HONORABLE MAYOR AND CITY COUNCIL
City of Long Beach
California
RECOMMENDATION:

Authorize the City Manager, or designee, to execute a Facility Use Permit with Christian Outreach in Action (COA) for the use of storage space at the Atlantic Farms Bridge Housing Community (ABC) located at 6845 Atlantic Blvd, for a period of twelve months, and upon a determination by the City of Long Beach (City) that the permittee has fully complied with the terms and conditions of the permit and is otherwise in good standing with the City. (District 9)

DISCUSSION
The City of Long Beach (City) Health and Human Services Department has worked with non-profit agencies in various capacities to address the needs of the Long Beach community. Community-based services have been provided by a variety of local non- profit agencies that occupy office space at various city-owned facilities using Facility Use Permits (FUPs). Agencies utilizing space at various facilities are required to be non-profit agencies and must address a critical need at the local level. Space is provided on a first- come, first-served basis, based upon availability. All agencies must meet City insurance requirements.

Christian Outreach in Action (COA) is requesting to enter into a FUP for storage space at the warehouse located at the Atlantic Farms Bridge Housing Community. COA is a non- denominational non-profit organization whose mission is to transform the lives of homeless and impoverished individuals in Long Beach and surrounding areas so they may reach and sustain self-sufficiency and independence.

This matter was reviewed by Deputy City Attorney Anita Lakhani on November 1, 2022 and by Budget Analysis Officer Greg Sorensen on November 14, 2022.

TIMING CONSIDERATIONS
City Council action is requested on December 6, 2022, to execute the FUP in a timely manner.

FISCAL IMPACT
The Facility Use Permit with Christian Outreach in Action is granted at no fee or charge to the agency. The agency will utilize storage space only and thus no fiscal impact to utility and facility costs. This recommendation has no staffing impact beyond the normal
