluff Park Historic District are unique in the city and symbolic.
The Project’s vision is to remove uncharacteristic modern street lights in the Historic District and install poles matching the look and pattern of E. 1st Street, something residents citywide have wanted for decades. After finding an old sketch of the E. 1st Street lights, we reached out to the original manufacturer still in- business today. Now the same company is making the Project’s lampposts from the same old specifications.
The Inaugural Phase was installed in 2019. Phase 2 was installed in 2021. And Phase 3 is funded and expected to be completed in early 2023. These achievements have been met through collaboration, community engagement, volunteerism, patience, perseverance and fundraising from numerous individual charitable donations, grants, and creative fundraiser events that have netted over $180,000 in the last 6 years – not including City funds. The 3 rd District Councilwoman
Suzie Price and Mayor Robert Garcia nurtured the initial vision and passion. Now we are most grateful to have your support in carrying the mantle, so to speak, being newly part of the 2nd Council District.
The Project serves to benefit and enhance the City of Long Beach for generations to come. Partnering with the City of Long Beach Public Works and Union Metal Industries Corporation and helped by Long Beach Heritage, the Historical
Bluff Park Neighborhood Association
Councilwoman Cindy Allen

Society of Long Beach, historic preservation leaders and experts, and other neighborhood associations and leaders, the BPNA is working towards the next phases in fulfillment of the entire District.
Receiving the City’s financial support would be especially impactful and timely. This year the Project was honorably selected through a competitive application process for a most prestigious and sizeable grant from the Long Beach Navy Memorial Heritage Association. The Port of Long Beach continues to be a regular sponsor of our unique, fun fundraisers over the years. And we are excited to have been selected for a second year to participate in Long Beach Gives campaign, after a record- breaking, award-winning, successful showing last year.
Our efforts and diligence are ongoing, as we realize success incrementally and honor the many who make it come to light. Engraved name plaques affixed to the bases of newly installed lampposts recognize scores of major donors and supporters, giving them an opportunity to recognize, memorialize, and celebrate their loved ones.
You can find many of your own names who in 2020 were on the City Council which helped secure the final piece of funding for Phase 2 along Temple Avenue. Please come by and stroll or drive the street day or night to see what we mean. For more information, our latest e-newsletter can be found here.
2022 marks a dual anniversary: namely, 50 years as an organization, originally known as Beach Area Concerned Citizens, and 40 years as the City’s second designated historic landmark neighborhood, the Bluff Park Historic District.
The BPNA is an all-volunteer 501(c)(3) nonprofit entity representing the collective voice of those who live, own, and rent in the Bluff Park Historic District, which roughly runs from E. Ocean Boulevard to E. Broadway and from Junipero Avenue to Loma Avenue, located in the 2
nd Council District. Our residential neighborhood with its distinctive architectural styles is a destination for tourists and city residents near and far. The association’s mission is to protect, promote, educate, and foster a sense of collaboration, unity, civic engagement, and goodwill in the city.
Thank you so very much for the consideration in helping fund the next phases of the Bluff Park Historic Lamppost Project.
Together, we are
BRINGING LAMPPOST HISTORY BACK.
Sincerely,
Jeffrey Mallin

Subject: Proposed Parks Improvement Budget - Ranchos Los Cerritos & Los Alamitos upgrades
-EXTERNAL-
Dear Ms. De La Garza:
I am very familiar with both of the ranchos in Long Beach – the Rancho Los Cerritos and Rancho Los Alamitos.
These two properties are part of the historic and cultural fabric of Long Beach, yet they have been owned by the City for decades absent adequate fire suppression systems. They both are of irreplaceable value -- not only the buildings, but the historical artifacts and documents associated with them. Various programs for the benefit of the area would not exist without these structures. Unfortunately, as we are seeing, more recent weather patterns appear to be the increasing the risk of fire.
I strongly support the inclusion of the two ranchos in the upcoming Park Improvement Projects budget and hope that funding designated for their fire suppression systems can be made available as soon as the respective organizations are able to proceed.
Sincerely,
Stephen Dudley

Subject: Fire Suppression Budget Request for Rancho Los Cerritos
-EXTERNAL-
Dear Ms. De La Garza,
Item 7 of the Parks and Recreation Department budget request being considered at tomorrow night’s City Council Meeting expresses an urgent need of Long Beach’s two historic ranchos. It is critical to the future of these irreplaceable city assets that funding be approved for the installation of fire suppression systems. Not only are the structures vulnerable, but many other historic assets from early Long Beach, (deeds, grants, photos, indigenous artifacts, etc.) could be destroyed. Just one specific example is that the Long Beach Public Library’s entire early California history collection is housed in the Rancho Los Cerritos Library.
I hope that you will share my comments with the Mayor and City Council Members.
Sincerely,
Jean Bixby Smith
Board Member, Rancho Los Cerritos

Agenda Title: City Budget Presentation by Parks Recreation and Marine (PRM) Agenda Item #7
Please support the Parks Improvement Project included in the FY 2023 City Budget line item #7, in support of the City owned Historic Rancho's, Rancho Los Cerritos and Rancho Los Alamitos, Fire Prevention Budget.
It is imperative that the Ranchos receive funding to implement fire safety measures in the historic adobe homes. Fire presents a major threat to the Adobe Homes due to its age, construction, and location in an increasingly dry Southern California. Multiple assessments have noted that a strong fire suppression and detection system is critical to the Ranchos sustainable, preventative, conservation strategy and will greatly lower the risk of losing the historic Adobe Homes and their irreplaceable contents and collections to a catastrophic fire.

Dear City Council-Please approve the Parks Improvement Project included in the FY 2023 City Budget line item #7, in support of the City-owned Historic Ranchos, Rancho Los Cerritos and Rancho Los Alamitos, in the Fire Prevention Budget.
As a long-time Long Beach resident, I support the protection of Long Beach’s first home. Rancho Los Cerritos holds irreplaceable treasures which need to be protected. In light of the effects of climate change as well as the risk of an accidental fire, I am concerned the price of doing nothing could lead to a catastrophic event and support moving quickly to complete the installation of a fire suppression system in the Adobe home.

Good afternoon, Councilman Supernaw,
Please find attached a letter from Rancho Los Alamitos in support of the LB Parks Department’s FY2023 budget proposal that provides support for fire detection and suppression systems for Rancho Los Alamitos and Rancho Los Cerritos (Measure A – Five Year Infrastructure Investment Plan). We understand that the City Budget Presentation by Parks, Recreation and Marine will take place tomorrow, August 9 at the City Council meeting beginning at 5:00 p.m. It is Agenda Item #7.
We are grateful to Brent Dennis and his staff for recognizing the need to protect the City’s irreplaceable historic resources, as well as the Mayor and City staff for including the funding in the FY2023 City Budget presented to the City Council last Tuesday. Both Ranchos appreciate the support and attention they have received over the past years from the Mayor, the City staff, and our past and present City Council representatives. We are fortunate to be working towards a common cause for the people of Long Beach.
On behalf of the Board of Directors, the staff, volunteers, and friends of Rancho Los Alamitos, our thanks to you and your Council colleagues for considering the budget request for fire protection for the Ranchos.
Best regards,

Hi Monique,
I reaching out to you in support of FY 2023 budget line item #7 of the proposed 2023 Parks, Rec and Marine budget, which will provide fire suppression for Long Beach’s two historic Ranchos. As the Director of Facilities and Maintenance at Rancho Los Cerritos, I understand the urgent need to install fire suppression measures at both of the historic sites. I’ve worked closely with our fire suppression expert, and am fully aware of the fact that the irreplaceable nature of the structures and their contents make protection an immediate and imperative concern. Long Beach’s historic Ranchos offer rich and diverse stories and are instrumental in providing an equitable and inclusive experience for underserved communities within the City—while always remaining free to the public. I hereby request your approval of the proposed Parks, Recreation and Marine budget for fiscal year 2023, specifically line item #7.
Thank you for your consideration.
Thanks,
Alfred
