Melissa Banda [email protected] I support this resolution and would advocate for more action. LA City council voted to approve Law Targeting Misleading Pregnancy Service Centers. We have a facility in Long Beach that targets pregnant people, https://www.horizonpc.org/services-abortion- information/. This facility does not provide abortions. We have a duty to assist pregnant people who are seeking reproductive services that is inclusive and non judgmental. In addition, I am always hearing from Council Members if you don't budget for it, change will not happen. When you google abortion clinics in Long Beach, only two facilities for all of LB are displayed. The wait times are noted in the reviews to be horrible. In addition, we are seeing an influx of out state people seeking our help! We need more funds prioritized for reproductive care! Thank you

3. (22-1265) Recommendation to authorize City
Attorney to pay sum of $150,000, in full settlement of
lawsuit entitled Federico Montoya, et al. v. City of
Long Beach, et al., Los Angeles Superior Court Case
No. 20STCV10294.

This is absurd the amount of payouts to settle lawsuits. What does the City Attorney do in this city except collect a huge salary? 11/1/2022
9. (22-1272) Recommendation to receive and
approve Initial Conflict of Interest Code filed, in
compliance with State law.

NO Council Member or his/her family members should be allowed to get city jobs, be appointed to City Commissions or benefit from city contracts. Nepotism is a conflict of interest. NO City Council member like Rex Richardson should be allowed to be a lobbyist. It is a conflict of interest and unethical.

25. (22-1288) Recommendation to receive
supporting documentation into the record and
conclude the public hearing;
Declare ordinance amending the Long Beach
Municipal Code to establish Chapter 18.19,
establishing the Sensitive Coastal Resource Impact
Fee to $0.25 fee per gross square foot for residential
development and $0.25 per gross square foot for
nonresidential development for certain parcels in the
Mixed-Use Commercial Core and Mixed-Use Marina
designations of the Southeast Area Specific Plan
(SEASP) area, read the first time and laid over to the
next regular meeting of the City Council for final
reading; and
Elizabeth Lambe [email protected] Given the SEASP Policy’s instructions to establish a Conservation and Monitoring Fund, we suggest
adjusting/increasing the fee in order to respond to scientific and empirical evidence that an increase in population immediately adjacent to and around wetlands and wildlife will generate a significant impact. At a minimum, the City Council should modify the Fee Ordinance to expressly include conservation activities (e.g., restoration and enhancement of publicly owned wetlands and uplands) as covered activities unless there is a legal reason for the omission of conservation/restoration activities. We urge the City Council direct Staff to re-evaluate scientific evidence to cover a larger area of impact and increased fee. We ask that the adoption of the Fee Ordinance be delayed. If you do not delay approval of the Fee Ordinance, please be open to receiving expert input and recommendations for possible adjustments to the Fee Ordinance.

entirety, read for the first time and laid over to the

PUBLIC COMMENT Raul Cedillo [email protected] My name is Raul Cedillo I am a resident the 9th district and a concerned citizen. On Saturday, October 30th I saw video footage of Council person Cindy Allen, act a fool, towards an individual, who in my view was doing nothing more than exercising their right to free speech by asking an elected official a question. Cindy's actions were unprofessional, ill mannered and a bad reflection of who we are in Long Beach. Cindy, you signed up for this. If you can't handle the heat, RESIGN NOW! If it was a mistake, then Handle your business! Grow up and speak up!

Cindy Allen and her staff member should be censored for what she did to a constituent. Violence by a City Council member should never be accepted by this body. It should also be investigated by the city attorney
