1. (22-1104) Recommendation to suspend Council
rule contained in Municipal Code Section 2.03.020
(B) relating to the meeting schedule of the City
Council in order to cancel the City Council meeting of
September 20, 2022.
Dave Shukla [email protected] Oppose.
The 9/20/22 Council Meeting is already been listed on Legistar as being Cancelled!
The City Council has not yet heard this Item, not made any motion to approve this item.
Discussion: "With the budget cycle drawing to a close, and the budget expected to be approved..."
Not exactly compelling nor factual reasoning:
1. While the FY23 budget was voted on 11pm on 9/06, a number of items related to Library Hours, Recovery Act funding, Tenant Right to Counsel, etc. were changed after Public Comment and Council deliberation, without specifying which sources would fund the increases to the budget made by those changes.
2. A number of city-wide Agenda Items on 9/13 Agenda (#9 and #11 on Consent, #17 (withdrawn), #19, #20, Ordinances #22 and #23) are directly impacted by budgeting and staffing levels set in the FY23 budget.
3. These items are supposed to be publicly heard and discussed prior to Council approval, and there may well be other reasons necessitating the 9/20 meeting.

14. (22-1095) Recommendation to receive and file
the application of Elevated Restaurant Group, LLC,
dba Dave's Hot Chicken, for an original application of
an Alcoholic Beverage Control (ABC) License, at
5246 East 2nd Street. (District 3)
Sheri Snyder [email protected] Sounds like a nice addition, different from others. My opinion is to grant the license. Restaurants in general do not do well without one, especially on 2 nd street

This is a continuation from my previous note.....
Please put the lifeguards under one budget umbrella and start all of their pay at $22.00/hr. In order offset a possible budget shortfall as a senior I would be willing to pay for the deep water aerobics class. If each senior paid $3 per class & there were 75 attendees that would be $225 extra budget income for the hour of class. This extra $225 can then be put toward an additional 37.5 hours of salary @$6.00/hr which would make up the difference from $16 to $22/hr. This may be a stretch but it would be more attractive to the potential employee if the city would pay the $600 training costs as part of their hiring or reimburse the potential employee after they have shown proof of successfully passing the training.

Please support increasing the Long Beach Public Library's structural budget for materials and more open hours. More hours are needed because the 12 public libraries bridge educational, digital, economic and cultural divides despite being open only 34.4 hours per week.
Additionally, libraries can provide a public place to cool down in this heat wave. Please also support eliminating overdue fines for books and materials. Thank you, Colleen Bentley, 3rd district resident. 9/6/2022

17. (22-1055) WITHDRAWN
Recommendation to receive supporting
documentation into the record, conclude the public
hearing, and take the actions necessary to adopt the
Fiscal Year 2023 budget as listed in Attachment A.
(Citywide)
Dave Shukla [email protected] OPPOSE WITHDRAWING THIS ITEM.
IT SHOULD BE HEARD TONIGHT.
There has been 0 public presentation or Council discussion of the FY23-27 CIP (Capital Improvement Plan), which features prominently into the FY23 budget. No discussion of trade-offs, or contingencies if voters don't agree with how the Mayor's office is rushing to straight- jacket the next Mayor and Council into needless and counter- productive over-investment in fossil fuels, and fossil fuel generation and transmission infrastructure, No discussion of how these measures fit alongside existing planning documents and Council priorities.
Do you folks really want the City to be on the hook for problems you could have gotten ahead of, but failed to hear timely or publicly? 9/13/2022

19. (22-1099) Recommendation to authorize City
Manager, or designee, to execute all documents
necessary to amend Contract No. 34597 with Falcon
Fuels, of Paramount, CA, and Contract No. 34598
with Merrimac Energy Group, of Long Beach, CA, for
purchase and delivery of petroleum fuels, to increase
the aggregate contract amount by $1,428,000, for a
revised contract amount not to exceed $15,028,000,
and extend the term to
January 31, 2023. (Citywide)
Dave Shukla [email protected] Oppose.
1. The bid is still open, right?
2. Is this newly revised and in greater specificity Bid Document, to be re-advertised by 10/31, publicly available prior to the Council hearing this item?
3. "An amendment and additional funds are needed at this time to ensure that petroleum fuels are available for all fleet vehicles and equipment" -- where exactly is the analysis that shows these monies for these types of fuels are in fact necessary?
4. The "Sustainability" section is laughable, frankly. Who exactly recognizes the City of Long Beach as a "leader in the use of alternative fuels and..."???
5. City of Long Beach simply has not "embraced" ZEV's, and clearly has no staff report or publicly available information on which vehicles will be converted to ZEVs when, nor when the fleet will be entirely 100% ZEV, thus eliminating the need for purchasing "fuels" entirely.
Note that ZEVs are already now, and will continue, to make make fossil fueled vehicles redundant.
