BUDGET HEARING: Dave Shukla [email protected] Since the Budget Hearing items all contain various of the same BH-13 attachment (in either 9 page summary, 20 page summary, or 503 page summary +fee schedules + attachments) I will briefly ask why there is not a single mention of the SART relocation we heard earlier about this Spring: Has the City found a dedicated place for a new facility, appropriately staffed and funded? If so, where in the budget book, or proposed FY23 budget supporting documentation, is the SART facility listed, please?

Leslie Smith [email protected] I am a strong proponent of, a nd have frequented, each of the City's cultural centers. I applaud the City's use of Measure B funds to support the existing cultural centers. As such, I ask that the City Council adopt the Mayor's budget proposal, including placing a 3-year moratorium on adding additional programs to the Measure B funds.
Thank you.

13. 3 (22-1058) Recommendation to adopt
expenditures and revenues as identified in the
Proposed FY 23 Budget, as amended. (A-3)
Vivian Linderman [email protected] For a year now, the Park s, Recreation and Marine Pickleball Advisory Committee has requested PRM to repair and stripe existing courts for dual usage pickleball play. Some parks received support due to commitments by city councilmembers or Tidelands funds (College Estates, Bayshore, Marina Vista Parks). Somerset Park (5th District) has an active group of 50+ players, playing twice a week, yet courts are in desperate need of repair, signage, & striping. Houghton Park, (9th District) also needs repair, signage, & striping. It is inconceivable these requests were not included in the PR&M budget for 2023 when PR&M Director Dennis is well aware of the need & requests. Nor, were these parks selected for the Measure A fund improvements detailed by PR&M. Why are these areas being ignored? What does it take to get improvements to parks in north Long Beach? Please, find the funds to add to the 2023 budget to meet the growing need for pickleball courts in district 5/9 and throughout the city. 9/5/2022

24. (22-1102) Recommendation to direct City
Manager to extend the parklet installation completion
deadline to January 2, 2023, only for restaurants that
have an existing temporary parklet and are in the
process of establishing a permanent parklet in
accordance with the City's Permanent Parklet
Guidelines, for those restaurants who received notice
from the City Traffic Engineer that their proposed
permanent parklet is feasible and have met all
requirements of the permanent parklet application
process; and, extend all existing OAP's to January 2,
2023. (Citywide)
Bill Hoehne [email protected] For 25 years we have lived in Belmont Shore and valued the pre- pandemic aesthetics of the neighborhood. The parklets installed on 2nd street to help businesses survive the pandemic are now an unjustifiable eyesore, nuisance for pedestrians and a depletion of accessible parking. Please do not extend permission or grant permanency for parklets on 2nd street.

Ju So [email protected] Absolutely unacceptable. Stop putting pro fits over people. You take parking away from residents, your constituents yet provide zero alternatives. STOP PUTTING PROFITS ABOVE PEOPLE. These
parklets were put in place to help businesses during quarantine, quarantine is long over and these parklets have to go.

Carol Hill [email protected] Get rid of the parklets ... do your j ob. I have waited for June, July, August and September and now you're going to extend through January, 2023. This is crap... When January comes around you'll have another excuse. Stop this nonsense now! Do your job... Get rid of the parklets! Elections are coming and I'll remember how you swept this under the rug and vote accordingly. Signed Angry member of District 3.

[email protected] These are businesses that need to adhere t o City deadlines! They are not children and need to comply. Every few months they come up with many excuses to continue to exist on ROADS and SIDEWALKS belonging to ALL!! These parklets were subsidized by the City. It is time to stop granting special privileges to a select few!! As a homeowner, do I have the privilege of setting up patio furniture on the public sidewalk in front of my home?? NO! Yet the City continues giving away public space to a select few. Parklets on a busy east-west corridor (SECOND STREET) continue to be
dangerous.. IT IS TIME TO STOP EXTENDING THEIR EXISTENCE. 9/6/2022

Brian Cochrane [email protected] For more than a year, City Coun cil has been hearing from Kieran Gough and bars and restaurants about how hard their life is. “City paperwork is too difficult.†“We can’t get matching forks and spoons.†“Give us more free stuff.⠀
Boo-hoo.
Putting this item on the agenda on a Friday before a holiday, knowing that residents would not have time to effectively respond, the mayor has gone from bending over backwards to placate bad-faith businesses into egregious, embarrassing giveaway without regard for residents, rules and fair process.
Residents will feel this impact now and long after the mayor and Suzie Price have scooted on to other office. We can only hope that City Council members will put the brakes on this cycle of endless parklet extensions and abusive, non-transparent moves to boost the bottom lines of bars and restaurants that can’t even seem to get their plans for a free giveaway lined up in time to meet deadlines.
Please, Council Members, can you finally just say “NO†? 9/6/2022

It’s time to restore 2nd Street to the way it was prior to the Covid Pandemic. I have many concerns, here are some of them: 1) Difficulty finding parking especially for local residents. 2) Loss of income from parking meters. 3) The safety of people seated in the parklets. 4) Crowding on the sidewalks especially during peak shop hours and events. 5) Major challenges when it comes to the Christmas Parade, not only for the participants but for the bystanders as well.
Please DO NOT extend the time for the parklets and please DO NOT let them become permanent.
Sincerely,
Diane Ohde

Mona Morris [email protected] Dear Council Members,
PLEASE do not extend the temporary parklets for another months. 2nd Street is not made to be both a main thoroughfare & have parklets on the street because of safety reason for drivers& pedestrians & cyclist. The customers of parklets tend to congregate on the sidewalks or the owners find a way to insert more tables, both block the sidewalk for pedestrians. There’s also the problem of hygiene, the sidewalks aren’t being cleaned & the owners of parklets aren’t very diligent in cleaning the floors of their parklets.
I don’t know why the mayor who will only be here for a few more months want to extend these temporary parklets, for campaign contributions? Whatever his reasons are, the necessity of parklets has expired; we are asked to live the new normal with the Covid virus.
Parklets on 2nd Street are not meant ti be permanent. There’s also the problem of the residents having less parking and having to put up with noise & litters from bar patrons.
Thank you.

Kevin Elizondo [email protected] Eliminate the parklets immed iately. They were authorized as “temporary†during Covid relief but are not necessary or of any use. The residents off 2nd street continue to feel the impact of the lack of parking near their homes caused by the parklets. Get rid of the parklets. They are eye sores, dangerous to traffic flow and just not being utilized.

As a business owner in Belmont Shore I believe the park let’s need to go. Our parking is so valuable to all of the businesses, not just restaurants. And all of us are trying our best to recover from the pandemic, not just restaurants. Continuing the parklets is not fair use of public space. And it’s a slap in face to every non restaurant business.

The parklets were intended to be temporary, it's time for them to be removed. They are taking up valuable parking spaces in the Shore. If the parklets continue to remain permanent, then the City Council needs to seriously consider zoning parking that is capped at 2 hours on residential streets except by permit (which residents can apply for).
Every other major city in Los Angeles County that has parking issues and congestion, caps parking time limits and gives preferential parking to the people that live in the congested area, allowing them to park by permit.

Kendra Miller [email protected] Please stop extending the deadl ine for removal of the parklets. As a Shore homeowner and lover of 2nd Street, I am ready to see the parklets removed. They are incredibly unsafe as a driver and unsightly for our community. I understand that several of the restaurants are asking for permanent parklets; however, these temporary parklets are just that - temporary. IF they get permanent parklets, the current parklets will have to be completely redone so the argument to keep these is moot. They cannot be used in the future and should be removed now to meet the September removal deadline.

Melinda Cotton [email protected] The Temporary Parklets and OA Ps should be removed, as repeatedly promised by the Long Beach City Council and City Departments.
Permanent Parklets and OAPs should not be allowed in the Belmont Shore Business District or in the Coastal Adjacent Belmont Pier and Olympic Plaza Park Area. Parklets interfere with traffic, take up valuable public parking spaces, contribute to sidewalk congestion and hinder disabled access. Alcohol and food delivery vehicles can no longer park near their customers, and resort to taking over bus stops or a lane of traffic. Retail businesses and office tenants are deprived of parking for their customers and clients. Resident parking is impacted. The added seating in Parklets contributes to the Shores historic parking problems, as does the loss of metered parking.
ICONIX Fitness should NOT be allowed to continue its take over of more than a dozen Olympic Plaza Drive coastal parking spaces for its gym equipment and private clients. Vote No on this issue. 9/6/2022

Nadia De Leon [email protected] The residents of Long Beach cont inue to deal with numerous issues with the parklet program. The parklets on 2nd street and corresponding side streets are disgusting and aesthetically displeasing. When the temporary parklet program was announced it was to accommodate restaurants during the widespread pandemic to provide physical distancing between dining patrons. While we are continuing to battle the Covid 19 pandemic with less restrictions in Long Beach, the parklets are now unnecessary. It was temporary. The mayor of Long Beach has continued to extend this program against the wishes of residents. He continues to push parklets as a permanent fixture in areas that have heavy foot and vehicle traffic.
Deadlines established for a reason. Taxes and bills have deadlines so if applicants did not submit by the deadline then it should not be granted. City Council set a deadline and it should be followed and not extended. Extending the deadline must stop and applications past the date denied.
