Organizations & Community Leaders iu Support of Streamlined Solar for the People of LA County and Orange County
Dear Mayors, City Council Members, and County Supervisors:
On behalf of my organization, I write to express our strong support for the City Council to pass a resolution to adopt SolarAPP+, which will allow for the increased and rapid installation of rooftop solar systems and solar batteries. Installing solar panels and solar batte1ies protects the environment, reduces electricity bills, helps keep the lights on during extreme weather events, and spurs local economic development.
SolarAPP+ (Solar Automated Permitting Platform) is software that automates and standardizes the process for issuing permits for common residential rooftop solar systems and solar batteries. Solar APP+ was developed by the National Renewable Energy Laboratmy (NREL) in collaboration with building safety and indust1y stakeholders. It is free for all pe1mitting offices and easy to use. SolarAPP+ asks the contractor a series of questions to verify the solar system's design is up to code, and then issues a pcnnit automatically for installation to begin. The California Energy Commission launched a program in June, 2022, that provides incentives to municipalities to adopt SolarAPP+.
By adopting SolarAPP+, homes can go solar faster and the cost of solar can be lowered by thousands of dollars, resulting in more homes making the investment.
For these reasons, we hope you will adopt Solar APP+ as soon as possible.
Thank you,
Westem

Dear Mayor and City Council Members,
Please do everything in your power to make it easier for residents to install rooftop solar panels and batteries. One simple way to do this is to streamline the process for getting a solar permit from the city. When San Jose did this a few years ago, solar adoptions increased six-fold.
Last year, the federal Department of Energy released free software called "SolarAPP+", which automates permitting for solar on homes. Cities that use SolarAPP+ help their residents install solar faster and for less money, while still ensuring that the solar project meets building codes.
Please help make solar energy more accessible for everyday people in our city by adopting SolarAPP+!

Suggestion for Amended Recommended Action:
Request the City Manager to work with the Development Services Department to prepare a report with presentation on the City's solar installation, permitting, and inspection process and report back to City Council within 30 days. The report shall include options for how to streamline and automate the process, and shall include Solar Automated Permitting Platform (Solar APP+) in that consideration as a free-to-use system designed by the federal Department of Energy in partnership with the nation's leading building safety organizations given that grant funding is available through the California Automated Permit Processing (CalAPP) Program to cover the cost of adoption on a first-come, first-served basis.
