We lived right next door to jp23 and witnessed nothing but chaos. From the constant motorcycles, revving their engines and parking on the actual sidewalk to the late night fights, screaming and music. It was a huge nuisance and we are glad we left. Our quality of life was affected greatly by jp23 and they should not have a business because they don’t respect or care for their neighbors.

Hello,
I would like to have my comments considered on the business license for JP23.
I do not wish for this business to continue their operations. It has been very disruptive in the evenings and late nights and have reduced the quality of living for those who need to sleep and work standard hours.
Thank you,

Hello! I’m writing to provide my community feedback regarding the case against JP23’s business license.
The past few weeks have been relatively peaceful, but I worry it’s only “an act” so to speak with the business toeing the line until their application is approved.
Prior to the original rejection of their application, JP23 was a consistent nuisance in our community. We live at , the neighboring building, with a Broadway‐facing balcony.
I’m just a few months we witnessed physical fights, verbal abuse, sidewalks blocked with groups of motorcycles, exceptionally loud music and bass well into the early morning hours, patrons thro wing drinks from the second story windows into the street, and unreasonable amounts of trash and empty alcohol containers left in our parking garage.
On one occasion the violence became so intense on a Sunday afternoon/evening, that our family dinner was disrupted despite our windows being closed. My son witnessed several men in a physical and verbal altercation in the middle of
the street in broad daylight, and was afraid to go to sleep that night in fear that “the fighting men would break into our home”.
We love our close downtown community and the relationships we have with our neighboring businesses, but JP23 has
our family considering moving out of the city. This one business has created in such a short time, an atmosphere that neither my husband nor I feel comfortable or safe in raising our family.
I urge you to please strongly consider the voices of the people who help make this comm unity so great. We are feeling
scared, sad, and displaced.

Dear Marla and Alma,
As a long standing employee of the JP23 company, I have a great deal of gratitude for the owner Jake and his entire management team. Before I was employed here, I found myself struggling week in and week out, struggling to make ends meet. I have been living on my own for qui te some time now, and have been alone throughout most of this journey that I’ve found myself on. It was an extremely difficult time for me as I found myself not genuinely having anyone by my side. I come from Northern California and was forced to leave everyone and e verything I knew behind. I will say, however, that ever since I joined the JP23 team, I’ve found a place that I can call home. This has become my only source of income, and working for this Long Beach location has allowed me to go from constantly struggling and worrying abou t my life, to being able to live much more comfortably and more importantly, happily. I truly believe that this JP23 Long Beach location has brought forth so many amazing things not just for myself, but for my JP23 friends and family as well.
There have, unfortunately, been countless accusation s made against JP23, trying to slander this company as a whole… the JP23 name, it’s owner, the management team, and all of its employees. We have all been in one way or another attacked in these very concerning and misleading accusations, and as a female employee working for this company I found myself distraught. I kn
ew however, that my team and my coworkers would NEVER allow anything like what was being said to happen. Therefore, no matter how much misinformation was spread throughout all the various forms of social media, news outlets, and so forth, I continued to believe in my workplac e and the people that help run it. So when the truth came out that the accusations are indeed false, I found myself so full of pride and joy that any and all accusations made against JP23 were found in court, legally, to be false and misleading. This inspired me even more to want to continue being part of such a wonderful team that was willing to stick together, in our collective effort to benefit the communities that we’re based in and not hurt them as we were falsely made out to be doing. This is one of the many reason
s as to why it has been such an amazing and wonderful thing for me to able to contribute so much happiness and joy to the Long Beach community. Every individual that comes in throughout the week and on weekends truly seems to enjoy themselves while they’re here, and I’m very grateful for that. The bon ds and relationships I’ve made with the customers that we’ve had as time has gone on are things I truly cherish, and I’m sure those in the community that I share these bonds with cherish them as well.
I would like to finally say that I understand the severity of the si tuation that’s being presented but I really believe however, that if we are allowed to continue providing our services to this wonderful city of Long Beach, both we at JP23 and the Long Beach community will be able to form a withstanding bond that will benefit bot h sides for as long as time allows us to. I ask that you please, please don’t let all this misinformation fool you into leaving all of us genuine and hardworking employees of JP23 without jobs. JP23 deserves to stay open and we deserve to keep our jobs.
I truly apprec
iate you taking the time to read this, thank you for your time. ‐Christina N Rocha

To whom it may concern,
As a residential neighbor of JP23, I don’t have an issue with a night club being in that space. But that business in particular has proven itself time and again, and not just in this location, to be less than reputable. If the city continues to allow a business to openly ignore and willingly violate statutes and requirements that are widely known then this problem will only grow.
I fully support a night club being in that space and understand that a higher level of noise and amount of patrons comes with that. But this business isn’t Long Beach and doesn’t deserve to openly violate the rules that everyone else plays by.

-EXTERNAL-
Hello,
I’ve lived in downtown on the promenade since 2010 and in the since 2013.
I spoke today during public comment however I would like to re-iterate and add to my comments:
My public comment today:
Fact: -One of the units I own is next to the alleyway and JP23’s building and my sister and nephew live in it. They both have learning disabilities and I take care of them. The late late late music noise and vibrations is disruptive to their mental health, it goes on til late hours. In addition, the loud noise from their patrons arguing or fighting in the alleyway are disruptive.
My Concerns:
-Noise: Days of their operation usually around midnight or later… -Open windows and skylight on their rooftop amplify their music and bass til late hours. -Constant loud music with bass that shakes the unit and disruptive to their mental health
for peaceful continuous sleep or enjoyment in their home. -Frequent loud patrons that leave their establishment at late hours that are loud or break out in arguments or fights in the alleyway or on Broadway. -The loud music and after hours argument/fights are very disrupting to the community not just my family.
-Days of larger events (NOTED: the owner mentioned in the hearing that his intent is to make this business a large concert type venue like Blues Club). -Does his business application allow for such Concerts type venue? -These days it’s worse than their weekly operation disruptions and he wants to make it a bigger establishment like a concert venue-type.
-Parking
-Late hours when they close cars are double parking or stopped in front and blocking traffic lanes, inside bike lanes, non-parking spots blocking traffic to hang out and talk amongst each other. These cars are for their patrons not others. (JP23 should be telling their patrons to move-on).
-Our public garage has had an uprise in issues such as trash, urine, break-ins. -Adjacent alleyway is also being blocked and used for loud talking/argument/fights. -They should be responsible for their drunk patrons that leave their establishment and cause havoc outside or around the corner from their establishment to ensure they are not disturbing the community.
2 -Alcohol
-Do they have the correct ABC license since most of their alcohol sale is most likely from their nightclub not restaurant.
I feel JP23 has not been honest from the start and is not part of this community but just to make money so he has no concern for the immediate resident community concerns. Issuing a business
license to a business who has not been compliant from the beginning is going to be 25 years constant police & fire funds for calls/patrols and potential lawsuits.
Thank You for your time,
Debra Kahookele

Hi Marla ‐
Please shut down JP23. Do not grant them a business license. Do not grant them an entertainment permit.
I've been awoken repeatedly by the noise coming from this establishment, 1am, 2am, 3am. Loud music, amped up bass, and screaming DJ. Sunday afternoons are bad too. A group of Harley riders, probably 20 or so, use the sidewalk to park,
revving their engines up and down Broadway, not to mention the roadsters who also get involved. Complete mayhem.
Broadway is jammed because of the crowds and illegal parking. Drunken patrons party, fight, scream until 3am and urinate in public. It's a really bad and dangerous scene, and I fear som eone will be murdered soon. The police are out every weekend night but we've not seen any improvement in the situation.
Please save our downtown area. It used to be nice. This place is a disaster.

Dear Marla Camerino,
As a neighbor of this business I would like to provide feedback on the granting of the business and entertainment license for JP23 .
Since it's opening there have been endless issues, and it has caused me to seriously consider leaving DTLB, which I love, but I cannot continue to tolerate what this business does to my neighborhood, and how it impacts my life. I will try and keep the issues succinct since there has been so many;
It’s opening brought a protest based on the Fullerton issues, and other protests have occurred since then Extremely loud music and crowds yelling when it is open, nights usually starting at 10pm‐2am, Sundays starting around 2pm.
DJ yells constantly for the crowd to make noise.. Loud music at weekends I understand but a Monday‐Thursday every week? The large garage style windows are never closed
Vaping from the open windows comes right over my building Multiple street brawls, most weekends there is at least one street fight/brawl. I have been made aware of recent shootings associated with JP23, this makes me very nervous Extremely intoxicated patrons leaving the bar yelling at each other, customers still in the venue, patrons stopping traffic and jumping on top of stationary cars to dance, people walking into traffic causing traffic noise as well as a danger to themselves Illegal parking, I recognize this to be often JP23 staff, sometimes patrons JP23 patrons and staff parking in bicycle lane
JP23 patrons driving their motorcycles on pavement, triggering car alarms in addition to the noise they make as Harley Davidsons
JP23 staff member’s car alarm triggers frequently whenever its parked on the street, which is usually Thursday‐Sunday Large crowds block Broadway at JP23 entrance to the alley Vomit on sidewalks on Broadway and alleyway significantly increased Shannons music volume has increased since JP23 is so loud I will not go to local restaurants on Boadway/Pine when JP23 is loud as it ruins the experience.
It is unfortunate for JP23 that the people they attract have no disregard for the neighborhood, but I also feel this business shows no regard for it’s neighbors. If JP23 continues with entertainment I would beg the City to require this business make steps to isolate neighbors from the music and yelling, close windows and soundproof building, require JP23 to closely monito r patrons for levels of intoxication, manage crowds going in and out of venue and their venue capacity. However, I am very skeptical this business would be compliant since they have blatantly operated without business and entertainment licenses and they cannot deny that the noise they generate would impact thei r neighbors. Clearly, this is not a concern for JP23.
DTLB is becoming a place where people of all age groups should be able to enjoy, and I welcome all recent and planned projects in my neighborhood, but personally, I don’t feel JP23 as it has operated since opening brings anything positive.
People do not want to walk through Broadway witnessing the types of behaviors we neighbors have, I find it embarrassing and sad that DTLB has de
teriorated in such a short period of time, and cannot imagine people will want to move to DTLB. I also cannot understand why one business is allowed to be so disruptive in that their behavior has warranted the amount of opposition they receive.
Living DTLB we expect to live among busy times but, never in my 10 years living DTLB have I been concerned about the crowds from the Grand Prix, the multiple convention crowds, local events such as food and music festivals. I am not an
2 intolerant neighbor, I am a concerned member of my community, and hope the City understands the negative impact this business has and will continue to have if it continues on DTLB.
Apologies for the long email, but I do feel very strongly both for my mental health ( from severely disturbed sleep) and what happens to my neighborhood. DTLB is a wonderful place and I wish it stay that way.
Sincerely,
J. Gibbons

Hi, Marla,
This is my written statement. However, I am going to try to attend any public comment in the hearing as allowed. Thank you!
Mr. Navarro,
I would like to request that you rule to deny the business license for JP23. This company has shown itself to be a bad actor and
a bad neighbor. I have lived in downtown for 17 years and in this spot for 15. I am a direct neighbor to JP23. From the beginning, the applicant and this establishment have shown to be unwilling to follow any regulations, codes, laws, or restrictions. We knew as early as the beginning of August that this location had no business license nor entertainment permit, and at the end of August we saw the advertising for the event planned
for Labor Day weekend. They still had no business license nor entertainment permit (as confirmed through FOIA). They had obviously begun planning these events with the FULL KNOWLEDGE that they did not have the proper documentation in place. Even after being close d down that Friday, they had a
large event on Saturday that required a line up on Broadway to allow the crowd of people in. Again, flouting the code, regulations, and restrictio ns in place.
The applicant stated in his testimony that his plan had been for this to be an entertainment venue akin to "the House of Blues." However, the building was built without glass in the windows nor any sound attenuation. This would result in a direct violation of Long Beach Municipal Code 8.80.170, there are noise limits
and the limit after 10 is 55 dBA. How on one hand can the applicant say his business is good for the neighborhood but on the other hand not build to a standard that will allow him to comply with the requirements of the code and the entertainment permit? On any given weekend, the noise is far above the 55 dBA restriction of the code.
During this period while the company has been under scrutiny, the applicant has continued to flout the municipal code around noise as well as the special operating restrictions of his liquor license. The special
restrictions are due to the proximity of a residence. They include noise as well as controlling patrons' loitering and littering. The location does not do anything to prevent the patrons from loitering out front and blocking the driveway to the residence as well as causing general disruption to the neighborhood at closi ng time. If the business behaves this badly while under scrutiny, then what can we expect if they are granted a business license and entertainment permit? I cannot believe that they will suddenly begin obeying the noise municipal code or following the special operat ing restrictions of their liquor license. They have not shown to be responsible, caring, or reliable neighbors in the neighborhood.
2 Please deny this business license as this operator has shown no good faith and has shown to be unreliable in the matters of following code, application process, restrictions, and simply being a responsible neighbor.
Thank you,
Karen Hamilton

Good afternoon,
I wanted to weigh in on the JP23 Business License case. I have lived downtown at for 16 years and I have never experienced a business with such disrespect for the neighborhood and it's commercial and residential neighbors. They built a nightclub with no windows so were very aware that the noise was going to carry out into the streets. The level of noise from the music and the screaming DJ's is intolerable and there's no place for it in a neighborhood where other people are trying to operate their businesses with patrons on patios and residents are trying to enjoy live without being forced to hear that level of noise nightly and until 2 o'clock in the morning. If they are allowed to operate like they have been Long Beach is going to lose residents in the core that it is trying to grow. It's one rogue business vs. hundreds of upset residents and it would be a tragedy to see the business win in this case. I have made numerous noise complaints to Non-emergency PD, to my councilperson as well as filing an official complaint through the Noise Ordinance Program. I hope that my efforts along with those of other local residents whose lives have been disrupted will be heard and weighed fairly.
Thank you for accepting public comment and I look forward to a judgement that will bring some peace to the neighborhood.
Sincerely,
Kristin Dunn

Dear Ms Camerino and Whomever It May Concern:
I apologize for the late reply for public comment. I was traveling for a family emergency. I hope my comments can still be included.
I live in the Insurance Exchange Building which is . It is less than a half a city block away from JP23. As a small business owner, I am pro‐business. But, I also believe that local res idents and businesses must
be good neighbors to each other. As someone who has served on the neighborhood association in the past and worked with many of the business owners, I have seen businesses embrace the neighborhood and vice versa. I think that the local businesses on the Promenade survived the pandemic closures is a testament to how we embrace our business neighbors and did enough take out to help them through.
However, from the very first meeting with JP23's owner, before it was opened, it was clear he saw the neighborhood as a nuisance. The meeting with him was very shocking and disturbing.
And now that it
is opened, it has become untenable:
There appear to be no windows or doors that can be closed during operating hours. It is essentially an open‐air venue. Customers hang out on the balconies at each "window". I can hear the DJs WORDS clearly in my loft. It's that amplified. The music wakes me up or even worse, never allows me to get to sleep. Once you've suffered until 2am, then the noise doesn't end until 3am because of the motorcycles (and motorcycle club) that have appeared with the club opening. They REV and race down Broadway, as do some other cars that make a ton of noise. My cats have run for cover terrified at the sudden loud noises. The radios on th
e cars and motorcycles leaving the club are at full blast. The other patrons going to their cars parked all along Broadway and beyond are loud, rambunctious or fighting. Police must be called all the time.
I have witnessed at least three people taken out of the club by ambulance. I'm sure there are more.
I am exhausted ALL the time because of this club. I understand I live in the arts and entertainment district. I accept that there will sometimes be loud noises, music, voices and that sometimes that will mea n that 2am as
patrons are leaving I might be woken up occasionally. But the noise coming from JP23 ALL THE TIME and until much later than even the 2am deadline and the way in which the business is operating is beyond reason.
I understand the owner's Fullerton place is only open until 11pm. I would suggest IF the business is offered a
license, that the same requirement be made here.
2 Thank you,

I don’t think it’s fair to jeopardize our lively hood by denial our buisness license.
I’m not sure if this is a personal attack against our owner due to false accusations or if local buisness owners feel threatened by our buisness?
Either way discrimination against someone based off false accusations is unprofessional.
As far as local buisness owner being against us, well they should see that we actually bring money to Long Beach. People are coming from different areas to check out our upscale sports bar/ lounge in downtown Long Beach.
Many people that come to our club end up bar hoping so our buisness is actually helping all of the other bars in town.

Ms. Camerino,
My name is Mark Diorio and I own a condo on in downtown Long Beach. My wife and I have lived in our current home for seven years and truly enjoy the busy area and all of the entertainment, dining, and activity that the downtown area has to offer.
However, the typical noises and traffic of downtown have been overshadowed by the recent opening of JP23. This establishment has hosted performances (Live music, DJs, etc.) that have been so loud that my 6th floor condo actually vibrates. These events have often continued past midnight and have caused me and my wife considerable grief and lack of sleep. Additionally, when the events FINALLY end, a parade of drunken partiers can be seen stumbling across the street with no regard for passing vehicles. I've seen fights, and confrontations with motorists. It is my expectation that, if this behavior is allowed to continue, someone is sure to get serious injured or even worse!
It actually pains me to write this note because I take pride in Long Beach and make an effort to support the local businesses here. Many of the local restaurant owners know me by name and others welcome me and my wife as frequent visitors. I enjoy the night life and want all businesses to thrive as long as they are contributing in a positive way.
I have called multiple times with noise complaints and had never had the need to do that prior to the opening of JP23. Please consider the residents in the DTLB area that have made a home here. Those that I have talked to all seem to feel the same about JP23. It is too loud, too late, and too rowdy.
Thank you for taking the time to read this note. I hope that JP23 can continue its operation without disrupting the lives of the locals that call downtown their home.
Sincerely,
Mark Diorio

To whom to it may concern,
I’ve came to an understanding that there’s there is the possibility of closing down the JP 23 restaurant in Long Beach which has caused me some concerns and worries. This restaurant has changed many lives including mine along with my family. This restaurant has taught me many values of ranging from teamwork, dedication, hard work and what a community looks like. The people in JP 23 look out for each other. I also bring my family to this restaurant for quality time and bond over each other’s company. It has brought my family closer to one another. This restaurant is li ke a community and family to me since it has taught me to grow as an employee and as a person. I learned new skills from working at this restaurant and I would hate to see it being closed down preventing from others or myself to continue to grow and con
tact with different and amazing people.

Subject: JP23 license appeal (public comment)
‐EXTERNAL‐
I have resided to JP23 for about fifteen years. As a resident, I am delighted when a business enhances the nightlife of downtown Long Beach. As a resident, I also understand that I live in the downtown entertainment district and expect some noise, especially on weekends and during even ts. I watched as much of the JP23 hearing as I could while still working from home but was not able to provide oral comment at the end of the hearing. Therefore, I am submitting these written comments.
In the past, our building has worked with some of our business ne ighbors to make sure they have a great business without adversely impacting our enjoyment of our homes. I have also been on the board of our building’s homeowners’ association (HOA) for many years. I have heard the CEO of JP23 make comments that he is a good neighbor because he supports things like local kids’ sports team
s. JP23 has not once walked across the alley to my building to reach out to their actual next‐door neighbors. Not to say hello. Not to invite us to tour their remodeled facility. Nothing.
Additionally, as my bedroom and terrace overlook Broadway, I hear and see what goes on at JP23. The music from JP23 can be excruciatingly loud such that, even closing my commercial‐grade windows doesn’t muffle the sound enough for sleep. I also see that JP23 security does not manage the loiterers around their door. Finally, I see patrons at JP23 literally carrying their friends to their cars because JP23 allowed them to imbibe too much alcohol.
Our building also houses a public parking garage frequently used by JP23 patrons. While we appreciate the parking revenues, we don’t appreciate the increased amount of trash and vomit left behind by JP23 patrons.
JP23 may try to say that those could have been patrons of other establishments. However, we didn’t see any of these issues before JP23 opened. Th
ese are not the actions of a ‘good neighbor’.
I hope you consider these comments when you decide on the JP23 appeal. ==========================

Dear Marla,
I am reaching out to you on behalf of myself and my family. We have lived in DTLB since 2010 and have seen it grow in many positive ways. But it saddens me to say that JP23 has brought a different vibe and a much higher risk of living in the downtown
area. I have summarized our observation from this establishment in the past 6 months or so below:
1. Extremely loud music beyond midnight. We had to stay at the hotel a few nights to be able to get some rest
2. Highly intoxicated customers throwing drinks down to the sidewalk (as a "fun" game of scoring by hitting pedestrians)
3. Many fights that broken out at the club and got dragged into Broadway
4. I am sorry, but patrons were literally throwing up, urinating and even having sex in the alley
5. People are literally selling drugs outside of the club. S hockingly enough I was personally offered to buy some as I was walking by one night.
And many more...
As a father of a four‐year‐old I do not find it safe to live in downtown anymore with JP23's behavior and unwillingness to maintain the peace and a healthy enviro nment for the residents of downtown. We strongly demand the city to please listen to its residents' voice and close down this establishment.
We appreciate your help and trust that you will take the correct action as you always have in the past.
Regards,
Pedram

the noise that comes from JP23 is completely unacceptable. They have no respect for the neighborhood and the people that live here. They should not be granted a business license or an entertainment permit. Downtown Long Beach can do better than this.

As an employee of JP23 Fullerton, the business of Long Beach also affects the business of Fullerton as well. I am hoping a successful outcome with JP Long Beach in obtaining their license. Jake is an incredible owner that genuinely cares for his staff and only wants to provide a fun and safe environment for the community of Long Beach, as he has done in Fullerton.

Hi Marla,
My name is Sean Dougherty and I've lived and owned at since January of 2014. We love downtown Long Beach and all of the great amenities the area provides; however since JP23 has opened, it has been very tough on our community.
From Thursday through Sunday evening, they keep their windows open and play music so loud until 2:00 am each night that even with our windows closed, the bass from their speaker system rattles my pillows and is very disruptive. Keep in mind, we are an interior unit (not Broadway facing), so you would think we'd have a barrier from their noise, however, I haven't slept well since they opened, so I can only imagine how tough it has been for the units in our building that face Broadway. You can hear their music all the way at the north end of the Promenade (4th street) and throughout most of the core downtown (Pine & Broadway and several blocks in each direction.
Sunday, March 6th, 2022, was the worst yet. Their music was unbearably loud, and their patrons were driving motorcycles on the Broadway sidewalk until after 2:00 am, intentionally making noise and creating an unsafe environment.
On Friday, March 11th, 2022, their music continued to rattle our walls until nearly 2:00 am. I had tested positive for the coronavirus and was taking nighttime flu medicine which causes drowsiness, had all my windows closed, had a loud fan running in the master bedroom, and I could hear JP23’s bass clear as day. Our neighbors who face Broadway said their 4-year-old child continues to wake up throughout the night due to the noise, and the entire 133 Promenade building is dealing with chronic fatigue due to JP23's noise violations.
In the 12 years we have lived in downtown Long Beach, I have never filed a complaint against a business, as we love the energy they bring to our rapidly growing area; however, JP23 shows no respect for our community as they continue to violate multiple codes and operate without permits.
We desperately need the support of our local government for immediate help with these ongoing issues/violations. Thank you for your time and consideration.

I am currently an employee at JP23. I recently just started working here and it has already benefited my life. Not only do I have extra income to pay bills, but I have made new friendships with my coworkers who treat me like family and will go over and beyond for each other. I do not wish for the employees who only have this job as their only source of income to have to search for a new career.

Subject: JP23 - Serious Concerns
‐EXTERNAL‐
Hello Marla,
I have been a homeowner at for 9 years. I have to voice my alarming concerns with JP23 as a neighbor. But I request that my name be kept anonymous because I work in the entertainment industry, and I don’t want my voiced concerns to cause me troubles with any venue that mi ght see me as an individual that does not support
small business establishments because that would hurt my business opportunities as a performer. Suffice it to say that I am normally the very last person to complain about an entertainment venue in any capacity, but this has gotten so out of control that I’m quite clear that my safety, comfort, and property value has all been negatively affected as a result of JP23’s business operation here in downtown Long Beach.
JP23 has set up an establishment that facilitates the following concerns by virtue of how they operate as well as by the type of crowd they market to attract:
1. Public intoxication ‐ I have personally seen many people leave JP23’s establishment clearly over served. They are extremely loud, aggressive, and a nuisance from the perspective of engaging in acts such as urinating in the alleyway that separates our buildings
, to getting into their cars and revving up their loud engines as a show of force, to males being sexually aggressive or disrespectful with women just outside of the club as the women walk by, to entering our parking structure and, before leaving, partaking in drugs (mostly pot) or drinki ng more beers that they kept in their vehicles (after they “pre partied” in our structure before entering JP23) in order to “keep the party going” after the bar closes— and then leaving ALL of their trash behind in our building parking structure.
2. Volume levels have always been EXTR
EMELY loud coming from JP23 ever since their opening. Even though there are many bars on Pine, I clearly noticed a huge difference as soon as JP23 was in operation. What I also noticed is that shortly after JP23 received notice from the city that there were noise concerns, the beginnin g of their nights then started with music levels that were clearly meant to annoy. In other words, I know for sure that someone on their end wanted to send a “middle finger” message at the top of the club night to anyone that had complained. After about 5 to sometimes 10 minutes of the excessively crank
ed up music, the levels were then dropped to what I would still consider very high levels that are uncomfortable to live with, but I no longer felt that someone was purposely trying to make an aggressive statement. This display is the kind of mentality that I attribute to JP23 and their customers. It all goes hand in hand… like the revving of their loud car engines and motorcycles after the club lets out. That mentality has zero respect for anyone but themselves. They will do what they want when they want to, with no regard for anyone else. The problem
with this mentality is that it’s attached to aggressive personalities, and it does not feel safe to confront them at the risk of retribution. I don’t want to live like that.
3. I have had conversations with our parking attendants who stated that, on numerous occas ions, they were forcefully
told to open the exit gate by various JP23 customers so that no parking charge was collected. Our parking attendants now fear for their safety with the aggressive nature of those drunk individuals. Same goes for the individuals coming from the club who are walking down the garage ramp and blocking the drive instead of using the pedestrian stairs.
When asked to use the stairs, their drunk responses are aggressive, so it’s unsafe to say anything to them.

I am an employee at JP23 Long Beach and I just wanted to express how I felt Under the current conditions between the city of Long Beach and JP23 and how it’s immediately affected my life, and my current living situation. I am currently working full time at JP23 Long Beach and th is is my main source of income at the moment. With the denial and/or hold of my work’s business license we are now all working lesser shifts and has also cut my income in half for the time being. I pay Over 2000 a month right now for my living situation and also have kids to consider. I u nderstand that there are rules and regulations to be followed and I believe that if given the chance; JP23 will do so in the right way. This company has done nothing but bring me out of the situation I was In durin g covid, losing family members and being out of a job. I am not alone and join the over 35 other employees that are in similar situations such as myself. I hope that at the end of the day not only are the cities wishes and rules followed, but the city of Long Beach also considers the many lives that will also be
affected in negative ways as well. Thank you for your time and consideration.

To whom it may concern,
I have been employed by Jacob at Jp23 for about 7 years now. Working here through out the years has allowed me to not only take care of myself but my young son and a few other members of my family all while going to school and continuing my education. If I didn’t have my job here at Jp23 I wouldn’t be able to do any of this. Jacob has provided me with a safe and prosperous environment to accomplish such things.
This doesn’t only apply to me. This applies to my many co workers who’s families rely on them to provide. I have co workers who take care of their young children, co workers taking care of elderly parents, co workers sending money to their families back in Mexico, co workers funding their or their children’s entire education, I have co workers who have been given a second chance and turned their life around all thanks to having this job to come to week after week.
If you deny us this license not only will you be taking money out of very hard working peoples pockets, you will be breaking up a family that we have formed together over the years and created a successful business. We have over come so much together such as a pandemic, malicious and false accusations that left us verbally, financially and physically attacked for months and ended up being proven to be completely false!! And now this…how much more should we have to go through just to come to work?
Lastly, Jacob is one of the very few bar owners in Long Beach and Orange County who has such a diverse group of people working for him. Our business is mostly ran by women and people of color. If you do not approve our business license you will be leaving countless mothers, fathers, grandparents, students, etc. out of a job. Please consider this before denying us any further.
Thank you.

Subject: JP23 Public Hearing Comments

I have been a resident of DTLB for more than 10 years, and had never needed to call the Police or make any formal complaints about noise or other incidents until February 2022, and all complaints I made were the result of activities associated with the business JP23.
Prior to JP23 opening, DTLB was not quiet, local bars and clubs generated the usual and expected noise associated with a vibrant nightlife, however, the level of noise was taken to G force when JP23 began operating.
To put this in context, in my home, I never hear my neighbors TV’s, loud music, or guests when indoors.
When I have all my windows and doors closed I only hear sirens passing Broadway. I would hear live music from Bo Beau’s Friday-Saturday’s from 12-1pm, when musicians would play on the upper level where there is an open roof. Occasionally I would hear crowd noise, but nothing untoward.
When JP23 began operating the issues began immediately and continued until late Spring. The noise generated was the worst I have ever experienced. I could clearly hear music, including the DJ’s yelling and crowd noise in every area of my home. This occurred most nights and Sunday starting early afternoon. The DJ would constantly yell to the crowd to make more noise, they complied. JP23 was so loud that it appeared to me Shannons and Agave became louder, especially Sunday daytime.
Weekends, lines of people would gather along Broadway, making it impossible to walk along the sidewalk. Sometimes groups of motorcycles would line up outside JP23 blocking t he path and revving
engines. Car alarms were constantly triggered, and one car of a staff member would constantly alarm. ( The car owner wore a JP23 uniform). Staff from this venue continue to park illegally on Broadway, and they move their cars around, monopolizing the parking outside the venue.
The crowd issues were scary. Very regular street brawls, often among groups of people. A lot of very intoxicated people walking into traffic, yelling at each other from the street to the bar and vice versa. I witnessed one female jump on a car that she had caused to stop, dance on it and promptly fall, the crowd from JP23 cheered.
Since the last hearing this business has continued to operate but hasn’t generated the noise or crowd disturbances it had done previously, therefore it is clear it can operate without grossly disturbing residents and local businesses. I had stopped frequenting local business because the noise from JP23 was unavoidable, now it back to normal and i can enjoy local restaurants. I welcome new businesses to DTLB, but these business need to be good neighbors. I hope that if JP23 continues, it does not return to the noise levels it generated previously, and that the excessively intoxicated crowds do not return. Such behaviors have a significant negative impact on neighbors and business, and I cannot imagine why anyone would choose to live DTLB in this type of environment.
2 Appreciate the opportunity to provide comments.

City Clerk Monique De La Garza,
As a Long Beach resident, I’m proud of our city for denying JP23 a permanent business license and entertainment permit. This bar is not only a nuisance, but a threat to our community’s safety.
Allegedly, since the opening of its Fullerton location in 2016, a number of people have come forward to share that they’ve blacked out after consuming one drink - directly handed to them by the bartenders of JP23, that they’ve been drugged, sexually assaulted, and have woken up in bouncers’ cars with bruises on their body, that they’ve been robbed at gunpoint by the bouncers in the restroom.
Since then, protesters have rallied outside of both the Fullerton and Long Beach locations and were met with violence at the hands of the owner, his friends, and the bouncers.
Is this the kind of business we want in our Long Beach community? I ask that you use your platform to prevent harm against your constituents by continuing to oppose JP23’s business license application on April 12, 2022 and for as long as they attempt to remain in this city.
Thank you for your time and attention to this matter.

Good afternoon,
We are still opposed to grant or modify a business license for JP23.
They had a lot of time to make it right from the beginning when they recently opened their establishment, instead they decided to show who they really are, main issue was the loud music.
Just li
ke The Stave Bar, they started with good behavior, not too loud music (from inside their bar) and not loud people on their patio, but for some reason they started to turn the music and TV volume up, and up and the people on their patio too loud, yes, that’s another subj ect.
This is just a behavioral issue with all of these bars including JP23, they have no respect and consideration for the residents in the area they operate, lets not forget about the City of Long Beach Nose Ordinance Section 8.80.010, they just don’t really care!.
We strongly oppose to gr
ant or modify a license for JP23.
Thank you for your understanding.

Since then, protesters have rallied outside of both the Fullerton and Long Beach locations and were met with violence at the hands of the owner and the bouncers.
We have patiently waited for the City to take decisive action to protect us. The decision was referred to a hearing officer back in April 2022, and that process has concluded in an independent legal review recommending the business license to be DENIED.

***PLEASE DENY THE JP23 LONG BEACH BUSINESS LICENSE***
Why would their license even be considered after knowing about all the allegations over their other location in Fullerton? Surely there are other up-and-coming businesses/establishments that this business license could go to. Ones that would better serve our community instead of one that has and upholds a reputation of putting their customers in danger of sexual assault, robbery, and any further violence/exploitation.
Long Beach has a tight-knit community of industry people that respects and supports one another. One that has a rapport with their local community that I've yet to see in any other city. JP23 would not fit into that community with the reputation they already have. They are dangerous and it would tarnish Long Beach's character to have them serving our community.
And it would send a clear message to everyone that Long Beach cares more about profits than their people.
So, again, please do not approve the JP23 business license and protect your community Thank you

As a Fullerton resident, I am disgusted that our city council has not taken any action to remove JP23 from my city. As a parent of a daughter, it scares me that there are spaces like this which allow predators to roam freely. Please vote to keep JP23 out of your city.

Not only have these horrible things continued to happen, but the owner and those involved have done nothing to prevent more assaults, making it likely these events would happen to more LB residents as well.
Since then, protesters have rallied outside of both the Fullerton and Long Beach locations and were met with violence at the hands of the owner and the bouncers. This business has not only mishandled relations with the City, but with the community as well. They are not concerned for the well-being of their community members, and this is why they did not care to request permits for their events over the pandemic. They are willing to risk peoples safety, so long as they can continue to make a profit.

City Clerk Monique De La Garza,
Given the very serious allegations and mounting evidence supporting the criminal and socially irresponsible nature of JP23 and its associates, it is plainly evident that the fine city of Long Beach simply has no room for such an organization, and furthermore, will succeed where Fullerton has failed. By using your council vote to deny JP23s license, you act in defense of the lives of our young citizens from the negligent and nefarious practices of a business unwanted in its hosting city of Fullerton, and thus provide not just a contribution of civic protection to your own home city, but some degree of justice to the victims of JP23. We were wronged too by the malfeasance of inaction from the city of Fullerton. With that in mind, I want to thank you for hearing what we to say, and using your vote for the right thing, so that Long Beach may prevent the evils my hometown failed to.

Since the opening of JP23's Fullerton location in 2016, a number of people have come forward to share allegations that they’ve blacked out after consuming one drink - directly handed to them by the bartenders of JP23, that they’ve been drugged, sexually assaulted, and have woken up in bouncers’ cars with bruises on their body, that they’ve been robbed at gunpoint by the bouncers in the restroom.
Please vote to uphold the business license denial and protect LB community members! Estrada, Amy

I agree with the recommendation below. Since it's opening, JP23 has created a public nuisance ‐ noise, drunk loud crowds, urinating in the street, police called every weekend. Please shut it down.
Recommendation to receive supporting documentation into the record, conclude the public hearing and reject the hearing officer’s recommendation to re verse the denial of the business license application for JP23 Hospitality Company, located at 110 East Broadway, and to not issue a business license. (District 1) 1
Thank you.

Please protect Long Beach community members, residents and visitors by voting to uphold the denial of JP23's business license once-and-for-all during this Tuesday's City Council meeting.
This bar is a clear threat to our community’s safety.
Since then, protesters have rallied outside of both the Fullerton and Long Beach locations and were met with violence at the hands of the owner and the bouncers.

If these reports are happening, then there is a clear suspicion of threat to our community’s safety. It’s a terrifying one. DO NOT rubber stamp their license! Listen to people who have clearly been SO violated that they risk their own safety to protest. And consider the FACT that many more who have been violated fear standing up, and are unheard…work that into your data.

We have patiently waited for the City to take decisive action to protect us. The decision was referred to a hearing officer back in April 2022, and that process has concluded in an independent legal review recommending the business license to be DENIED.
Please vote to uphold the business license denial and protect LB community members! Alejandra Vargas

City Clerk Monique De La Garza,
Please protect Long Beach community members, residents and visitors by voting to uphold the denial of JP23's business license once-and-for-all during this Tuesday's City Council meeting.
This bar is a clear threat to our community’s safety.
